The meeting was called to order by Chairperson Bychinski at 9:00 AM. Certification of open meeting compliance was given.
Motion by Fordham, second by Lombard to adopt the agenda. Motion carried. Motion by Lombard, second by Krueger to adopt the minutes of previous meetings on December 8 and 15, 2015. Motion carried.

Consider approval of travel in excess of 300 miles for Veterans Service Officer and one staff to attend the National Association of County Veterans Service Officers annual training conference in Myrtle Beach, SC May 14 to 21, 2016.
Tyczynski commented on the conference benefits and opportunities including continuing education. Funding is in the budget.
Motion by Fordham, second by Lombard to approve travel in excess of 300 miles for Veterans Service Officer and one staff to attend the National Association of County Veterans Service Officers annual training conference in Myrtle Beach, SC May 14 to 21, 2016. Motion carried.
Consider approval of travel in excess of 300 miles for MIS Department staff to attend the national ESRI user conference in San Diego, California in July.
Pate reviewed the conference and the benefits from attending. Funding is in the Land Records budget.
Motion by Krueger, second by Fordham to approve of travel in excess of 300 miles for MIS Department staff to attend the national ESRI user conference in San Diego, California in July. Motion carried.
Consider resolution Authorizing the Department of Human Services to Create One Full Time (1.0 FTE) Child Protective Services Social Worker Position Outside the Budget Process.
Orth reviewed the need for the position. There has been a steady increase of referrals where required timelines need to be met. Orth noted a treatment grant will help with funding to free up tax levy to help cover the cost of this position. Position will be tied to the grant for three years.
Motion by Krueger, second by Lombard to authorize the Department of Human Services to Create One Full Time (1.0 FTE) Child Protective Services Social Worker Position Outside the Budget Process. Motion carried.
Consider resolution Accepting a US Department of Justice, Office on Violence Against Women – Sexual Assault Justice Initiative Grant and Amending the 2016 District Attorney Budget to Appropriate the Related Funds.
Calkins explained the grant to help address domestic abuse in Sauk County, specifically, domestic abuse in the Wisconsin Dells area due to the tourist population. Grant will provide for percentage of a detective, a prosecutor, an advocate and miscellaneous support costs. Sauk County will be the pass through for the funding. Training is required as part of the gran. Fordham commented on the advantage this cooperative effort will bring to the county. Motion by Fordham, second by Lombard to accept a US Department of Justice, Office on Violence Against Women – Sexual Assault Justice Initiative Grant and Amending the 2016 District Attorney Budget to Appropriate the Related Funds. Motion carried.
Consideration of resolution Amending the 2016 Budget to Appropriate $90,259 Pursuant to an Intergovernmental Agreement Between Sauk County, Wisconsin and the Ho-Chunk Nation.
Beghin reviewed the Ho-Chunk funding and previous uses. Michalek reviewed the funding requests for the Baraboo River Walkway planning. Muchow reviewed past use of funding for county trunk BD maintenance. Michalek and Pate reviewed the request for funds for self-guided tours and geo-reference points of interest in the county. Matt Stieve reviewed the request to improve a trail in White Mound Park. Bodendein reviewed the funding request for the dental program and Area Health Education Center student. Tim Stieve and John Deitrich reviewed the Property Insurance Committee request to use funding to purchase art. The committee discussed the approach as to how the funding is allocated and the relation to Ho-Chunk.
Motion by Krueger, second by Fordham to amend the 2016 Budget to Appropriate $90,259 Pursuant to an Intergovernmental Agreement Between Sauk County, Wisconsin and the Ho-Chunk Nation: $57,759 Highway maintenance, $7,500 MIS self-guided tour development, $5,000White Mound walking trail, $25,000 Public Health dental program vehicle. Motion carried
Presentation of County financial reports. Beghin reviewed notable items, key indicators and contingency fund use. Discussed the fluctuation and volatility of sales tax revenue. Motion by Krueber, second by Fordham to receive the report. Motion carried.
Treasurer’s Department Update.
Geoghegan reviewed departmental activities including staffing changes and training. There will be tax deed resolutions at the county board this month. She reviewed a City of Baraboo proposal for the Ringling Manor vacant property. Motion by Krueger, second by Lombard to accept the Treasurer’s monthly report and approve payment of Treasurer’s Department invoices in the amount of $5,012.15. Motion carried.
Accounting Department Update. Beghin highlighted departmental activities. Discussed the mandated direct deposit progress. Motion by Krueger, second by Fordham to accept the monthly report and approve payment of Accounting Department invoices in the amount of $201,334.14 and County invoices in the amount of $2,848,843.10. Motion carried.

Next regular Finance Committee meeting will be Tuesday, February 9, 2016 8:30 AM.
