FINANCE COMMITTEE MINUTES EMBS Meeting Room, Courthouse, Baraboo WI Tuesday, January 14, 2014
Members present: Tommy Lee Bychinski, Joan Fordham, Jason Lane, Andrea Lombard and William F. Wenzel
Others present: Anne Allen, John Eric Allen, Kerry Beghin, Tom Fandry, Liz Geoghegan, Lynn Horkan, Marty Krueger, Amy Lee, Steve Muchow and Kathy Schauf
The meeting was called to order by Chairperson Bychinski at 8:30 AM. Certification of open meeting compliance was given. Motion by Lombard, second by Fordham to approve the agenda. Motion carried. Motion by Lane, second by Wenzel to approve the minutes of December 10 and 17, 2013. Motion carried.

Consideration of resolution Amending the 2014 Budget to Appropriate $90,259 Pursuant to an Intergovernmental Agreement Between Sauk County, Wisconsin and the Ho-Chunk Nation.
Allen reviewed the nurse family partnership program, benefits and outcomes, extending the current programs allowing longer term involvement. Lee reviewed the request for funds to replace dental equipment and support for Rural Safety Days. Muchow commented on use of funding due to County Highway BD additional costs as State aids decrease. Schauf noted the Justice Continuum composition will most likely be changing and hiring a position to assist the program moving forward. Motion by Lane, second by Lombard to approve resolution Amending the 2014 Budget to Appropriate $90,259 Pursuant to an Intergovernmental Agreement Between Sauk County, Wisconsin and the Ho-Chunk Nation: $10,000 Badger Oversight Management Commission, $20,000 Highway maintenance, $15,259 Justice Continuum start-up, $40,000 Public Health Nurse Family Partnership program, $2,500 Public Health Rural Safety Day, and $2,500 Public Health Dental program. Motion carried.
Consider approval of travel in excess of 300 miles for Child Support staff to attend the National Child Support Enforcement Association (NCSEA) Annual Conference in Portland, Oregon in August, 2014.
Fandry noted national level issues, especially concerning Affordable Care Act affecting child support. State is granting scholarships to enable all board members participate in the national conference. Total county cost is $493 after scholarship and federal reimbursement. Motion by Fordham, second by Wenzel to approve travel in excess of 300 miles for Child Support staff to attend the National Child Support Enforcement Association (NCSEA) Annual Conference in Portland, Oregon in August, 2014. Motion carried.
Consider resolution Commending Marla M. Kluge for Over 33 Years of Faithful Service to the People of Sauk County.
Motion by Fordham, second by Bychinski to approve resolution Commending Marla M. Kluge for Over 33 Years of Faithful Service to the People of Sauk County. Motion carried.
Presentation of County financial reports.
County financial information was reviewed and discussed. Sales tax is on track to end over budget for 2013. At this time, Home Care is the only department expected to be over budget for the year. Sales tax will cover the slight over budget in debt service due to low interest rates.
Treasurer’s Department Update.
Geoghegan highlighted departmental activities and properties. Numbers from local municipalities indicate 30% of total taxes due have been paid at municipalities, this is on track with averages. Motion by Wenzel, second by Lombard to approve payment of Treasurer’s Department invoices in the amount of $162,067.50. Motion carried.
Accounting Department Update.
Beghin highlighted departmental activities. WPPA clerical union officially decertified requiring many changes for payroll. There has been no official word on other unions expiring contracts. CDBG EAP flood program is ending with 2013 and is currently being reviewed by the State. Motion by Lane, second by Lombard to approve payment of Accounting Department invoices in the amount of $161,877.12 and County invoices in the amount of $2,495,504.18. Motion carried.
Next regular Finance Committee meeting will be February 11, 2014.
Motion by Wenzel, second by Lane to adjourn the meeting. Motion carried.
