FINANCE COMMITTEE MINUTES

Others present: Kerry Beghin, Liz Geoghegan and Lynn Horkan
The meeting was called to order by Bychinski at 8:30 AM. Certification of open meeting compliance was given.
Motion by Krueger, second by Flint to adopt the agenda. Motion carried. Motion by White Eagle, second by Flint to adopt the minutes of previous meetings on November 8 and 15, 2016. Motion carried.

Discussion of ATC environmental impact fee reporting process.
The Committee discussed reporting options for ATC fund recipients. Committee concurred on the following: 1) to Finance whenever received (as often as monthly) a form completed with each draw request from every entity stating dollar amount requested (and total award approved), briefly restate the project, summary of progress so far toward the project's goals; 2) to Finance at the end of every project a brief summary of the completed project; 3) to County Board after all projects are complete, a summary of all projects.
Consideration of firm to provide Affordable Care Act (ACA) reporting for 2016.
Reporting is required. Baker Tilly provided service last year. Cost estimate and cost for 2016 is very similar. Motion by Krueger, second by Flint to retain Baker Tilly to provide Affordable Care Act reporting for 2016. Motion carried.
Presentation of County financial reports.
Beghin reviewed the County financial reports, sales tax and other notable items. Motion by Krueger, second by White Eagle to accept the report. Motion carried.
Treasurer’s Department Update.
Geoghegan highlighted departmental activities. Geoghegan shared a new application for tax deed properties offered for sale. Motion by Krueger, second by Flint, to accept the monthly report and approve payment of Treasurer’s Department invoices in the amount of $124,007.89. Motion carried.
Accounting Department Update.
Beghin highlighted departmental activities and shared that the GFOA award for excellence in financial reporting has been received. Motion by Krueger, second by White Eagle to accept the monthly report and approve payment of Accounting Department invoices in the amount of $0 and County invoices in the amount of $2,861,930.24. Motion carried.
