The meeting was called to order by Chairperson Bychinski at 10:14 AM. Certification of open meeting compliance was given. Motion by Fordham, second by Lombard to allow supervisors and public to comment for 3 minutes after departmental presentations. Motion carried. Motion by Krueger, second by Lombard to adopt the agenda. Motion carried.

Communication: Krueger distributed email from Trina Zielinski Anderson regarding Animal Advocates’ potential proposal.
Consideration of 2015 Budget recommendation to the County Board.
Beghin reviewed the legal levy limit amount.
Sheriff Meister commented on the concerns voiced regarding inmate revenue. He noted the US Marshalls anticipate their levels to remain consistent. He reviewed the complexity of jail classification requirements and county fluid inmate population. Meister confirmed he is not comfortable to raising the revenues beyond the current oversight recommended budget. Meister reflected the previous significant reduction in services resulting from the decline in bed rentals. The Committee discussed the importance of a conservative budget and long term fiscal effects.
Supervisor Moore and Supervisor Kriegl commented on the budget.
Stieve reviewed landfill maintenance requirement and potential shortfall based on current investments and expense trends. Committee discussed various scenarios to meet Department of Natural Resources (DNR) requirements. Anticipate the expense of maintenance to decrease as the landfill ages. Committee had consensus to work through options with DNR and address in 2016 budget and forward.
Committee reviewed other possible changes, including corporation counsel office chairs, voting equipment, class and compensation appeals, clean sweep & ag plastics, clock repair, meeting room remodel, and building services maintenance expense line. Krueger commented on new request for $125,000 placemaking initiative passed at the Economic Development Committee. Schauf noted the policy question of maximizing levy limits.
Motion by Czuprynko, second by Fordham to fund voting equipment through general fund balance, decrease sales tax estimate by $104,169, and add $125,000 placemaking initiative funded by $95,000 fund balance and $30,000 levy. This brings the levy to its limit of $29,878,110. Motion carried.
