1.      Meeting called to Order by Chairman Hartje. Present: Hartje, Stevens, Meister, Peper and Tollaksen.

6.      Department: Parks

a.       Review and Approval of Vouchers. Discussion followed.

Motion by Tollaksen, seconded by Meister to approve July 2012 in the amount of $ 41,658.32.

            Motion carried.

b.      Review and Approve 2013 Parks Department Budget.

Motion by Meister, seconded by Peper to approve 2013 Parks Department Budget as presented with the use of carry-forward funds for outlay.

      Motion carried.

c.       Consider Wilderness Training in County Parks.

Motion by Meister, seconded by Tollaksen to approve a onetime Wilderness Training in County Parks pending Corporation Counsel review.

      Motion carried.

d.      Appearance by La Valle ATV Club to Request Use of Redstone Park for ATV Trail.

Motion by Meister, seconded by Tollaksen to approve La Valle ATV Club’s request to use Redstone Park for ATV Trail on a one year trial basis pending approval of the Town of La Valle Board.

      Motion carried.

e.       Appearance by White Mound Area ATV Club to Request ATV Travel through White Mound Park.

Motion by Meister, seconded by Tollaksen to approve White Mound Area ATV Club’s request to travel through White Mound Park for one ride in September 2012.

      Motion carried.

f.       Consideration of a Recommendation for Acquisition of an Easement Providing Access to Dellona Property for Parks Use.

Motion by Hartje, seconded by Tollaksen to recommend the Property & Insurance Committee take action, in accordance with Resolution 3-12, to gain access to 80 acres of County owned property in the Town of Dellona.

      Motion carried.

g.                  Consideration of Easement/Access Options.

h.                  Discuss ATV Trail on County Highway F.

Motion by Meister, seconded by Tollaksen to approve ATV Trail on portions of County Highway F.

Motion carried.

7.      Department: Highway

a.       Review and Approval of Vouchers. Discussion followed.

Motion by Stevens, seconded by Tollaksen to approve July 2012 in the amount of $ 291,100.82.

      Motion carried.

b.      Review and Approve 2013 Highway Department Budget.

Motion by Tollaksen, seconded by Stevens to approve Highway Department 2013 Budget as presented with a tax levy of $ 3,912,238.00.

Motion carried.          

c.       Review and Approve Contract with MSA Professionals for Bridge Inspections.

Motion by Tollaksen, seconded by Stevens to approve contract with MSA Professionals for biennial bridge inspections in the amount of $ 22,595.00.

      Motion carried.

d.      Review and Approve Town of Freedom Discontinuance of Museum Road and Old Camp Road.

Motion by Meister, seconded by Tollaksen to approve Town of Freedom discontinuance of Museum Road and Old Camp Road.

Motion carried.

e.       Open Bids for Four (4) – 80,000 GVW Quad Axle Trucks at 9:30 a.m.

Six bids were received for four (4) 80,000 GVW Quad Axle trucks. 

Motion by Stevens, seconded by Tollaksen to award Badger Truck Center the bid for four (4) 80,000 GVW Quad Axle Trucks in the amount of $ 156,300.00 pending review of bid specifications.

            Motion carried.

f.       Approve Governmental Buy Back Program for Caterpillar Dozers and Loaders with Fabco.

Motion by Stevens, seconded by Tollaksen to approve purchase of two (2) CAT 924K Loaders at a cost for two of $ 18,500.00 after trade with a 3 year warranty on the Governmental Buy Back Program.

      Motion carried.

g.      Discuss Road Construction Projects.

No Action.

h.      Discuss 2012 Equipment Purchases.

No Action.

8.      Next Meeting. Motion by Meister, seconded by Tollaksen to adjourn to the next regular scheduled meeting set for Thursday, September 13, 2012 at 8:00 a.m. at the Highway Department office.
