Chair Krueger called the meeting to order at 4:00 P.M. and compliance with the Open Meeting Law was verified.
Motion by Bach, seconded by Alexander to approve the agenda, as mailed. Motion carried.
Motion by Fordham, seconded by Bach to approve the minutes of the September 7 and 21, 2010 meetings. Motion carried.

Communications:
Chair Krueger distributed a resignation announcement concerning County Board Supervisor District #19, Shawn Posewitz; noting it was his intention to fill the vacancy by appointment rather than conducting a special election.
Consideration of a Resolution Amending the 2010 Budget, Accepting the CDBG Housing Award and Granting Authority to the Revolving Loan fund Committee to Process Loan Requests:
K. Schauf, Administrative Coordinator, and Supervisor Fordham explained the resolution and positive points of community development programs. Motion by Fordham, seconded by Alexander to forward the resolution to the County Board for consideration at the October 19, 2010 meeting. Motion carried.
Consideration of a Resolution Honoring Supervisor Shawn Posewitz for Years of Service:
Motion by Wenzel, seconded by Fordham to forward the resolution to the County Board for consideration at the October 19, 2010 meeting. Motion carried.
Consideration of Intergovernmental Request by Town of Excelsior Regarding Use of Closed Solid Waste Site:
Lynette Gurgel, Excelsior Town Clerk, addressed the Committee requesting use of the closed county solid waste site as a brush/leaf disposal site for the township. Discussion followed with the Administrative Coordinator noting several issues of concern, as well as any permission that may be required from the Department of Natural Resources. The Administrative Coordinator will keep the township advised of any future developments.
MIS Department:
S. Pate, MIS Director, presented the monthly report and list of bills for his department. Motion by Bach, seconded by Fordham to receive the report and list of bills in the amount of $124,348.87. Motion carried.
Computer Donation Request:
Pate presented two donation requests for Committee consideration. Motion by Fordham, seconded by Wenzel to approve the request submitted by the Sauk County Humane Society. Motion carried. Motion by Alexander, seconded by Wenzel to approve the request submitted by Sauk County ARES/RACES. Motion carried.
County Clerk:
B. Mielke, County Clerk, presented the monthly report and list of bills for her department. Motion by Wenzel, seconded by Bach to receive the report and list of bills in the amount of $14,234.58. Motion carried.
Corporation Counsel:
T. Liebman, Corporation Counsel, presented the monthly report and list of bills for his department. Motion by Fordham, seconded by Bach to receive the report and list of bills in the amount of $768.10. Motion carried.
Review and Denial of Claim of Amanda J. Mayer:
Committee reviewed a draft resolution entitled, “Denying Claim of Amanda J. Mayer”.
Motion by Fordham, seconded by Bach to forward the resolution to the County Board for consideration at the October 19, 2010 meeting. Motion carried.
5:00 P.M. Presentation of TMG Report by Consultants:
Jerry Born and Heidi Pankoke, representatives of The Management Group, Inc., presented a report based upon their recent review of the Human Services Department and other county health and human services functions. A question and answer session followed with comments from various affected Board members and departments heads; no action was taken. Chair Krueger noted the full report will be presented to the County Board at their regular October meeting.
Administrative Coordinator:
K. Schauf, Administrative Coordinator, presented the monthly report and list of bills for her department. Motion by Alexander, seconded by Fordham to receive the report and list of bills in the amount of $16,780.15. Motion carried.
County Board Chair:
Chair Krueger noted the following issues of concern over the past month: Resignation of Supervisor Posewitz, completed performance evaluation of Administrative Coordinator, meetings of Ad-Hoc Committee on Non-Rep Pay, rails and trails issues, WCA conference, 2011 budget meetings, initial meeting concerning combination of P&Z/LCC departments, and preparation for the upcoming intergovernmental meeting.
Discussion followed on the possibility of limiting discussion at the November 9. 2010 annual County Board meeting to 2011 budget deliberations and scheduling a special meeting a week later, November 16, 2010, to address other business.
Supervisor Wenzel gave a brief overview of the Badger Oversight Committee meeting recently held.
Discussion of Form 1/Development of Goals and Objectives for Executive and Legislative Committee for Current Two Year Term:
This item was postponed.
Before moving to go into closed session, Committee members agreed to set the next, regular meeting date for Tuesday, November 2, 2011 at 8:00 A.M. Motion carried.
Possible Closed Session:
Motion by Alexander, seconded by Bach to go into closed session pursuant to Wisc. Stats. 19.85(1)(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the (governmental) body has jurisdiction or exercises responsibility. Performance Evaluation of the Management Information Systems Coordinator and allow the following to remain: K. Schauf. Roll call vote was taken on the motion with the following results: AYE: (5) Krueger, Fordham, Bach, Wenzel, and Alexander. Motion carried and the Committee went into closed session at 6:50 P.M.
At 7:05 P.M. the Committee returned to open session followed with a motion by Fordham, seconded by Alexander to adjourn. Motion carried and the Committee adjourned at 7:06 P.M.
