The meeting was called to order by Bychinski at 8:23 AM. Certification of open meeting compliance was given. Motion by Krueger, second by White Eagle to adopt the agenda. Motion carried. Motion by White Eagle, second by Bychinski to adopt the minutes of previous meetings on January 5 and 16, 2018. Motion carried.

Consideration of resolution Amending the 2018 Budget to Appropriate $90,259 Pursuant to an Intergovernmental Agreement Between Sauk County, Wisconsin and the Ho-Chunk Nation
Keenan presented Conservation Planning & Zoning (CPZ) request for streambank project at Camel’s Creek. Keenan confirmed with appropriate planning the project could be split over two years. Motion by Krueger, second by White Eagle to allocate $16,000 for 2018, with funding to finish the project to be found in 2019. Motion carried.
Blodgett reviewed the breakfast bag pilot project. The Aging & Disability Resource Center (ADRC) will conduct a pre- and post-pilot evaluation to see if they should continue. Consensus to fund this ADRC pilot. Blodgett commented if the funding were decreased to $7,000 they could do a smaller adequate pilot.
Gavinski noted this request is approximately half the cost of chip sealing County Highway BD. The importance of the safety and maintenance of this road was noted. Motion by Krueger, second by White Eagle to allocate one-half the funding, $45,259, to the Highway department. Motion carried.
Warwick noted focus on the Public Health vehicle request and withdraw the other two requests. Need a safe vehicle for staff to travel and room for foot clinic equipment transport. Motion by Krueger, second by White Eagle to fund a vehicle purchase at $22,000 and not fund the requests for dental equipment and Question, Persuade & Refer education. Motion carried.
Erickson presented on Great Sauk State Trail (GSST) interpretive signage along six miles in the former Badger Army Ammunition Plant. Krueger noted there are unused compact funds in CPZ budget previously set aside from Badger Oversight Management Commission (BOMC) that could be available to fund for this project. Motion by Krueger, second by White Eagle to remove the funding request for GSST signage and use (BOMC) funds. Motion carried.
Erickson commented on a study for broadband expansion in parts of the county. Krueger noted the County is hiring a placemaking community liaison and the Economic Development Committee will be developing a strategy for underdeveloped broadband areas. Motion by Krueger, second by Bychinski to not fund the survey. Motion carried.
Bolin spoke on behalf of Human Services (HS) requesting to fund appropriate car seats and training. HS transports a number children of various ages. Warwick noted there are grants available for car seat training. Boesl noted that car seats expire and various sizes are needed. Estimates $2,000 would be adequate to purchase the car seats. Discussed in the future HS will include these expenses as part of their ongoing budget. Motion by Krueger, second by White Eagle to allocate $2,000 to fund the car seat purchase. Motion carried.
Motion by White Eagle, second by Krueger to change the funding allocation for the ADRC breakfast bag pilot to $7,000 and the funding for the Public Health vehicle to $20,000. Motion carried.

Discussion of policy approval process.
Bolin commented there are numerous County policies for various purposes, but there is not an approved process by which policies are adopted. The Committee had consensus to continue current practice of the Finance Committee approving the procedural portion financial policies and the policy statement itself being approved by the County Board. A resolution will be drafted to adopt this process for financial and other policies that affect multiple departments.

Beghin commented none of the departments noted anything out of the ordinary.
Presentation of ATC Environmental Impact Fee payments.
Update from the City of Baraboo was communicated to the Committee. If a state stewardship grant is received, the project will proceed.
Presentation of County financial reports.
Beghin commented on preliminary December financials. Sales tax will end above budget. Beghin reminded the Committee the sales tax is segregated for debt and outlay purposes.
Treasurer’s Department Update.
Geoghegan highlighted departmental activities. Motion by Krueger, second by White Eagle to accept the monthly report and approve payment of Treasurer’s Department invoices in the amount of $294,592.12. Motion carried.
Accounting Department Update.
Beghin highlighted departmental activities. She reviewed the financial reporting survey, there were 13 responses in total. There will be small changes to monthly reports to committees: more history on financial report, inclusion of capital projects and budget amendments. Motion by White Eagle, second by Krueger to accept the monthly report and approve payment of Accounting Department invoices in the amount of $118,099.57 and County invoices in the amount of $3,907,373.32. Motion carried.
