  1. Call to Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 10:10 AM.
  2. Agenda: Motion by Tollaksen, seconded by Sinklair, to adopt the amended agenda. Motion carried.
  3. Election of officers for 2010-2011 term.
    • Motion by Tollaksen, seconded by Sinklair, to nominate Donald Stevens as committee chair, to close the nominations and to cast a unanimous ballot for Stevens. Motion Carried.
    • Motion by Sinklair, seconded by Halfen, to nominate Pete Tollaksen as committee vice chair, to close the nominations and to cast a unanimous ballot for Stevens. Motion Carried.
    • Motion by Tollaksen, seconded by Halfen, to nominate Rob Sinklair as committee secretary, to close the nominations and to cast a unanimous ballot for Stevens. Motion Carried.
  4. Approve minutes of Previous Meeting(s): Motion by Sinklair, seconded by Halfen approve the minutes from previous meeting. Motion carried.
  5. Communications:
    • Thank you letter from Juneau County for assistance with missing boater search.
    • Email commending Sgt. Hodges for his assistance on a disabled vehicle.
    • A thank you from Baraboo Police for Deputy John Cormican’s work on their Dog Kennel.
    • News Release on Airplane crash at the Baraboo airport.
    • Announcement that they are going to reopen the COPS Grant.

  8. Sauk County Animal Shelter operations update:
    • Animal Shelter took in 52 dogs and adopted out 45 dogs. They also took in 54 cats and adopted out 13 in the month of April.
    • Christian gave a short PowerPoint presentation on the Fuller Road Seizure case.
    • The Animal Shelter dealt with a total of 8 bite cases; 4 dogs and 4 cats.
  9. Review and approve April 2010, expenses for Coroner:
    • Motion by Tollaksen, seconded by Montgomery, to approve payment of the Coroner’s expenses for April 2010, in the amount of $4,143.31. Bills discussed. Motion carried.
  10. Review and approve April, 2010, expenses for Sheriff:
    • Motion by Sinklair, seconded by Tollaksen, to approve payment of the Sheriff’s Department expenses for April 2010, in the amount of $248,912.97. Bills discussed. Motion carried.
  11. Consideration and resolution to purchase 2010 Detective Car.
    • Motion by Tollaksen, seconded by Sinklair.
  12. Consideration of Application of Border Riders Motorcycle Club for Open Air Assembly Permit for Memorial Day weekend.
    • Motion by Montgomery, seconded by Tollaksen
  13. Discussion and consideration of budget strategic plan (Form 1).
    • Discussion on Form 1.
  14. Jail Report
    • Boarding other Jurisdictions for April 2010 was $160,706.34
    • Electronic Monitoring collected $4,190.25 for April.
    • Inmate Programs
    • Volunteer – Library, Lawn care at Animal Shelter, Master Gardener, Airport
    • DOC report handed out.
  15. Administrative Report
    • OT report for Department.
    • 1,402.5 hrs of overtime for the month of April
    • 60.5 hrs of Administrative overtime-25.5 hours holiday, 22 hrs of special teams, 13 hours investigations
    • Cody Kowalke (Jail Deputy) resigned to seek other employment
    • Larry Zink (transport officer) has resigned
    • John Bonnell on administrative suspension
  16. Field Services Report
    • Connectivity of MDCS in the County.
    • There were 80 prisoner transports in the month of March. 439 YTD including 20 juveniles.
    • Dispatch received 5,497 calls for service in the month of April.
    • 1 Fatality April 16, 2010 Vehicle vs Horse
    • Monthly Alcohol Enforcement Report handed out
