Others present: Kerry Beghin, Amanda Blomberg (virtual), Phil Budde, Brian Della (virtual), Liz Geoghegan, Lynn Horkan, Josh Kowalke, John Lehan, Brent Miller, Brian Mooney, and Marietta Reuter
The meeting was called to order by Chairperson Krueger at 3:00 PM. Certification of open meeting compliance was given. Motion by Flint, second by Dorner to adopt the agenda. Motion carried. Motion by Flint, second by Eberl to adopt the minutes of the previous meeting for January 6, 2022. Motion carried.

Pre-audit meeting with auditors to address possible areas of concern prior to commencement of 2021 audit fieldwork.
Blomberg reviewed the 2021 audit process, risk assessment, audit components and timeline. She noted committee members can contact Baker Tilly with any concerns. Discussed the single audit/grant compliance component of the audit and which grants are audited. Miller noted upcoming highway construction process and bonding.
Bond issue update for Highway building.
Della reminded construction bids will be opened February 10. Suggests taking project cost and add 2% for a not to exceed amount and forward to Bond Counsel. On date of sale will only borrow what is needed, may not be up to the additional 2%. Miller noted the draft resolution. Discussed term of bonds, 19 versus 20 years. Consensus to minimize interest costs with the payment schedule to be April, 19 years.
Consider request from Village of Merrimac for use of American Rescue Plan Act (ARPA) funds. (Postponed from 11-4-2021)
Budde and Mooney presented the Village’s critical well projects. Mooney reviewed other possible funding/loan options being pursued. Budde reviewed the projects, critical needs, costs, timeline and rate effects. Village is committed to moving forward with projects. Mile post is mid-July to hear of possible funding. Krueger noted the County is looking to have a guideline for APRA funding requests.
Consider request from Reedsburg Area Ambulance Service for use of ARPA funds.
Kowalke noted the critical care ambulance service covers 14 municipalities, 320 square miles. Out grown current facility built in 1997 and does not meet the current needs and staffing. Call volume continues to increase. Commission has worked with Department of Natural Resources to purchase land to west of current building. Request is for funding to help with design costs for addition to facility. Ultimately building/construction would be paid for by Commission. Krueger noted the County is looking to have a guideline for APRA funding requests.
Consider request from John Lehan, Sauk Prairie Community Education & Recreation Director, for use of ARPA funds.
Lehan works with Sauk area local villages on park development. He reviewed the new Culver Park, economic impact and community benefits. $10.4 million has been raised towards the $12 million project. Village of Prairie du Sac contributed $2 million, requesting ARPA funds for American Disability Act (ADA) compliant playground equipment. Krueger noted the County is looking to have a guideline for APRA funding requests.

No updates from last month.
Discussion and possible direction for development of guidelines for APRA funding.
Sauk County needs to develop a target amount the County is willing to allocate to non-County projects, as well as a process to receive requests and allocate funds. It is the consensus of the Committee to consider this over the upcoming month.

Beghin reviewed the monthly reports.
Treasurer’s Department Update.
Geoghegan reviewed departmental activities, year-to-date budget report and investment report. Motion by Dorner, second by Flint to receive the monthly report and approve invoices of $989.50, $132,842.86 and $2,800.66. Motion carried.
Discussion of Town of Delton 2021 tax bills. There is the intention to compile costs and send an invoice to the Town.
Accounting Department Update.
Beghin reviewed departmental activities, financial reports and year-to-date budget report. Motion by Flint, second by Eberl to approve invoices of $1,220,216.75 and $547.39. Motion carried. Motion by McCumber, second by Dorner to approve committee payments in the amount of $10,639.14. Motion carried.

Tuesday, February 15 at 5:30 pm – Highway bonding resolutions.
Thursday, March 3, 2022 at 3:00 pm – Regular meeting
Motion by Dorner, second by Flint to adjourn the meeting. Motion carried.
