The meeting was called to order by Chairman Dietz at 8:24 AM. Certification of open meeting compliance was given. Motion by Lins, second by DeGiovanni to adopt the agenda. Motion carried. Motion by White Eagle, second by Kriegl to adopt the minutes of previous meeting on June 10 and 18, 2019. Motion carried.

Consider resolution Creating a Committee to Approve Outside Agency Requests Through the Budget Process.
The Human Services Board generally wants an ad hoc committee to review outside agency requests. No resolution exists at this point. The consensus of the Finance Committee members is to maintain the current review process.
Review of 2020 budget projections, public forums, Ho-Chunk funds use process, vacancy factor.
Beghin updated that the State budget was adopted last week. Retirement and workers compensation rates are now known and will generate an increase to the levy of approximately $120,000 in total. The Committee discussed ways to increase participation in future public forums. Motion by Kriegl, second by DeGiovanni to continue using the same application process for use of Ho-Chunk land of trust payments of $90,259 annually, but to do this concurrent with the budget process rather than through a separate process. Motion carried. The Committee concurred that the vacancy factor should be based on a 3-year average but also consider other circumstances, such as grant funding. Motion by DeGiovanni, second by Kriegl to set the vacancy factor for the 2020 budget at: Sheriff $60,000; Human Services $160,000; Highway $5,000; Health Care Center $300,000; and all other $300,000 (total $825,000). Motion carried.
Consider report format for monthly committee reports and budget reports.
Report formats were reviewed. Committee discussed amended versus adopted budget. Motion by Kriegl, second by Lins to change the monthly report format such that the originally adopted budget is presented instead of the amended budget. The Finance Committee shall receive a monthly report of countywide budget amendments, and department reports to their oversight committees shall include a summary of budget amendments. Motion carried. Motion by Kriegl, second by White Eagle to change the budget development line item report such that the originally adopted budget is presented instead of the amended budget. Motion carried, with DeGiovanni abstaining.
Consider presentation of central services expenses.
The consensus of the Committee was for public reports to note the amount of building services and debt service costs that relate to the law enforcement center.
Discussion of Cleargov.com.
The consensus of the Committee was that the costs of this service, including additional staff time, would outweigh the benefits received.
Presentation of American Transmission Company Environmental Impact Fee payments.

Presentation of County financial reports.
Beghin reviewed the financial reports and sales tax, as well as a new summary of budget amendments.
Treasurer’s Department Update.
Geoghegan reviewed departmental activities, year-to-date budget report and investment reports.
Discussion and consideration Treasurer 2020 Budget with Committee concurrence in the initial draft.
Motion by Lins, second by White Eagle to approve payment of Treasurer’s Department invoices in the amount of $195,884.02. Motion carried.
Accounting Department Update.
Beghin reviewed departmental activities and year-to-date budget report.
Discussion and consideration of Accounting 2020 Budget with Committee concurrence in the initial draft.
Motion by Lins, second by White Eagle to approve payment of Accounting Department invoices in the amount of $4,519.50. Motion carried. Motion by Lins, second by DeGiovanni to approve County accounts payable invoices in the amount of $810,045.21. Motion carried. Motion by Lins, second by White Eagle to approve and committee vouchers of $10,929,62. Motion carried.
