August 13, 2013
The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, August 13, 2013 at 09:30 am, in the Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.
Members Present: Stevens, Nobs, Krueger, Johnson, Halfen

- Call to Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 10:26 am.
- Agenda: Motion by Johnson, seconded by Halfen, to adopt the amended agenda. Motion carried.
- Approve minutes of Previous Meeting(s): Motion by Halfen, seconded by Nobs approve the minutes from previous meeting(s) July 9, 2013. Motion carried.
- Communications:
-Thank you card from Antique tractor Club for our officers help during their ride. (Terry Spencer and Harold Weinke)
-Thank you from the Lakefair committee for our participation in the Lake Fair at Dutch Hollow.

- Public comment :
Jim Schernecker - Speaking in regards to Search Warrants in Sauk County. Received records from Clerk of Courts. 13 Search warrants by Sauk County. He is stating the need is for open records.

- Sauk County Animal Shelter operations update:
Animal Shelter took in 71 dogs and adopted/reclaimed 54 dogs. They also took in 154 cats and adopted out/transferred out 25 in the month of July. The Animal Shelter also took 1 rabbit, 1 Tortoise and 4 hamsters. They adopted out 3 hamsters and 2 parakeets. The Animal Shelter had a total of 69 calls and picked up 48 cats and 22 dogs
The Animal Shelter dealt with a total of 10 bite cases; 9 dogs and 1 cat.
- Animal Shelter Discussion and possible action.
For 2014 budget the Animal Shelter is not asking for an increase from the 2013 budget amount of $147,000.
Fred Halfen had a few questions in regards to the recent media on the Humane Society. Handout was given to the committee members.
Copies of 2014 Animal Shelter Budget handed out.
Fred’s concerns is the lack of over sight on the $147,000 given to the Humane Society.
Motion by Nobs, seconded by Johnson to accept the 147,000 budget for Humane Society. Motion carried.
- Review and approve July 2013, expenses for Coroner:
Motion by Halfen, seconded by Nobs, to approve payment of the Coroner’s expenses for July 2013, in the amount of $2,193.82. Bills discussed. Motion carried.
Coroner Hahn handed out his 2014 draft budget.
Motion by Halfen, seconded by Johnson to move the Coroner’s budget onto Administrative Review.
- Review and approve July 2013, expenses for Sheriff:
Motion by Johnson, seconded by Halfen, to approve payment of the Sheriff’s Department expenses for July 2013 in the amount of $113,026.99.
- Consideration and approval of Resolution to Purchase a 2013 Prisoner Transport Van
Motion by Nobs, seconded by Johnson to approved the purchase of a 2013 Prisoner Transport Van. Motion carried.
- Review of Draft Budget.
Halfen suggested bumping up housing revenue for 2014. Halfen states we always underestimate the housing revenue. He would be happy with us increasing our revenue by $175,000.
Halfen also states he is not able to support the new position when we don’t have information on the heroine issue. Halfen wants assurance that this new position will be directed towards the heroine problem.
Motion by Johnson, seconded by Halfen to pass the budget on to Administrative Review.
- Sheriff’s Report.
Number of Calls Report handed out. 7,429 calls for service in July 2013.
Sheriff Meister is requesting to bid out the last squad for 2013. Will have a special meeting at 5:45 pm.
Overtime Hours for July 2013 1582.25 hours July 2012 was 1,252.75 hours
There was 126 Prisoner Transports in July 2013.
Prisoner Transport cost for 17 Juveniles was $4,079.50. Housing Costs was $3,915
Civil Process papers served in July 2013 – 192 papers.
EM Report for July– Total of 487 offender days. Collected $8,279.00 in fees and were invoiced $1,860.34 for a profit of $6,418.66.
YTD Housing billing $455,768.95
- Adjournment
The next regular meeting of the committee was scheduled for September 10, 2013 at 09:30 am. Special meeting scheduled for August 20, 2013 at 5:45 pm. Motion by Johnson, seconded by Nobs to adjourn the meeting at12:01 pm. Motion Carried.
