The meeting was called to order by M. Krueger at 3:00 P.M. and was certified to be in compliance with the Open Meetings Law.

MINUTES.
Motion by J. Ashford, second T. Meister, to approve the October 25, 2010, minutes of the business meeting as sent. Motion carried.

COMMUNICATIONS:
T. Liebman distributed legal opinion regarding potential restructure. K. Schauf informed the group B. Karger (Marathon County) and P. Cummings (Portage County) would be appearing via conference call.
COUNTY STRUCTURE PRESENTATIONS:
B. Karger presented information via conference call regarding the structure of Marathon County Planning & Zoning and Land Conservation Departments. Originally, the reorganization process began with combining departments in 1993 due to space issues. The overall reorganization was successful for Marathon County for structural and fiscal reasons.
P. Cummings presented information via conference call regarding the structure of Portage County Planning & Zoning and Land Conservation Departments. The departments were combined in 1988 due to space issues as well. The consolidation has worked well for Portage County and has become an “umbrella agency” for several other departments.
K. Schauf addressed the group with information from Sheboygan, St. Croix, Eau Claire, Ozaukee and Door counties regarding structure of their respective departments.
POTENTIAL RESTRUCTURE OF LAND CONSERVATION AND PLANNING & ZONING:
M. Steward addressed the group regarding his proposal for combining departments and potential restructure implications (handout). J. Van Berkel presented information regarding concept of combining departments. K. Schauf and M. Posewitz presented proposed organizational chart reflective of combining departments. All presentations focused on a comprehensive approach to potentially combining Planning & Zoning and Land Conservation.
Next meeting to focus on proposed structure proposals, with final outcome for presentation to the Board. No action taken.
