September 10, 2013
The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, September 10, 2013 at 09:30 am, in the Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

- Call to Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:30 am.
- Agenda: Motion by Tollaksen, seconded by Nobs, to adopt the amended agenda. Motion carried.
- Approve minutes of Previous Meeting(s): Motion by Halfen, seconded by Nobs approve the minutes from previous meeting(s) August 13, 2013 and August 20, 2013. Motion carried.

- Sauk County Animal Shelter operations update:
Animal Shelter took in 53 dogs and adopted/reclaimed 39 dogs. They also took in 104 cats and adopted out/transferred out 38 in the month of August. The Animal Shelter also took 5 rabbits, 2 guinea pigs, 1 snake. They adopted out 1 guinea pig. The Animal Shelter had a total of 40 calls and picked up 32 cats and 17 dogs
The Animal Shelter dealt with a total of 9 bite cases; 2 dogs, 5 cats, 1 bat, and 1 donkey
Supervisor Nobs asked a question about adopting a cat at the Shelter. He stated his friend was denied an adoption of a cat due to him having a dog. The Animal Shelter stated that is not a reason for denial.
Supervisor Johnson advised that he was able to adopt a cat and he has 3 dogs.
Supervisor Nobs asked what standards that the Humane Society goes by. Dana advised that there is no national standards.
Supervisor Halfen asked if the Humane Society adopts out animals to individuals who house animals outside. Dana advised they only adopt animals that will be housed inside.
Supervisor Nobs asked about the accounting fees, Dana advised those amounts do not come out of contract dollars.
Supervisor Halfen asked what the typical costs were to adopt an animal. Dog $200.00. Puppy $250. Cat $65 Kitten $95
Supervisor Halfen asked the Humane Society to explain the organization structure and the relationship that the County has with the organization. Non-Profit 501C, Private Organization.
Dana advised that they are a contracted service for the County.
Supervisor Nobs referred to Wis Statutes as far as the Humane Society being a mandated service.
Supervisor Tollaksen advised that he received a call from a Madison reporter in regards to the euthanize rates in Sauk County.
Supervisor Nobs asked if the Humane Society had qualified employees that are able to euthanize the animals. Dana advises that everyone is trained.
Supervisor Halfen asked what the policy was to euthanize. Dana advised that as long as they have the space and the animal is in good health they will not euthanize it.
- Review and approve August 2013, expenses for Coroner:
Motion by Halfen, seconded by Johsnon, to approve payment of the Coroner’s expenses for August 2013, in the amount of $759.58. Bills discussed. Motion carried.
- Review and approve August 2013, expenses for Sheriff:
Motion by Tollaksen, seconded by Halfen, to approve payment of the Sheriff’s Department expenses for August 2013 in the amount of $90,317.54. Bills discussed. Motion carried.
- Consideration of travel request in excess of 300 miles for staff member to attend K9 training in Spring Hope, North Carolina.
Motion by Tollaksen, seconded by Halfen to approve the travel request. Motion carried.
- Review of 2014 Draft Budget.
Supervisor Halfen asked if we have raised our Housing revenue. Sheriff Meister advised that currently there are too many unknowns at this time.
Supervisor Kriegl spoke against the war against drugs and he states that Supervisor Halfen is correct in regards to raising revenue.

Number of Calls Report handed out. 6,807 calls for service in August 2013.
Overtime Hours for August 2013 1,341.50 hours August 2012 was 1,105.25 hours
There was 103 Prisoner Transports in August 2013.
Prisoner Transport cost for 14 Juveniles was $3,546.28. Housing Costs was $5,155
EM Report for August– Total of 422 offender days. Collected $7,174.00 in fees and were invoiced $1,615.86 for a profit of $5,558.14.
YTD Housing billing $541,040.10

The next regular meeting of the committee was scheduled for October 8, 2013 at 09:30 am. Special meeting scheduled for September 20, 2013 at 05:45 pm. Motion by Tollaksen, seconded by Johnson to adjourn the meeting at11:00am. Motion Carried.
