Others present: Kerry Beghin, Brian Della (virtual), Pat Gavinski, Liz Geoghegan, Lynn Horkan, Brent Miller and Lisa Wilson
The meeting was called to order by Chairperson Krueger at 3:00 PM. Certification of open meeting compliance was given. Motion by Flint, second by Eberl to adopt the agenda. Motion carried. Motion by McCumber, second by Eberl to adopt the minutes of the previous meetings for February 3 and 15, 2022. Motion carried.

Bond issue update for Highway building.
Miller commented on use of general fund balance to decrease the bonding and possible interest rate increases this month. Moody’s rating results will come in tomorrow, March 4. Due diligence call with bond counsel took place March 2. Della commented on the volatile market and global economy.
Consider Resolution Awarding the Sale of $50,000,000 General Obligation Highway Department Facility Bonds, Series 2022.
Committee discussed bonding amount, use of Highway and General Fund balance and the Moody’s rating. Long term planning, unknown conditions and inflation were discussed. Reviewed history of fund balance. The committee decision determines the amount for the bond sale set for March 15, 2022, 10:00 am.
Motion by Eberl to authorize Resolution Awarding the Sale of $47,500,000 General Obligation Highway Department Facility Bonds, Series 2022, using $2,500,000 general fund balance resulting from excess sales tax in 2021. No second, motion failed.
Motion by Dorner, second by Eberl to authorize Resolution Awarding the Sale of $47,5000,000 General Obligation Highway Department Facility Bonds, Series 2022, using $2,000,000 general fund balance resulting from excess sales tax in 2021 and $500,000 of unassigned general fund balance. Motion failed.
Motion by Flint, second by McCumber to authorize Resolution Awarding the Sale of $45,000,000 General Obligation Highway Department Facility Bonds, series 2022, using $2,000,000 million general fund balance resulting from excess sales tax in 2021 and $3,000,000 of unassigned general fund balance. Motion carried.
Update on possible 2022 budget overrun for Court Commissioner Department.
Commissioner O’Rourke expects a minor overrun in 2021, as well as a change in employee benefits creating an overrun in 2022. Beghin commented the overrun will come from contingency. Committee received information per board rules.
Consider resolution Authorizing the Director of Land Resources and Environment to Accept Multi-Discharge Variance (MDV) Funding; and Amending the 2022 Budget.
Wilson reviewed the MDV program and excess funds available due to other counties not participating. Motion by McCumber, second by Dorner to approve the resolution to Authorize the Director of Land Resources and Environment to Accept Multi-Discharge Variance Funding; and Amending the 2022 Budget. Motion carried.
Consider Resolution to amend the 2022 budget for additional allocation of ARPA funds for construction of Bluffview Community Park and to award a contract for construction.
Wilson noted the Community Development Block Grant (CDBG) Close funds will not cover the park costs and all the components promised the community. ARPA funds can be used the project. Only one bid was received for the park construction. Motion by Flint, second by Eberl to approve the resolution to amend the 2022 budget for additional allocation of ARPA funds for construction of Bluffview Community Park and to award a contract for construction. Motion carried.

No updates from last month.
Discussion and possible direction for development of guidelines for ARPA funding.
Miller commented approximately $3,000,000 ARPA funds remains unallocated. Discussed the timeline for project commitment and spending. Committee consensus is use the remainder of the funds for county projects for the benefit of all.
Consider update to Financial Policy 2-96 Annual Budget Process.
Beghin reviewed language suggestions for the policy. Corporation Counsel is reviewing the statutory language concerning Highway. Discussed including a requirement for county board approval based on a threshold amount for budgeted outlay.
Consider resolution Gratefully Accepting Donations and Gifts Presented to Sauk County in 2021.
Motion by Dorner, second by Eberl to approve a resolution to Gratefully Accept Donations and Gifts Presented to Sauk County in 2021. Motion carried.
Review of per diem and mileage paid to the County Board members per Rule VII. B. of the Rules of the Sauk County Board of Supervisors.
Motion by Flint, second by McCumber to approve the per diem paid to the County Board members per Rule VII. B. of the Rules of the Sauk County Board of Supervisors. Motion carried.
Presentation of County financial reports.
Beghin reviewed the monthly reports. Motion by McCumber, second by Flint to accept the county financial reports as presented. Motion carried.
Treasurer’s Department Update.
Geoghegan reviewed departmental activities, year-to-date budget report, investment report and annual report. Motion by Dorner, second by Eberl to accept the monthly and annual reports as presented. Motion carried. Motion by McCumber, second by Flint to receive the monthly report and approve invoices of $45,596.45 and $197,879.83. Motion carried.
Geoghegan noted she is in the process of compiling the costs of Town of Delton 2021 tax bill corrections. She will report again next month.
Accounting Department Update.
Beghin reviewed departmental activities, financial reports, year-to-date budget report and annual report. Motion by McCumber, second by Flint to accept the monthly and annual reports as presented. Motion carried. Beghin reviewed the carryforward amounts. Motion by McCumber, second by Flint to approve carryforward of funds from 2021 to 2022 for the timekeeping and scheduling systems of $150,591 in the Accounting Department. Motion carried. No Accounting invoices to approve.
