The meeting was called to order by Dietz at 8:25 AM. Certification of open meeting compliance was given. Motion by Lins, second by Kriegl to adopt the agenda. Motion carried. Motion by Lins, second by Kriegl to adopt the minutes of previous meeting on March 11 and 19, 2019, including the closed session minutes of March 11, 2019. Motion carried.

Discussion of possible bond refunding opportunity.
Brad Viegut, Managing Director with Baird, discussed the current interest rate environments for debt and invested funds, and upcoming callable maturities on Health Care Center debt. Discussed preparing a resolution accepting parameters under which the debt could be refunded. Motion by Lins, second by Kriegl to proceed with a parameters resolution in May. Motion carried.

Motion by Lins, second by Kriegl to approve the resolution Assigning Funds as of December 31, 2018 and Amending the 2019 Budget for These Assignments. Motion carried.
Review of 2020 budget policies and priorities.
Motion by Kriegl, second by Lins to approve the budget policies and priorities as updated with a more clear separation between the basic policy section and the policies with examples section, with a heading for the second section of “Budget Policies with Current Examples.” Motion carried. (Updated policies attached.)
Discussion of mid-term assessment, including goals and priorities.
The Committee discussed the need for data to make evidence-based decisions.
Consider outside agency request process and update to Financial Policy 2-96, Annual Budget Process.
Motion by Kriegl, second by Lins, to accept a change to non-county departments’ process to Financial Policy 2-96, Annual Budget Process. The only changes accepted are under #1-3. Motion carried.

Categories of non-county departmental funding requests:
a. Organizations in which Sauk County has an ownership interest. These organizations shall be organizations in which Sauk County has rights and control over property, which may be an object, land/real estate or intellectual property. The Corporation Counsel shall make final determinations of ownership.
b. Organizations in which Sauk County has a seat on the board of directors or similar governing body. These organizations are outside agencies for purposes of this policy.
c. Organizations with which Sauk County has a contract. These agencies are not outside agencies for purposes of the contracted service but may still request funding through the Grant Review Process for services not otherwise contracted.

To be considered for an outside agency appropriation, an organization must:
-
Have a bona fide mission directly aligned with the public purpose mission of Sauk County; and,
-
Have a target clientele or population directly aligned with those persons served by Sauk County; and,
-
Provide services that intersect and/or overlap with services provided by Sauk County utilizing Sauk County funds; and,
-
Be a viable going concern and can demonstrate sound management, or there is assurance that the purpose for which funds are requested shall be realistically pursued.

Outside agencies shall not include:
-
Ownership - Organizations in which Sauk County has an ownership interest or joint venture.

Contractual - Organizations with which Sauk County has a contractual relationship.If Sauk County is providing funding in exchange for performance of specific objectives, this likely constitutes a contractual relationship, and is not an outside agency relationship.A contract should be developed between Sauk County and the organization that defines the funding amount (appropriation), specific objectives to the achieved, and timing of contract performance and payment.
Outside agency appropriations are not subject to review of performance objectives achieved.

Budget requests of entities with which Sauk County has an ownership interest or contractual relationship shall be reviewed by the oversight committee most closely aligned with the organization.
Consider update to Financial Policy 13-95, Voucher Approval for accounts payable payment processing.
Motion by Lins, second by Kriegl, to approve the updates to Financial Policy 13-95, Voucher Approval, and recommendation for a change to the Rules of the Board to create a Human Services Finance subcommittee. Motion carried.

Motion by Lins, second by Kriegl to approve payment of Treasurer’s Department invoices in the amount of 2,275,126.26. Motion carried.

Motion by Kriegl, second by Lins to approve payment of Accounting Department invoices in the amount of $4,425.00. Motion carried. Motion by Lins, second by Kriegl to approve County accounts payable invoices in the amount of $5,529,148.52. Motion carried. Motion by Kriegl, second by Lins to approve Committee vouchers of $11,383.02. Motion carried.
