SUBJECTS FOR DISCUSSION:
1. Meeting called to Order by Chairman Peper.
Present in person: Peper, Bychinski, Schell, Stevens, Carignan, Gavinski, Rehr, Dick Fish, and Tim McCumber.
Zoom Attendees – T Spencer, Craig Potter (I State Truck), Bob Spencer and Dick Meyer (Town of Prairie du Sac).
Absent: None.
2. Adopt Agenda.
Motion by Bychinski, seconded by Schell.

3. Adopt Minutes from Previous Meetings.

Gavinski gave update to committee. Proposal coming forward to the Ad Hoc Committee with the outcome of shop tours with Bill.
6. Discussion and Possible Approval Amending the Sauk Co. Code Chapter 15 Ordinance to Add All-Terrain Vehicle (ATV) and Utility-Terrain Vehicle (UTV) Crossings and Routes on County Highways.
Gavinski discussed routes.
Discussed CTH H Section (CTH HH to N Ave) – extend this section.
CTH P to Birchwood – extend this section.
CTH C – Town of Troy and Town of Honey Creek.
All other routes requested are in the packet and reviewed at committee.
Gavinski hasn’t seen anything from Corp Counsel, therefore moving forward with the requested routes.
Motion by Spencer, seconded by Schell to approve Ordinance with Pat’s recommended changes –
Including extension of CTH H (CTH HH to N Ave)
CTH P to Birchwood
CTH C – Town of Troy and Town of Honey Creek.

7. Review Proposed Changes to Chapter 15 Ordinance.
Gavinski updated committee on15.007 signage removed and presented responses so far from Townships.
8. Review and Action Approving Updated Governmental Buy Back Program for Western Star Quad Axle Dump Trucks.
C Potter explained error in Quotes on Quads.
Motion by Bychinski, seconded by Schell to Approve the Updated Pricing of $12,835 per truck.
Motion carried.
9. Review and Approve Quotes for Construction Materials and Culverts for the 2021 Construction Season.
Motion by Bychinski, seconded by Stevens.
Motion carried.
10. Discussion and Action on Purchasing Topsoil from Tim Meister.
Gavinski discussed the request from Tim.
This is on hold for now.
11. Discussion and Action Approving Monthly Vouchers.

Motion by Stevens, seconded by Schell to Approve $649,803.62.

Gavinski updated the committee.
13. Discussion of the Highway Department Monthly Financial Reports.
Gavinski updated the committee.
14. Update on Highway Employee 4-10 Hour Day Work Week Schedule.
Gavinski updated the committee.
15. Review and Action on CTH A/CTH T Intersection Property Exhibit.
Gavinski updated the committee and will start the land acquisition process with Corp Counsel.
16. Discuss 2021 Construction Projects and Six-Year Plan.
Gavinski updated committee. Gavinski added he’d like to focus on CTH Maintenance – ditching and other county maintenance projects.
17. Discussion of City of Wisconsin Dells CTH H Project and Cost Sharing.
Gavinski updated committee. County to possibly share cost of work, agreement will be brought back to committee.
18. Discussion on Parts Room Storage.
Gavinski discussed current parts room storage shortage and the option of shelving. Replace shelving throughout next few years to see if it’s what we need to reduce space.
19. Discuss Spring Road Tour Date and Guidelines.
