July 9, 2013
The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, July 9, 2013 at 09:30 am, in the Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.
Members Present: Stevens, Nobs, Krueger, Johnson, Halfen

- Call to Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:30 am.
- Agenda: Motion by Halfen, seconded by Johnson, to adopt the amended agenda. Motion carried.
- Approve minutes of Previous Meeting(s): Motion by Halfen, seconded by Johnson approve the minutes from previous meeting(s) June 11, 2013. Motion carried.
- Communications:
-Mailbag letter-Thanking Sauk County LEC for help with GED
-Thank you email from David in regards to our help with the Sauk Prairie Airport Fly-in
-Letter from Edgewood College thanking us for allowing the opportunity for clinical education for Nursing students.
-TTY from Grant County thanking us for our mutual aid help during the flooding in their County.
-Thank You card from Tom and Trish Dickinson for making them feel safe and secure.
-Thank you letter from Baraboo Police for our help and participation in the Summer Safety Program. Our Deputies that helped were Joe Sabol, Harold Weinke, Mark Rabata, Garrett Matthews, and Danielle Schweda
-Pulseless Non Breather Communications by Baraboo Ambulance. Baraboo Ambulance thanked Deputy Garrett Matthews for his assistance with CPR in an Ambulance call in West Baraboo. With his actions they were able to provide medical care and the patient is now recovering. Also, thanking Deputy Karl Larson and Garrett Matthews for CPR performed on a call on Belter Drive.
-Letter to Marty Krueger from Town of LaValle thanking the Sauk County Sheriff’s Office thanking them for our participation in the Lake Fair.
- Public comment :
Jim Schrenecker-Regarding the appointment of another deputy which was discussed last meeting. He addressed the type of drugs and asked what we have been doing. He stated we had one drug search in the last year. Also, asked what we are doing for inmates when they are arrested for drugs.

- Sauk County Animal Shelter operations update:
Animal Shelter took in 66 dogs and adopted/reclaimed 47 dogs. They also took in 201 cats and adopted out/transferred out 25 in the month of June. The Animal Shelter also took 2 rabbits and 4 hamsters. They adopted out 2 Rats. The Animal Shelter had a total of 65 calls and picked up 39 cats and 27 dogs
The Animal Shelter dealt with a total of 8 bite cases; 4 dogs and 4 cats.
On June 14 the Animal Shelter took in 45 animals, 41 were cats.
As of June 30 they are up 229 animals from this time last year.
- Review and approve June 2013, expenses for Coroner:
Motion by Nobs, seconded by Halfen, to approve payment of the Coroner’s expenses for June 2013, in the amount of $7,861.73. Bills discussed. Motion carried.
- Review and approve June 2013, expenses for Sheriff:
Motion by Halfen, seconded by Nobs, to approve payment of the Sheriff’s Department expenses for June 2013 in the amount of $121,136.66.

Consideration and approval of Resolution to Purchase a 2013 Prisoner Transport Van
- Sheriff’s Report.
Number of Calls Report handed out. 6,773 calls for service in June 2013.
Overtime Hours for June 2013 1,624 hours June 2012 was 1,712 hours
There was 163 Prisoner Transports in June 2013.
Prisoner Transport cost for 16 Juveniles was $3,897.52. Housing Costs was $1,545.00
Civil Process papers served in June 2013 – 152 papers.
EM Report for June– Total of 456 offender days. Collected $7,718.00 in fees and were invoiced $1,741.92 for a profit of $5,976.08.
YTD Housing billing $380,020.97
June ADP up 14 from 2012.
We had one Project Lifesaver activation on July 4, 2013.
**Don Nobs requested that we get the 2013 search warrant numbers for August Meeting.
**Fred Halfen was asking a breakdown on what charges are civil versus criminal.
Captain Spencer advised we have had 10 search warrants so far for 2013. The search that was conducted yesterday was for prescription drug.
The estimated cost for a 911 call for the local resorts averages $.33 per call.
Sauk County policy requires our Deputies to respond to a 911 call. The Lake Delton Policy is to contact the Resort Security and have them respond. Lake Delton doesn’t respond to every hangup.
It takes a Dispatch about 45 seconds to make a call back and notify security.
On a landline in the County it costs about $12.50 a call including the Deputies time to travel and check.
Marty Krueger advised the committee that last night during the Human Services meeting that the Committee voted to instruct Bill to provide a budget item for a Jail Diversion Program in 2014.

The next regular meeting of the committee was scheduled for August 13, 2013 at 09:30 am. Motion by Johnson, seconded by Nobs to adjourn the meeting at10:13 am. Motion Carried.
