A quorum may be present consisting of members of the Aging & Disability Resource Center and Veterans Service Office Committee; Board of Health; Economic Development Committee; Executive & Legislative Committee; Extension Education, Arts & Culture Committee; Finance Committee; Health Care Center Board of Trustees; Highway Committee; Human Services Board; Land Resources and Environment Committee; Law Enforcement & Judiciary Committee; Personnel & Insurance Committee and Property Committee. No governing body will exercise any responsibilities, authority, or duties except for the Human Services Board. It is possible that a quorum on county board members will be at this meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the County Board pursuant to State ex rel. Badke v. Greendale Village Board, Wis 2d 553, 294 n.w.2d 408 (1993), and must be noticed as such, although the County Board will not take any formal actions at this meeting. It is also possible that there may be quorums of other County Board Committees present, although those committees will not take any formal action at this meeting.

SAUK COUNTY BOARD OF HUMAN SERVICES

Chair, Patricia Rego called the meeting to order and certified compliance with the Open Meeting Law.
PRESENT: Patricia Rego, Joan Fordham, Cliff Thompson, Joel Chrisler, Delmar Scanlon, Valerie McAuliffe, and James Bowers EXCUSED: Jake Roxen; ABSENT: None
Others Present: Jessica Mijal, Stephanie Box, Nicole Rachuj
Motion by Valerie McAuliffe seconded by Delmar Scanlon, to adopt agenda. Motion carried.
Motion by Delmar Scanlon, seconded by Joan Fordham, to approve the minutes for the previous Human Services Board Meeting held on June 12, 2023. Motion carried.
Public Comment:
None
Communications/Director’s Report:
a. Board Materials: Distributed electronically. Jessica Mijal reported Department of Human Services (DHS) has been requested to have their budget for 2024 completed by the end of July. She has asked for more direction due to DHS being a large department and this request brings some challenges. Jessica Mijal and Stephanie Box will be meeting with McGrath on 7/11/2023 regarding the Compensation and Classification results. DHS is seeing an uptick in Economic Support (ES) walk-in services; may primarily be due to the emergency dollars for benefits no longer exist.
Business Items:
a. Discussion and Action to Approve Monthly Vouchers: Distributed electronically. Stephanie Box reviewed the Monthly Voucher Report. Motion by James Bowers, seconded by Cliff Thompson, to approve monthly vouchers in the amount of $2,531,058.73. Motion carried.
b. Accounts Receivable Report: Distributed electronically. Stephanie Box reviewed the Accounts Receivable Report for May 2023. Medicaid Comprehensive Community Services (CCS) is 83.1% of our receivables. Year-to-date sent to collections: Credit Management, 35 accounts for $73,706.55; State Debt Collections, 42 accounts for $47,406.35. Revenue received: $2,988.89 from Credit Management, $12,419.75 from State Debt Collections, $18,055.57 from TRIP. No hardships requested.
c. Discussion and Action to Approve Collection Requests: Motion by Valerie McAuliffe, seconded by Joel Chrisler, to approve sending 6 accounts for $6,432.00 to Credit Management and 6 accounts for $2,742.78 to State Debt Collections. Motion carried.
d. Monthly Reports: Distributed electronically. Stephanie Box reviewed the May 2023 Volatile Line report.
Department Updates:
a. Discuss Consolidation of Committees: Chair, Patricia Rego discussed the consolidation of department meetings. The thoughts behind consolidating are:
- Saving money of $8 to $10,000 for the County
- Reducing the size of the County Board
- Committees meeting quorum.
Processes have been weighed out of strengths and short comings.
Strengths
- Meeting quorum.
- More committees and more leadership opportunities.
- Shorter meetings.
- Other counties with the same process have meetings lasting ½ hour, others 2-4 hours.
- The process for policy making.
Short comings
- Communication between committees.
- Department heads have more meetings (information not clear on what this means).
- Perception this will be inefficient.
- Smaller committees have supervisors with more knowledge of the department.
- Larger committees will lack the knowledge of each with combined departments.
