Members present: Tom Dorner, Lynn Eberl, Mike Flint, Marty Krueger and Tim McCumber
Others present: Kerry Beghin (virtual), Philip Budde, Liz Geoghegan, Brent Miller, Brian Mooney and Rob Nelson
The meeting was called to order by Chairperson Krueger at 9:00 AM. Certification of open meeting compliance was given. Motion by Eberl, second by Flint to adopt the agenda. Motion carried. Motion by McCumber, second by Eberl to adopt the minutes of the previous meeting for October 7 and 15. Motion carried.

Discussion and possible action regarding a potential program regarding local TIF projects for infrastructure. (tabled at July 2, 2021 and postponed from October 7, 2021 meetings)
Miller noted he and Beghin met with City of Baraboo Administrator Bradley. The City had previously reached out for a possible revolving loan fund for infrastructure for the Jackson housing development project. Miller noted there is the potential that issuing a revolving loan could impact the County’s bonding for a future county highway shop. Committee discussed the timing, long term commitment and possibilities in the future to help local communities. Discussed first having program parameters before considering projects to assist local municipalities, and most likely would not be interest free.
Consider request from Village of Merrimac for use of American Rescue Plan Act funds (ARPA).
Brian Mooney and Phillip Budde of the Village of Merrimac reviewed the history and the Village of Merrimac well water. They reviewed other grants the Village is pursuing and the effect the water rates will have on residents. The Village is requesting use of county American Rescue Plan Act funds to assist with Village projects. Miller noted there is $650,000 currently allocated in the ARPA funds as a placeholder for local community sewer and water infrastructure. Consensus to have Village follow up with other resources and then come back with more detail on costs and funding. Motion by Flint, second by Eberl to postpone to in indefinite date when the Village is ready to give a subsequent presentation. Motion carried.

Begin noted the departments did not have any out of the ordinary notes.
Update on the American Rescue Plan (ARPA).
Miller reviewed the funding allocations and other possible uses. Many are projects are part of the 2022 budget and beyond.
Consider resolution Establishing Taxes to be Levied in Sauk County for the Year 2022.
Beghin noted the resolution reflects the budget the Finance Committee presented to the County Board in October. She commented no amendments or questions have been received. Motion by Dorner, second by Eberl to approve Establishing Taxes to be Levied in Sauk County for the Year 2022. Motion carried.
Presentation of County financial reports.
Beghin reviewed the quarterly and monthly reports. She commented on user fees, interest rates, property tax collections, sales tax, and expenditures. There have been no further requests for contingency fund use to date. Motion by McCumber, second by Flint to accept the financial reports. Motion carried.
Treasurer’s Department Update.
Geoghegan reviewed departmental activities, year-to-date budget report and investment report. She reviewed a recent check fraud situation; however there was no loss of County funds and charges will be pressed. Motion by McCumber, second by Flint to receive the monthly report and approve invoices of $145,422.00. Motion carried.
Accounting Department Update.
Beghin reviewed departmental activities, financial reports and year-to-date budget report. Motion by Flint, second by Dorner to approve invoices of $88.05. Motion carried. Motion by McCumber, second by Flint to approve committee payments in the amount of $13,555.64. Motion carried.

Motion by Eberl, second by Dorner to adjourn the meeting. Motion carried.
