The meeting was called to order by Chairperson Bychinski at 2:26 PM. Certification of open meeting compliance was given. Motion by Lane, second by Fordham to approve the agenda. Motion carried. Motion by Lombard, second by Fordham to approve the minutes of February 11 and 14, 2014. Motion carried.

Consideration of funding for UW-Baraboo/Sauk County signage.
Schauf commented the University will include the funding request for signage in their 2015 budget.
Discussion of 2015 budget and process review, timeline, and priorities.
Committee consensus that the 2014 guidance remains relevant for 2015. Motion by Fordham, second by Lombard to adopt the budget guidance and timeline as presented for the 2015 budget. Motion carried.
Consider resolution Gratefully Accepting Donations and Gifts Presented to Sauk County in 2013.
Motion by Lane, second by Wenzel to gratefully accept donations and gifts presented to Sauk County in 2013. Motion carried.
Approval of per diem and mileage paid to the County Board members per Rule VII. B. of the Rules of the Sauk County Board of Supervisors.
Motion by Fordham, second by Lombard to approve the per diem and mileage paid to the County Board members per Rule VII. B. of the Rules of the Sauk County Board of Supervisors. Motion carried.
Presentation of County financial reports.
Sales tax volatility and collections were discussed. Horkan noted that 2013 overall numbers are not yet final.
Possible closed session pursuant to Wisc. Stats. 19.85 (1) (c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Performance evaluation of Controller.
Motion by Lane, second by Fordham to postpone the performance evaluation of Controller to March 18, 2014, 5:15 PM, prior to the county board meeting. Motion carried.
Treasurer’s Department Update.
Geoghegan highlighted departmental activities and properties. She expressed her appreciation for support as she works to restructure her department. Motion by Fordham, second by Wenzel to approve payment of Treasurer’s Department invoices in the amount of $242,717.450. Motion carried.
Accounting Department Update.
Beghin highlighted departmental activities. The Committee congratulated the staff for earning the Government Financial Officers Association’s (GFOA) Certificate of Achievement for Excellence in Financial Reporting for the Sauk County 2012 Comprehensive Annual Financial Report (CAFR). Beghin reviewed the request to reclassify the vacant hourly position to an exempt position with a minimum 2 year degree. The position will still be responsible for payroll but also have the skill and education level to assist with audit and budget functions. Motion by Wenzel, second by Lane to approve payment of Accounting Department invoices in the amount of $65.77 and County invoices in the amount of $1,657,458.61. Motion carried.
