Members present:                Tommy Lee Bychinski, Wally Czuprynko, Joan Fordham, Marty Krueger, and Andrea Lombard

Others present:             Kerry Beghin, Art Biesek, Liz Geoghegan, Tut Gramling, Lynn Horkan, Tom Kriegl and Kathy Schauf

 

The meeting was called to order by Chairperson Bychinski at 8:30 AM.  Certification of open meeting compliance was given.

Motion by Fordham, second by Lombard to adopt the agenda.  Motion carried.  Motion by Czuprynko, second by Lombard to adopt the minutes of previous meetings on September 5, 9, 16, 23, 24 and October 1, 2014.  Motion carried.

Consider contract extension for audit services.

Beghin noted audit contract was for a 3 year period, with option for Finance Committee to extend for two additional years so long as services are satisfactory and fees do not increase.  Baker Tilly is keeping fees the same for contract extension.  Motion by Czuprynko, second by Fordham to Authorize a Contractual Agreement with Baker Tilly Virchow Krause, LLP for Professional Audit Services.  Motion carried.

 

Update on possible 2014 budget overrun for County Clerk Department.

Bychinski noted the Committee received a written report describing a possible 2014 budget overrun of $975 for County Clerk Department.

 

Consideration of 2015 Budget recommendation to the County Board.

Beghin noted no external changes since last meeting.  The budget includes dollars for the veteran position even though action was postponed.

 

Presentation of County Financial Report.

Beghin reviewed notable items and trends.  Sales tax currently 6% over last year’s collections.  Reviewed the status of the class and compensation appeals.

 

Treasurer’s Department Update.

Geoghegan highlighted departmental activities and properties.  She reviewed the tax deed properties that will be taken in October and the extensive collection attempts on the delinquent properties.  Motion by Krueger, second by Lombard to accept the Treasurer’s report and approve payment of Treasurer’s Department invoices in the amount of $180,272.92.  Motion carried.

 

Accounting Department Update.

Beghin highlighted departmental activities.  Motion by Krueger, second by Fordham to approve payment of Accounting Department invoices in the amount of $11,184.03 and County invoices in the amount of $2,040,134.29.  Motion carried.

 

Public Comment:  None

 

Next regular Finance Committee meeting will be Tuesday, November 4, 2014, 8:30 AM.

Motion by Lombard, second by Krueger to adjourn the meeting.  Motion carried.
