Chair Krueger called the meeting to order at 8:01 A.M. and compliance with the Open Meeting Law was verified.
MOTION (Fordham/Lane) to adopt the agenda moving item # 10 (b) under the Chairman’s report before item # 5 communica-tions. Motion carried unanimously.
MOTION (Lane/Fordham) to approve the minutes of the regular June 4, 2013 meeting with one correction to the Chairman’s re-port. Item (c) should say at a Human Services meeting, not Law Enforcement. Motion carried unanimously.
Public Comment:
1) Linda Meadowcroft, Baraboo – re: requests for additional time for public hearing on draft Chapter 7 Zoning on Metallic Frac Sand Mining
2) Kevin Moll, Baraboo – re: Frac Sand Mining health effects
3) Jim Schernecker, Reedsburg – re: complaint from Supervisor Dawson
Chair Krueger announced there would be a meeting of the Conservation, Planning & Zoning committee on July 11 and encour-aged both Linda and Kevin to attend.
Communications.
Chair Krueger shared the following:
a. WCA: Estimated 2014 Dues Statement.
b. Western Technical College (WTC) notice of vacancy on the district board
c. Notice of public hearing scheduled for August 22 from Tara Johnson, Chairperson of WTC Board Appointment Committee to appointment a replacement for the vacancy on the district board
Discussion of Item 10 (b) under Chairman’s report: Certified letter to Supervisor Kriegl dated May 24, 2013. Chair Krueger distributed a copy of his letter addressing the two matters of consequence which necessitated his correspondence to Supervisor Kriegl. One of the concerns was Supervisor Kriegl’s absence at the last three ADRC committee meetings and not notifying the chair of that committee to request excusal or with sufficient notice of his absence before the time the meeting be-gins. Further discussion pursued defining Rule IV (P) of the Rules of the Sauk County Board. Supervisor Kriegl comments he had provided notice to several of the meetings and distributed a copy of his e-mail response to Chair Krueger.
The second concern in Chair Krueger’s letter regarded Supervisor Kriegl’s behavior in calling a fellow supervisor “misguided” at the May 8, 2013 Human Services Board meeting. Discussion followed with how another person perceives comments. Supervi-sor Dietz with comment that he attended that particular meeting and witnessed none of these “bullying” accusations and re-quests Chair Krueger to rescind second part of his e-mail. Supervisor Kriegl with comment indicating that Chair Krueger contin-ues to accuse him of unsupported accusations. Vice Chair Fordham with comment that Supervisor Kriegl has the right to pub-lish in newspapers, but be prepared for how the public perceive the comments. She further noted that he needs to understand human behavior and Chair Krueger has handled the situation appropriately. Chair closed by saying that Supervisor Kriegl has never said he was wrong.
MIS Department.
a. S. Pate, MIS Director, presented the monthly report and list of bills for his department.
MOTION (Fordham/Wenzel) to receive the report and approve bills in the amount of $ 80,914.28. Motion carried un-animously.
b. Computer Donation requests. None.
County Clerk Department:
a. R. DeMars, County Clerk, presented the monthly report and list of bills for her department. MOTION (Wenzel/Stevens) to receive the report and approve bills in the amount of $ 8,007.97. Motion carried unanimously.
b. Consideration of posting outside agency agendas on web.
DeMars and Schauf advised discussions continue. DeMars will continue research to post outside agencies web link on our county website calendar. Schauf researching options in mobile meeting management requests. DeMars will continue to post outside agency agendas only in hard copy format at this time.
Corporation Counsel Department:
a. T. Liebman, Corporation Counsel, presented the monthly report and list of bills for his department. MOTION (Lane/Stevens) to receive the report and approve bills in the amount of $1,639.93. Motion carried unanimously.
b. 2014 Budget: Program Review form – discussion of vision, mission, goals and performance
Measures. Liebman reviewed his department’s 2014 Budget and vision and mission goals indicating the need to keep up with technology to streamline services with harder budget times while protecting from potential lawsuits
Administrative Coordinator Department:
a. K. Schauf, Administrative Coordinator, presented the monthly report and list of bills for her department.
MOTION (Wenzel/Stevens) to receive the report and approve bills in the amount of $ 173.61. Motion carried unanim-ously. Schauf reported she has Keri Olson working as an LTE for the summer assisting with many projects. Olson’s background in public relations will provide Sauk County a wonderful opportunity to utilize her skills.
Regional revisions to the CDBG housing and RLF fund program manual have been done; one more final meeting is necessary to bring all parties involved to correct any final changes and resolve timelines to the manual before submit-ting to cities and counties. Schauf noted that many applicants say currently the paperwork involved makes it not worth the effort.
County Board Chair Report:
Chair Krueger presented the following:

• Briefly added comment to item (b) under his report that he had contacted the Sheriff and reported that both he and his wife fear for Chair Krueger’s life from Supervisor Kriegl.

Chair Krueger reported that a supervisor reported he received a threatening e-mail that judgment day was coming.
One final update – State Budget has been signed and appears to be good for counties

Schauf reported this update under her departmental report.
Consideration of a Resolution Supporting the Regional EDA Application For Economic Development District Approval.
Brief discussion and overview for support of this resolution. MOTION (Wenzel/Stevens) to approve the resolution and forward to the County Board for consideration at the July 16, 2013 meeting. Motion carried unanimously.
Possible closed session pursuant to Wisc. Stats. 19.85 (1) (c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the (governmental) body has jurisdiction or exercises responsibility. Performance Evaluation Administrative Coordinator. Schauf apologized as she had not found enough time in her schedule to finalize all forms for her review and with committee permission, she will forward as soon as possible. MOTION (Stevens/Fordham) to postpone review and add to the agenda for a special meeting before county board on Tuesday, July 16, 2013 at 4:30 P.M
MOTION (Wenzel/Fordham) to adjourn to a special meeting before County Board on Tuesday, July 16, 2013 at 4:30 P.M. and set the next regular meeting date for Tuesday, August 6, 2013 at 8:00 A.M Motion carried unanimously.
