The meeting was called to order by Bychinski at 4:43 PM. Certification of open meeting compliance was given. Motion by Krueger, second by White Eagle to adopt the agenda. Motion carried. Motion by Krueger, second by White Eagle to adopt the minutes of previous meetings on February 5 and 22, 2018. Motion carried.

Communications: None
Review and approval of invoices for the entire County.
Motion by White Eagle, second by Krueger to approve payment of County invoices in the amount of $2,582,287.83. Motion carried.
Consider resolution setting the Elected Officials (Clerk of Courts, Coroner, Sheriff) Salaries for the 2019-2022 Term of Office.
The Committee compared the Sheriff’s salary to that of other police chiefs in the County, as well as wage compression within the department. Also discussed professionalism of the offices. Motion by Krueger, second by White Eagle to recommend setting the Sheriff’s salary at $109,452, the Clerk of Courts salary at $74,823, and the Coroner salary at $66,005 for the four year term of office. Motion carried.
Consider resolution Authorizing Sauk County to Build the Badger Unit of the Great Sauk State Trail and Amending the Budget.
The Highway Commissioner projected to cost of the Badger Unit based on actual experience from the Sauk Prairie Unit. Estimated costs, stewardship grants, donations, and salvage revenues were reviewed. Motion by White Eagle, second by Krueger to approve. Motion carried.
Consider update to Financial Policy 11-95, Mileage Reimbursement.
Beghin described standardization of how business miles are calculated. Motion by Krueger, second by White Eagle to update Financial Policy 11-95, Mileage Reimbursement. Motion carried.
Consider resolution Gratefully Accepting Donations and Gifts Presented to Sauk County in 2017.
Motion by White Eagle, second by Krueger to Gratefully Accepting Donations and Gifts Presented to Sauk County in 2017. Motion carried.
Approval of per diem and mileage paid to the County Board members per Rule VII. B. of the Rules of the Sauk County Board of Supervisors.
Motion by White Eagle, second by Krueger to Approve per diem and mileage paid to the County Board members per Rule VII. B. of the Rules of the Sauk County Board of Supervisors. Motion carried.
Presentation of ATC Environmental Impact Fee payments.
Funding requests of previously authorized funds from the Riverland Conservancy and Nature Conservancy have been received.
Presentation of County financial reports.
Sales tax for 2017 exceeded budget by $1,153,000.
Treasurer’s Department Update.
Geoghegan highlighted departmental activities. Motion by White Eagle, second by Krueger to accept the monthly report and approve payment of Treasurer’s Department invoices in the amount of $235,247.24. Motion carried. Motion by Krueger, second by White Eagle to accept the Treasurer’s annual report. Motion carried. Motion by White Eagle, second by Krueger to approve a resolution Designating County Depositories; Establishing Investment and Related Financial Procedures. Motion carried.
Accounting Department Update.
Beghin highlighted departmental activities. Motion by Krueger, second by White Eagle to accept the monthly report and approve payment of Accounting Department invoices in the amount of $1,082,087.74. Motion carried. Motion by Krueger, second by White Eagle to approve carry over of $13,744 for continued expansion and update to the financial and timekeeping systems. Motion carried.
