June 11, 2013
The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, June 11, 2013 at 09:45 am, in the Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

- Call to Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:30 am.
- Agenda: Motion by Halfen, seconded by Nobs, to adopt the agenda. Motion carried.
- Approve minutes of Previous Meeting(s): Motion by Halfen, seconded by Nobs approve the minutes from previous meeting(s) May 14, 2013. Motion carried.
- Communications:
Thank you letter from State Patrol for us allowing them to store a troopers car in our annex
An Email from Ron Lestikow commending Deputy Eades for his compassion and professionalism on a traffic stop.
Email from Chief Strunz thanking our communications center for the way they handled the McFarlane’s Fire call.
Thank you from Lake Delton for our assistance during the 2013 Automotion.
- Public comment :
Richard Fish regarding the ATV and UTV usage on County Roads. Just informing the committee on the status of the trails. Advised the committee of where the trails are currently running on the Highway. He stated there was some concern on the age of drivers. Currently 12-16 years old are allowed to ride on the routes as long as they are accompanied by an adult. He hopes the trial basis of 1 year will be able to continue.
Bev Vallincourt-advised there is a portion of private property being used as public property.

- Sauk County Animal Shelter operations update:
Animal Shelter took in 97 dogs and adopted/reclaimed 95 dogs. They also took in 141 cats and adopted out/transferred out 148 in the month of May. The Animal Shelter also took 1 parakeet and 12 rats.
The Animal Shelter had a total of 70 calls and picked up 38 cats and 35 dogs
The Animal Shelter dealt with a total of 11 bite cases; 8 dogs and 3 cats.
Chair Stevens advised of a dog that was turned over to the Shelter and then the owner wanted to have the dog returned to them and the Shelter was not allowing them. Rose advised the committee that the dog was returned.
- Review and approve May 2013, expenses for Coroner:
Motion by Halfen, seconded by Johnson, to approve payment of the Coroner’s expenses for May 2013, in the amount of $2,168.92. Bills discussed. Motion carried.
- Review and approve May 2013, expenses for Sheriff:
Motion by Nobs, seconded by Halfen, to approve payment of the Sheriff’s Department expenses for May 2013 in the amount of $96,378.11.
- Discussion of ATV and UTV on County Roads.
This item was added at the request of Fred Halfen to allow the Sheriff a time to discuss. Sheriff Meister advises he has talked to other Sheriffs in the State and he does not have a lot of concern of a large influx of additional calls.
- Discussion and consideration of Courthouse Security.
Sheriff Meister advises the committee that this item has been being discussed by Property and Insurance. He also advises that Captain Spencer and Deputy Rabata are currently working on a training program for the County employees.
George Johnson advises that he is on Property and Insurance Committee and will keep our committee up to date.
- Discussion and notification of the 2013 Heroin Initiative Grant.
We have applied for a grant to create an application for assistance with Heroin addiction.
- Discussion and consideration of program review form (mission, visions, goals, and performance measures) for the 2014 Budget.
Sheriff Meister updated the committee on the Heroin issues within Sauk County.
Detective Steinhorst updated the committee on the continued and increased use of drugs within the community.
Sheriff Meister advised that he took this position to the Chiefs of Police meeting to seek monetary support for the position. The Chiefs of Police stated they would support the position but not financial.
Halfen stated that he believes that it is throwing a bucket of water on the forest fire.
Supervisor Johnson stated he supports the position.
Supervisor Nobs stated he supports the position.
Supervisor Krueger stated he supports the position.
Supervisor Kriegl asked the question “how do we know that this is the approach to fix the problem?”
Supervisor Stevens stated he believes this request should be moved forward.
Committee suggested making this a project position with a sunset date for review on the status of this position.
Motion by Halfen to add an additional staff person in the budget for drug enforcement purposes with proper metrics with a sunset date of one year, seconded by Krueger. Motion carried.
- Sheriff’s Report.
Number of Calls Report handed out. 6,691 calls for service in May 2013.
Still working grants on boat, speed, seat belts and alcohol
Overtime Hours for May 2013 1,005.25 hours
There was 137 Prisoner Transports in May 2013.
Prisoner Transport cost for 14 Juveniles was $2,493.98. Housing Costs was $445.00
Civil Process papers served in May 2013 – 167 papers.
EM Report for March– Total of 522 offender days. Collected $8,874.00 in fees and were invoiced $2,005.50 for a profit of $6,869.50.
YTD Housing billing $318,527.65
May ADP up 11 from 2012.
Sheriff Meister advised the Committee that he took part in the Baraboo Community Classroom Connections.
We advised the committee that the cost of the Jail Academy is reimbursed by the State for all of our employees that attend the academy.
Sheriff Meister handed out a 911 hangup report that Supervisor Halfen requested last month. Supervisor Halfen recommended that the resorts should have to change the prefix from 9 to another number.
- Adjournment
The next regular meeting of the committee was scheduled for July 9, 2013 at 09:30 am. Motion by Johnson, seconded by Nobs to adjourn the meeting at11:28 am. Motion Carried.
