Others present: Kerry Beghin, Susan Blodgett, Alene Bolin, Liz Geoghegan, Tara Hayes, Lynn Horkan, Melissa Keenan, Tom Kriegl, Cathy Warwick
The meeting was called to order by Bychinski at 8:00 AM. Certification of open meeting compliance was given. Motion by Krueger, second by White Eagle to adopt the agenda. Motion carried. Motion by White Eagle, second by Krueger to adopt the minutes of previous meetings on December 12 and 19, 2017. Motion carried.

Consideration of resolution Amending the 2018 Budget to Appropriate $90,259 Pursuant to an Intergovernmental
Blodgett commented on the ADRC request for breakfast bags and discussed the home bound population’s nutrition needs. Keenan reviewed the Conservation, Planning & Zoning (CPZ) request allowing more conservation projects. Projects costs vary greatly, Keenan noted CPZ department will prioritize projects based on funding available. Warwick reviewed the Public Health requests for vehicle, dental equipment and preventive education. The Committee discussed the request for maps, signage and media along the Great Sauk State Trial (GSST), including possible use of carryforward from Ho-Chunk funds. Bolin explained the UW-Extension request for the Economic Development (ED) Committee’s plan to incentivize broadband expansion in rural areas.
Motion by Krueger to lay on the table agenda items 6a, b, and c until after remainder of the agenda is completed, second by White Eagle. Motion carried.

Treasurer’s Department Update.
Geoghegan highlighted departmental activities. Municipalities are reporting very strong tax collections in December.
Motion by Krueger, second by White Eagle to accept the monthly report and approve payment of Treasurer’s Department invoices in the amount of $20,491.74. Motion carried.
Accounting Department Update.
Beghin highlighted departmental activities. Beghin noted changed Federal tax tables due to tax reform bill have not yet been released by the IRS. Motion by Krueger, second by White Eagle to accept the monthly report and approve payment of Accounting Department invoices in the amount of $11,465.88 and County invoices in the amount of $2,091,501.87. Motion carried.
Motion to pick up agenda items 6a, b, and c, second by White Eagle. Motion carried.
Krueger reviewed an additional option for the use of funding, participation in the Local Government Institute’s Future Regions project. He noted this is a visioning project for economic development and fits in with the placemaking initiative and the new liaison staff position. Warwick spoke to the request from Human Services for car seats. She noted the importance of staff training and having the appropriate car seats. Motion by Krueger to consider the resolution at the next regular meeting, February 5, 2018, CPZ can return with prioritized conservation projects, second by White Eagle. Motion carried. Beghin noted the County’s reporting to Ho-Chunk Nation is due March 1.
