Members present: Tom Dorner, Lynn Eberl, Mike Flint, Marty Krueger and Tim McCumber
Others present: Kerry Beghin, Susan Blodgett, Liz Geoghegan, Lynn Horkan, Jessica Machovec and Brent Miller
The meeting was called to order by Krueger at 2:00 PM. Certification of open meeting compliance was given.
Election of officers--Chairperson, Vice-Chairperson and Secretary.
- Flint nominated Krueger as Finance Committee Chair. Motion by Dorner, second by Eberl to close nominations and cast a unanimous ballot for Krueger as Finance Committee Chair. Motion carried.
- Dorner nominated Eberl as Finance Vice-Chair. Dorner nominated Flint as Finance Vice-Chair. Motion by Eberl, second by McCumber to close nominations. Eberl was elected Vice-Chair by ballot.
- McCumber nominated Flint as Finance Committee Secretary. Motion by Eberl, second by Dorner to close nominations and cast a unanimous ballot for Flint as Finance Committee Secretary. Motion carried.
Motion by Eberl, second by McCumber to have regular meeting on first Thursday of month, 9:00 AM. Motion carried.
Motion by Eberl, second by Dorner to adopt the agenda. Motion carried. Motion by McCumber, second by Flint to adopt the minutes of the previous meetings for April 7 and 19, 2022. Motion carried.

Presentation and possible consideration of vehicle leasing program with Enterprise Fleet.
Discussed benefits of vehicle leasing program. Discussed the need for a written policy for leasing to be approved and then budget for leasing in 2023 budget.
Consider resolution authorizing the ADRC to purchase a handicapped accessible van for the transportation program using DOT trust and amending the 2022 budget for this purchase.
Blodgett noted due to increased gas prices and the increased need for transportation an additional handicap accessible vehicle is needed. The vehicle would be paid for by DOT Trust funds. Motion by Eberl, second by Flint to authorize the ADRC to purchase a handicapped accessible van for the transportation program using DOT trust and amending the 2022 budget for this purchase. Motion carried.
Consider resolution to amend the 2022 budget for additional allocation of grant funds for unmarked squads as well as funds for the Safer Community Initiative.
Machovec noted resolution is to accept grant funds to purchase two unmarked squad cars. DOA has also issued a Safer Community grant and is coming out with guidelines for use of funds. Funds will not be spent until the guidelines are released. Motion by Dorner, second by Flint to approve amending the 2022 budget for additional allocation of grant funds for unmarked squads as well as funds for the Safer Community Initiative. Motion carried.
Presentation of quarterly accounts receivable reports as of March 31, 2022.
Committee reviewed and clarified questions on the reports.
Discussion and possible resolution Assigning Funds as of December 31, 2021 and Amending the 2022 Budget for These Assignments.
Beghin noted these are unspent dollars from 2021 budget, dollars lapse unless specific action is taken to re-appropriate or carryforward the dollars. Motion by McCumber, second by Eberl to Assign Funds as of December 31, 2021 and Amend the 2022 Budget for These Assignments. Motion carried.
Discussion and possible resolution Authorizing Adjustments to the 2021 Budget.
Beghin noted the resolution is the wrap up of the prior year and requests to postpone to the June meeting. Motion by McCumber, second by Flint to post postpone resolution to June and include assigning $5,000,000 of fund balance for the Highway building project. Motion carried.
Update on the American Rescue Plan (ARPA).
Miller updated committee on projects. Beghin updated committee on ARPA report filing, $10,000,000 is revenue replacement, but remaining has to align with Treasury allowable projects. Contracted with Clifton Larson Allen (CLA) to help with reporting and define allowable projects and requirements for dollars spent.
Consider update to Financial Policy 2-96 Annual Budget Process.
Beghin reviewed proposed changes. Motion by Flint, second by Dorner to approve changes as proposed with exception of 8.c. where approval to change an outlay list item from Finance Committee remains a requirement. Motion carried.
Presentation of County financial reports.
Beghin reviewed the monthly reports. Motion by Flint, second by Eberl to accept the county financial reports as presented. Motion carried.
Treasurer’s Department Update.
Geoghegan reviewed departmental activities, year-to-date budget report, investment report and annual report. Motion by McCumber, second by Dorner to receive the monthly report and approve invoices of $1,067.67 and $166,747.51. Motion carried.
Consider resolution Designating County Depositories; Establishing Investment and Related Financial Procedures.
Motion by Dorner, second by Eberl to approve resolution Designating County Depositories; Establishing Investment and Related Financial Procedures. Motion carried.
Payment in full was received by the Town of Delton for 2021 tax bills.
Accounting Department Update.
Beghin reviewed departmental activities, financial reports, year-to-date budget report and annual report. Motion by McCumber, second by Flint to receive the monthly report and approve invoices of $11,513.00. Motion carried. Motion by McCumber, second by Dorner to approve committee payment foe $14,395.48. Motion carried
