Members Present: Krueger, Fordham, Hambrecht, Czuprynko and Polivka
Members Absent: None.
County Personnel: Jeff Jelinek, Emergency Management; Steve Pate, MIS Coordinator; Michelle Commings, Deputy Sauk County Clerk; Debra O’Rourke, Interim Corporation Counsel and Alene Kleczek Bolin, Administrative Coordinator
County Personnel Absent: Becky Evert, Sauk County Clerk
Others Present: Chuck Spencer, David Moore, Kevin Stieve, Tim Hahlbach and Tracy Haneau.
Chair Krueger called the meeting to order at 9:06 a.m. and compliance with the open meeting law was verified.
MOTION (Polivka/Fordham) to adopt the agenda, postponing Item 14, Consideration of Possible Amendments and/or Changes to Rules of the Board, to a Special Executive & Legislative Committee meeting to be held on Tuesday, February 13, 2018 @ 6:00 P.M. Motion carried unanimously.
MOTION (Czuprynko/Polivka) to approve the minutes of the regular meeting on January 8, 2018 and the Special meeting on January 16, 2018. Motion carried unanimously.
Public Comment: None.
Communications:
a) 01/22/18 Notice: M.A.T.C. District Board Appointment Committee on March 12, 2018.
b) 01/22/18 Notice: Western Technical College District Board Appointment Committee on March 14, 2018.

d) O’Rourke introduced new employee Arel Acosta, Assistant Corporation Counsel.
Jeff Jelinek, Emergency Management:
a) Jelinek presented the monthly report and list of bills for his department.
MOTION (Czuprynko/Hambrecht) to approve bills in the amount of $544.21. Motion carried unanimously.
b) Tim Hahlbach Halbach, National Weather Service Sullivan, presented Jelinek and T. Hameau with signage recognizing Sauk County as achieving the federal designation of “Storm Ready”. Signage will be placed on one of the county facilities.
c) MOTION (Fordham/Czuprynko) to approve the 2017 Annual Report. Motion carried unanimously.
Steve Pate, MIS Department:
a) Pate presented the monthly report and list of bills for his department.
MOTION (Fordham/Czuprynko) to approve bills in the amount of $20,884.73 (2017) and $67,305.42 (2018). Motion carried unanimously.
b) Annual Report.
MOTION (Polivka/Czuprynko) to postpone presentation of the MIS Department 2017 Annual Report to the March regular meeting. Motion carried unanimously.
b) Consideration of computer donation request: None.
Michelle Commings, Deputy Sauk County Clerk:
a) Commings presented the monthly report and list of bills for her department.
MOTION (Fordham/Polivka) to approve bills in the amount of $11,818.58 (2017) and $7,567.44 (2018). Motion carried unanimously.
b) Annual Report.
MOTION (Polivka/Czuprynko) to approve the 2017 Annual Report. Motion carried unanimously.
Debra O’Rourke, Interim Corporation Counsel Department:
a) O’Rourke presented the monthly report and list of bills for the department.
MOTION (Polivka/Hambrecht) to approve bills in the amount of $922.55. Motion carried unanimously.
b) Annual Report.
MOTION (Hambrecht/Czuprynko) to postpone presentation of the Corporation Counsel Department 2017 Annual Report to the March regular meeting. Motion carried unanimously.
Alene Kleczek Bolin, Administrative Coordinator:
a) Kleczek Bolin presented the monthly report and list of bills for her department.
MOTION (Fordham/Polivka) to approve the bills in the amount of $360.25. Motion carried unanimously.
b) Kleczek Bolin presented the Criminal Justice Program monthly report and list of bills for the department.
MOTION (Czuprynko/Polivka) to approve the bills in the amount of $316.73 (2017) and $ 6,616.69 (2018).
Motion carried unanimously.
c) Annual Report.
MOTION (Fordham/Polivka) to postpone presentation of the Administrative Coordinator and the Criminal Justice Program 2017 Annual Reports to the March regular meeting. Motion carried unanimously.
d) Discussion of Values Adopted by Department Heads. Kleczek Bolin will prepare documentation to be presented in the upcoming County Board meeting in April.
County Board Chair Report:
a) Chair Krueger presented his monthly report of meetings, activities and concerns over the past month and highlighted upcoming events and meetings.
Resolution Honoring Eric Peterson:
MOTION (Polivka/Fordham) to approve the resolution and forward to county board for approval. Motion carried unanimously.
Discussion of Policy Approval Process:
Kleczek Bolin will present Policy Approval Process documentation, for policies that the committee has jurisdiction over, at the March regular meeting.
Consideration of a Possible closed session pursuant to Wi. Roll Call: AYES (5) Krueger, Fordham, Polivka, Hambrecht and Czuprynko. NAYS (0). Motion carried unanimously.
MOTION (Czuprynko/Fordham) to reconvene into open session.
MOTION (Polivka/Fordham) to adjourn until March 6, 2018 at 9:00 a.m. Motion carried unanimously and the meeting adjourned at 10:50 a.m.
