Sauk County Law Enforcement Committee
February 8, 2011
The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, February 8, 2011 at 09:30 am, in the Community Room, 1300 Lange Court, Baraboo, Wisconsin.
The meeting was properly posted and all interested parties were notified.

1. Call to Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 09:50 AM.
2. Agenda: Motion by Tollaksen, seconded by Sinklair, to adopt the amended agenda. Motion carried.
3. Approve minutes of Previous Meeting(s): Motion by Sinklair, seconded by Tollaksen approve the minutes from previous meetings on January 12, 2011. Motion carried.
4. Communications:
Letter from George Althoff in regards to the meeting with the Sheriff’s Department and the Baraboo News Republic paper.

7. Sauk County Animal Shelter operations update:
Animal Shelter took in 34 dogs and adopted/reclaimed 41 dogs. They also took in 31 cats and adopted out 21 in the month of January.
The Animal Shelter had a total of 22 calls and picked up 15 dogs and 3 cats
The Animal Shelter dealt with a total of 3 bite cases; 1 dog and 2 cats.
8. Review and approve January 2011, expenses for Coroner:
Motion by Tollaksen, seconded by Halfen, to approve payment of the Coroner’s expenses for January 2011, in the amount of $833.36. Bills discussed. Motion carried.
9. Review and approve December 2010 and January 2011, expenses for Sheriff:
Motion by Tollaksen, seconded by Halfen, to approve payment of the Sheriff’s Department expenses for December 2010, in the amount of $8,589.87 and January 2011, in the amount of $75,907.11. Bills discussed. Motion carried.
10. Discussion on overrun for Coroner’s Office.
Budget Autopsy account was $15,000 for 2010 and it is currently at about $20,000.
Coroner Hahn believes the overrun will be about $7,900.00 for 2010
11. Discussion on overrun for Sheriff’s Office.
At this time we have an estimated shortfall of $122,816. Discussion on wages and benefits, Jess Fry advised the Committee that we are unable to discuss this at this time. Chip advised the Committee that we have approximately $100,000 left in our Range Building fund.
12. Consider approval of travel in excess of 300 miles for Sheriff’s Department staff to attend National Institute of Corrections training in Aurora, CO.
NIC will pay the airfare, hotel and lunches for attendees. We are responsible for the cost
of the rental car and breakfast and supper. Cost would be approximately $500.00. Motion by Halfen, seconded by Tollaksen. Tollaksen-Aye, Stevens-Aye, Johnson-Aye, Halfen-Aye, Sinklair-Nay. Motion Carried.
Sinklair believes this is a good training opportunity; however he suggested we send one instead of two. Halfen, Tollaksen, Johnson, and Stevens believe we should send two.
13. Consideration of a resolution honoring Miriam Olsen.
Motion by Tollaksen, seconded by Sinklair, to honor Miriam Olsen. Motion carried.
14. Consideration of bids for 2011 patrol squads and resolution to purchase.
Motion by Tollaksen, seconded by Halfen, authorizing the purchase of five police specification squad cars from Kayser Ford in Madison. Motion carried.
Supervisor Halfen asked about the elimination of the Ford Crown Victoria. Sheriff Meister advised that Ford will be making a squad car; however, it will vary from that of the Crown Victoria however the majority of our equipment should transfer from the Crown Victoria to the new model.
Chief Deputy Fults and Sheriff Meister explained some options that may be in the new squads.
15. Department of Corrections Report
DOC Housing Report handed out.
Sinklair requested a daily inmate county for renters. Lt Tobin and Jess Fry will work on trying to pull those numbers on a daily basis.
State Housing billing handed out
16. Sheriff’s Report.
Number of Calls Report handed out. 4,922 calls for service in January 2011.
Overtime for January 2011

Civil Process for January 2011- 398 Papers served.
Jail Visitation Hours changing to:
Tues-Sunday 9am-10:30am and 7pm-8:30 pm
To
Fri-Sun 9 am-10:30 am and Tues-Thurs 09am-10:30am and 07pm-8:30pm
No evening visitation on the weekends
Watch Tours-30 minutes instead of 1 hour
Electronic monitoring billed out $4,216.00 and paid Pro Tech $1,367.25 for a profit of $2,848.75 in the month of January. There was 248 offender days.
Other Counties regarding Electronic Monitoring-listed 14 counties
Prisoner Transport 74 prisoner transports for January 2011
Prisoner Transport cost and housing costs for Juveniles $2,660.30.
Sheriff Meister advised that the State is experiencing decreased population. The State currently has 300 to 400 open beds in the prisoner system. The State plans on pulling back their prisoners to fill the empty beds. Marty Ordinans advised we would see a decrease in our State inmate numbers. Lt. Tobin, Sheriff Meister, and Chief Deputy Fults will be meeting with the DOC on Thursday in Stevens Point.
Today we have 55 rentals between DOC, ES and USMS.
Looking at purchasing more cameras for our squad cars. Sheriff Meister advises this is a way to reduce possible liability.

The next regular meeting of the committee was scheduled for March 8, 2011 at 09:30 am. Motion by Tollaksen, seconded by Halfen , to adjourn the meeting Motion Carried.
