The meeting was called to order by Bychinski at 8:00 AM. Certification of open meeting compliance was given. Motion by Flint, second by Peterson to adopt the agenda. Motion carried. Motion by Flint, second by Peterson to adopt the minutes of previous meetings on September 12 and 19, 2017. Motion carried.

Consider 2018 Budget recommendation to the County Board.
Discussed the Treasurer revenues and anticipated interest rates. Motion by Flint, second by Krueger to increase the Treasurer Department investment interest revenue by $30,000 to $330,000. Motion carried.
Bodendein reviewed the monthly Board of Health reporting for the Nurse Family Partnership program. She gave a history and synopsis of the services and population served. Program is about prevention and deals with highest risk families. Program is not mandated, but is an evidence-based program. Warwick and Bodendein talked of departmental programs and priorities.
Vosen noted the Capital Improvement Plan amounts are based on old study recommending community based residential facility expansion. Previous studies show that by 2020 there will be a great need for specialized housing. The new study would take an expanded look at County needs. Funding is needed for a current study and the resulting planning and design. Motion by Krueger, second by Bychinski to fund $485,000 for study and design/planning phase from general fund balance. Motion carried.
Levy limits and unused capacity options were discussed. Motion by Flint, second by Peterson to reduce the sales tax revenue by $224,342. Motion carried.
Presentation of ATC Environmental Impact Fee payments.
Motion by Krueger, second by Peterson to approve $50,000 North Freedom payment. Motion carried. The Sauk Prairie Conservation Alliance was allocated $60,000 of ATC funds. The group has agreed to use $30,000 of those funds for brushing performed by the County and Wisconsin Department of Natural Resources along the Great Sauk State Trail in Badger Army Ammunition Plant. Motion by Flint, second by Peterson to approve this reallocation. Motion carried.
Discussion of budget process.
Bolin commented on the hard work by departments to arrive at the budget. The role of oversight committees, administrative review, and carried forward funds were discussed.
Presentation of County financial reports.
Beghin noted reports are not yet prepared.
Treasurer’s Department Update.
Geoghegan highlighted the departmental activities. She reviewed the tax certificate and sale book process. She reviewed contaminated Ringling Hospital property history and possible options in the future with the City of Baraboo and an interested developer. Motion by Flint, second by Peterson to support the Property & Insurance Committee resolution related to this. Motion carried. Motion by Krueger, second by Flint to accept the monthly report and approve payment of Treasurer’s Department invoices in the amount of $186,142.79. Motion carried.
Accounting Department Update.
Beghin highlighted departmental activities. 2016 audit was finalized and October 1st bond payments made. Motion by Flint, second by Peterson to accept the monthly report and approve payment of Accounting Department invoices in the amount of $14,210.00 and County invoices in the amount of $3,079,315.30. Motion carried.
