- Letter from Finding Forward Coalition regarding considering placing an advisory referendum on the November ballot asking if Wisconsin should constitutionally segregate transportation user fees. (item # 5 on today’s agenda) [on file]
- Letter from William F. Klemm, Township of Baraboo Chair, in opposition to tax exempt status application of the Nature Conservancy for land located in the Township of Baraboo. (item #11 on today’s agenda) [on file]
- Letter from Curk Kephart, Iowa County Administrator, regarding proposed resolution on the Regional Public Health Preparedness Consortium in relation to addressing non grant items on a case by case basis. (item #10 on today’s agenda) [on file]

- e-mail from Supervisor Robert Sinklair requesting questions for Sauk County Corporation Counsel regarding hiring of a contractor. [on file]
Consideration of a Resolution Placing Advisory Referendum Question on November Ballot:
Chair Krueger with overview of proposed resolution relating to an advisory referendum during the November 2010 election asking if the Wisconsin Constitution should be amended to prohibit any further transfers of lapses from the segregated transportation fund; and read a memo from Sauk County Clerk Beverly J. Mielke stating costs associated with having a referendum question on the November ballot would be minimal, with the majority of the cost tied to the length of language in legal notice publications. Discussion regarding opposition to proposed resolution; and noting the Wisconsin Counties Association (WCA) did not take action on the issue, leaving it up to individual counties
Todd Liebman, Corporation Counsel, with legal opinion that the Executive & Legislative committee is charged with intergovernmental issues; that it is inappropriate for the County to get involved with this issue; and it would be appropriate for the Executive & Legislative Committee to vote in opposition to proposed resolution.
MOTION (Fordham/Bach), recommending that the resolution not be presented to the full County Board. Motion carried unanimously.
Chair Krueger will communicate this information to the Sauk County Highway & Parks Committee; and requested Todd Liebman, Corporation Counsel, communicate to the Highway & Parks Committee that the Executive & Legislative Committee has discussed and commented on the appropriateness of the County Board doing something with this issue.
Consideration of a resolution Authorizing Reimbursement for Attendance at the WCA Conference in Milwaukee:
Discussion regarding cost per person and limiting the number of Supervisors attending the Conference. Supervisor Fordham stated for the record that in times of tough economic issues the County has to keep invested in the future, and supports attendance on a limited basis.MOTION (Bach/Fordham), to forward resolution to the full County Board for approval on July 20, 2010, adding to the resolution: limiting the number of Supervisors attending to 12, with the County Board Chair being one of the 12 attendees; and changing the fiscal note to reflect estimated cost for 12 Board members in attendance instead of the estimated costs if all 31 Board members were to attend the Conference. Motion carried unanimously.
Chair Krueger stated an announcement would be made directing County Board members interested in attending the WCA Conference to register with the County Clerk. If there are more than 12 registrants, a drawing will be held.
Discussion of potential non-attendance policy:
Discussion regarding possible attendance policy to address what to do if Board members do not attend a seminar or workshop they have been registered for. Todd Liebman, Corporation Counsel, stated a policy change would require an amendment to the Rules of the Board, with a 2/3 majority vote. Chair Krueger stressed utilizing having Board members reporting to the full County Board on their seminar or workshop attendance.
Chair Krueger directed Executive & Legislative Committee Vice-Chair Fordham to include this issue in her July 20, 2010 report to the Board, and to ask for comments. Todd Liebman, Corporation Counsel, will research this issue.
Discussion and consideration of upcoming Joint Review Board, Amendment Baraboo TID #6:
Kathryn Schauf, Administrative Coordinator, receipt of notice from the City of Baraboo of the upcoming Joint Review Board, Amendment to Baraboo TID #6 to be held on Tuesday, July 20, 1010 at 6:30 p.m. at City of Baraboo Hall. In past practice the Administrative Coordinator has been a member of the Joint Review Board. The Executive & Legislative Committee recommended Kathryn Schauf, Administrative Coordinator attend this meeting, with Chair Krueger as an alternate.
Consideration of potential CDBG amendment request:
Kathryn Schauf, Administrative Coordinator, regarding unexpended money options for Clark Creek Area (Highway 113); identifying issues; and flood remediation activities to utilize remaining funds ($30,000.00). MOTION (Fordham/Bach), to include remediation efforts for the Clark Creek area. Motion carried unanimously.Consideration of a resolution Approving an Intergovernmental Agreement to Form the South Central Wisconsin Public Health Preparedness Consortium:
Todd Liebman, Corporation Counsel, regarding litigation expense issues, (i.e. unemployment compensation), relating to grant money, stating that the State has agreed grant money can be used to pay unemployment expenses. Chair Krueger noted Todd Liebman, Corporation Counsel will update resolution with grant money details, and that this resolution will be on the July 20, 2010 County Board agenda under old business (Resolution 65-2010). Chair Krueger requested Kathryn Schauf, Administrative Coordinator, add this item to the Special Executive & Legislative meeting to be held before the County Board meeting on July 20, 2010.Consideration of a Town of Baraboo request regarding the Nature Conservancy [on file].
Discussion regarding letter from the Township of Baraboo in opposition to Nature Conservancy tax exempt status application for lands located in the Township of Baraboo. Discussion regarding public access; reviewing history of this issue; and use value to Sauk County. Chair Krueger requested Todd Liebman, Corporation Counsel research this issue and report to the full County Board on August 17, 2010.Steve Pate, MIS:

Discussion regarding grant funding, revenue streams, allocated expenses, and levy supporting operation of County government. MOTION (Bach/Krueger), to forward resolution authorizing the purchase of a digital copier for the UW Extension Office to the full County Board for approval on July 20, 2010.
