The meeting was called to order by J Dietz at 8:00 AM. Certification of open meeting compliance was given.
Motion by Wenzel, second by Lins to adopt the agenda. Motion carried. Motion by Lins, second by Kriegl to adopt the minutes of previous meetings on July 9 and 17, 2018. Motion carried.

Presentation of quarterly accounts receivable reports as of June 30, 2018.
Neumann, Vosen, T Dietz, Box, Finup and Wastlick reviewed their departmental accounts receivables.
Review of 2019 budget process, projections, fund balance use.
Preliminary equalized values have net new construction increasing 1.37%, translating into an allowable increase to levy dollars of around $370,000. Departments budgets to oversight committees include the County Board approved 2.5% cost of living increase and 6% health insurance increase. New position and reclassification are also built into the budgets. Oversight committees should be discussing funding sources and use of fund balance. Fund balance should not be used for offsetting ongoing expenses. Beghin reviewed the leaving the supplemental payment revenue in the Health Care Center; this will not change to the overall county levy. Committee discussed the levy increase available compared to the requests committees are putting forward. The Committee discussed what they would like to see for an extra County Board budget meeting, timing, content, and what the meeting should accomplish. Bolin noted there will need to be a legal opinion about timeline for budget presentation, amending, public hearing and publication requirement. Consensus of Committee is that amendments be an option at the special meeting. Discussed maintaining current staffing and programs versus expansion. Beghin noted the County Board has acted on the wage increase, so a change would need to be by another County Board resolution.

Treasurer’s Department Update.
Geoghegan reviewed departmental activities. Tax collections are better than last year. Invoices include August settlement to the municipalities. Motion by Kriegl, second by Wenzel to approve payment of Treasurer’s Department invoices in the amount of $34,143,384.74. Motion carried.
Geoghegan reviewed the Treasurer’s 2019 budget. Since last month it is unchanged except for the final Management Information System (MIS) amount increasing by $3,000. Not expecting any other changes.
Motion by Wenzel, second by Lins accept the budget. Motion carried.
Accounting Department Update.
Beghin reviewed the departmental activities. Sauk County has received the Governmental Finance Officers Association (GFOA) Distinguished Budget Presentation Award for the 16th year. Department currently working on budget, single audit, and testing the MUNIS cloud based system processes, connections and report writing. Distributed the Management Letter and Required Communications for December 31, 2017. No new findings; report reviews upcoming new standards.
Motion by Lins, second by Wenzel to approve payment of Accounting Department invoices in the amount of $98,600.86. Motion carried. Motion by Wenzel, second by Kriegl to approve County invoices for accounts payable, not including committee amounts, in the amount of $36,910,079.37. Motion carried.
Beghin reviewed the Accounting 2019 budget. Minor changes, increased the contracted line to $15,000 for the review of financial policies. Motion by Wenzel, second by Lins accept the budget. Motion carried.

Next regular meeting Monday, September 10, 2018, 8AM. Finance Committee Budget meetings are September 27-28, 2018.
Motion by Lins, second by Wenzel to adjourn the meeting. Motion carried.
