The meeting was called to order by Chairperson Bychinski at 8:30 AM. Certification of open meeting compliance was given.
Motion by Lombard, second by Fordham to adopt the agenda. Motion carried. Motion by Czuprynko, second by Lombard to adopt the minutes of previous meetings on September 8, 10, 15, 28 and 29, 2015. Motion carried.

Consider resolution Authorizing Purchase of a Vehicle and Related Startup Costs Incurred with Changes to the Aging and Disability Resource Center Nutrition Program and Amending the 2015 Budget for the Use of Contingency Funds.
Beghin reviewed the vehicle bids and confirmed two-thirds vote will be needed by the County Board for the resolution to pass. Motion by M Krueger, second by Czuprynko to approve Purchase of a Vehicle and Related Startup Costs Incurred with Changes to the Aging and Disability Resource Center Nutrition Program and Amending the 2015 Budget for the Use of Contingency Funds. Motion carried.
Update on possible 2015 budget overrun for Coroner Department.
Hahn reviewed the reasons for the possible budget overrun – number of autopsies and unclaimed bodies were discussed. The Committee acknowledged Hahn’s report on possible budget overrun of $15,000.
Consider contract extension for audit services.
Beghin reviewed the audit contract with the ability to extend one year. The contract will remain at the same price as previous years. Motion by Fordham, second by Czuprynko to extend the contract for audit services. Motion carried.
Consider 2016 Budget recommendation to the County Board.
Beghin reviewed the levy and fund balance use as currently recommended after last week’s meeting. Health Care Center (HCC) gazebo project and possible revenue reduction due to shifting Medicare/Medicaid funding was discussed. Supervisor Fish commented on the gazebo project fund raising and amount needed to complete the gazebo. Motion by M Krueger, second by Czuprynko to add $20,000 use of general fund balance and $30,000 of donation revenues to the 2016 budget for the gazebo project at the Health Care Center. Motion carried. Motion by Fordham, second by M Krueger to reduce the HCC Medicare/Medicaid revenues and increase levy by $50,000. Motion carried. Use of fund balance and maximizing the levy compared to the limit were discussed. The Committee discussed the testing and treatment budget for drug court. Brattset and J Krueger commented on the budget and the amount in Human Services for CJCC programing. Motion by Fordham, second by Czuprynko to put Building Services chiller maintenance $140,000, elevator upgrades $55,000 and building security $25,000 back on the levy. Motion carried. Motion by Czuprynko, second by Fordham to decrease the anticipated sales tax by $79,821 and recommend to the County Board the 2016 levy be $30,183,042. Motion carried.
Presentation of County financial reports. Beghin reviewed notable items and trends. She reviewed the list of departments to use contingency.
Treasurer’s Department Update. Geoghegan reviewed departmental activities. She updated the Committee on tax bill mailing. She reviewed tax deed properties. Motion by Krueger, second by Fordham to accept the Treasurer’s monthly report and approve payment of Treasurer’s Department invoices in the amount of $188,997.71. Motion carried.
Accounting Department Update. Beghin highlighted departmental activities. Beghin commented on the IRS audit. There are minimal findings and no interest or penalties are expected. 2014 Audit is complete. Motion by Fordham, second by Lombard to accept the monthly report and approve payment of Accounting Department invoices in the amount of $9,542.75 and County invoices in the amount of $4,178,470.88. Motion carried.

Next regular Finance Committee meeting will be Tuesday, November 3, 2015 10:00 AM.
Motion by Lombard, second by Bychinski to adjourn the meeting. Motion carried.
