The meeting was called to order by Dietz at 8:00 AM. Certification of open meeting compliance was given.
Motion by Wenzel, second by Kriegl to adopt the agenda. Motion carried. Motion by Kriegl, second by Lins to adopt the minutes of previous meetings on September 10 and 18, 2018. Motion carried.

Consideration of 2019 budget recommendations to the County Board. Budget discussions may include examination of programs offered, revenues and expenditures, capital purchases, and staffing levels. Amendment process. Known discussion items will include the Wormfarm Institute, Health Departments, and Sheriff’s Department budget requests.
Beghin reviewed the levy request compared to limits. Neuwirth reviewed the 7th year of the Farm/Art Dtour and 8th year of Fermentation Fest. She highlighted increased publicity and economic stimulus for local business and farmers. She reviewed grant funding and local support. The request will help fund the 2019 “We the People” play for activities during the off year of the Dtour. Discussed use of fund balance. Committee discussed jail rental revenues. Sheriff Meister and staff commented on the rental revenues, trends and averages over multiple years.
Motion by Kriegl, second by Dietz to increase the revenue for jail rental beds up to 50 inmates from 42 inmates, or a net levy decrease of $112,416. Motion by Lins, second by Wenzel to end discussion. Motion carried. Original motion carried.
Motion by Lins, second by Wenzel to reduce the health insurance increase from 6% to 5%, reducing levy $69,667. Motion carried.
Motion by Kriegl, second by Dietz to approve funding for new Public Health program specialist $59,647. Motion carried.
Motion by White Eagle, second by Wenzel to remove $15,000 for art purchases from Building Services budget as the oversight committee recommended. Motion carried.
Blodgett and Kitzinger reviewed the oversight committee action and adjustment to the ADRC budget by $48,990. Motion by White Eagle, second by Lins to remove $48,990 from ADRC as the oversight committee recommended. Motion carried.
Motion by Wenzel, second by Lins to add $7,500 of levy funding for close out of the operating after revocation program. Motion carried.
Motion by Wenzel, second by White Eagle to approve adding $20,000 of Wisconsin Fund grant funding and expense, with no levy effect to the Conservation, Planning & Zoning budget. Motion carried.
Discussed levy limits and underspending. Motion by Kriegl, second by White Eagle to increase the UW Extension budget $21,515 for restoration of educator positions. Motion carried.
Discussed budgeting possible call of debt in 2019. Consensus to bring to full board next year as a whole.
Motion by White Eagle, second by Dietz to forward proposed budget to County Board as adjusted with a levy of $31,162,356. Motion failed.

Treasurer’s Department Update.
Geoghegan reviewed departmental activities. Tax certificates and sale book, year-to-date budget report.
Motion by Kriegl, second by Lins to approve payment of Treasurer’s Department invoices in the amount of $144,976.68. Motion carried.
Accounting Department Update.
Beghin reviewed the departmental activities. Audit of federal and state programs completed; budget preparations; financial system migration; grant tracking, year to date budget report.
Motion by Lins, second by Wenzel to approve payment of Accounting Department invoices in the amount of $18,717.70. Motion carried. Motion by Lins, second by White Eagle to approve County accounts payable invoices in the amount of $2,939,884.63. Motion carried. Motion by Lins, second by White Eagle to approve Committee vouchers. Motion carried.
The Committee discussed the budget amendment process. Consensus to keep the amendment process the same as prior years.
Motion by White Eagle, second by Kriegl to forward the budget to the County Board as adjusted with a levy of $31,162,356. Motion carried.
