The meeting was called to order by Chairman Dietz at 8:15 AM. Certification of open meeting compliance was given. Motion by Lins, second by DeGiovanni to adopt the agenda. Motion carried. Motion by Lins, second by DeGiovanni to adopt the minutes of the previous meetings for February 10 and 19 (closed session), and March 6 with the Personnel Committee, 2020. Motion carried.

Discussion of financial status of the Great Sauk State Trail (GSST).
Beghin and Gavinski updated the Committee on contracts issued and Highway staff time spent on construction.
Authorizing The Director Of Land Resources and Environment To Accept Multi Discharger Variance Funding; And Amending The 2020 Budget.
Wilson described the program to allocate funds for multi discharger variance funding. Motion by Lins, second by DeGiovanni to Authorize The Director Of Land Resources and Environment To Accept Multi Discharger Variance Funding; And Amending The 2020 Budget. Motion carried.
Review of 2021 budget priorities and timeline.
Beghin reviewed the priorities and timeline. The Committee asked for more detail on merit increases in addition to an across-the-board adjustment to the non-represented employee wage matrix. Preparation of projections for the 2021 budget is important. Public input session attendance and results were discussed. Motion by Kriegl, second by Lins to approve adding budget policy #12. Motion carried.

Motion by Lins, second by DeGiovanni to approve a resolution Gratefully Accepting Donations and Gifts Presented to Sauk County in 2019. Motion carried.
Consider updates to Financial Policy 1-94, Donations and Gifts to Sauk County.

Consider updates to Financial Policy 17-95, Disposal of County-Owned Property.
Beghin reviewed the re-written policy. It was the consensus of the Committee to gather more input and consider this again next month.
Consideration of outside agency request process and requirements for financial reporting, update to related Financial Policy 2-96 Annual Budget Process.
Discussion of oversight committees having the best knowledge about overlap/gap of outside agency services compared to existing County services. Creating another review committee or relying on the Finance Committee separates the expertise from the decision. It was the consensus of the Committee to keep the policy as approved for the 2020 budget.
Presentation of American Transmission Company Environmental Impact Fee payments.
Summary of projects approved and funds expended was presented.
Presentation of County financial reports.
Beghin highlighted that 2019 sales tax exceeded budget by $685,000, but is less than the 2020 budget (which was based on WCA projections) by $430,000.
Treasurer’s Department Update.
Geoghegan reviewed departmental activities, year-to-date budget report and investment reports. Motion by Lins, second by Kriegl to approve invoices of $206,837.70. Motion carried.
Accounting Department Update.
Beghin reviewed departmental activities, year-to-date budget report and carried forward funds from 2019 to 2020 for a timekeeping system. Motion by Lins, second by Kriegl to carryforward $26,410 from 2019 to 2020 and transfer this amount to the Personnel Department budget. Motion carried.
Motion by Lins, second by Kriegl to approve invoices of $23,957.04. Motion carried. Motion by Lins, second by Kriegl to approve Committee payments in the amount of $11,591.36. Motion carried.
