Chair Krueger called the meeting to order at 8:00 A.M. and compliance with the Open Meeting Law was verified.
Motion by Fordham, seconded by Bach to approve the rescheduled agenda. Motion carried.
Motion by Fordham, seconded by Alexander to approve the minutes of the January 4, 2011 regular and January 18, 2011 special meetings. Motion carried.

Communications:
Chair Krueger noted the following:
1. Letter from Fighting Bob, Inc. advising the annual Fighting Bob fest will not be held at the Sauk County fairgrounds this year.
2. Letter from Western Technical College advising of vacancies on the Western Technical College District Board.
3. Letter from WCA regarding regional legislative meetings.
4. Letter from Attorney Jim Schernecker, and Chair Krueger’s response, concerning videotaping of various County committee meetings.
Administrative Coordinator Schauf noted the following:
1. Letter from Baraboo Range Preservation Association expressing concern over the American Transmission Company’s (ATC) plans to construct a 345 kV electric power distribution line through Sauk County, much of which encompasses land in the Baraboo Range.
Consideration of a Resolution Authorizing Retaining Lindner & Marsack, SC, to Represent Sauk County in Interest Arbitration Proceedings:
Todd Liebman, Corporation Counsel, distributed draft copies of the resolution and explained logic behind utilizing outside legal counsel. Discussion followed with a motion by Fordham, seconded by Wenzel to recommend forwarding the resolution to the County Board for consideration at the February 16, 2011 meeting. Motion carried, with Alexander voting nay.
Consideration of 2010 Redistricting Process, WCA Seminar, Timeline & Committee Structure:
The County Clerk, Administrative Coordinator, Corporation Counsel and Chair Krueger reported ton their attendance at a WCA redistricting seminar recently held in Stevens Point. Sauk County appears to be somewhat “ahead of the game”, having adopted a resolution recommending Board size. The timeline was reviewed and Chair Krueger indicated he was finalizing details as to composition of the Redistricting Committee, with intent to appoint at the February 16, 2011 Board meeting.
Consideration of a Resolution Detailing TMG Implementation Process and Committee:
Kathy Schauf, Administrative Coordinator, presented draft copies of the resolution and reviewed same with Committee members. Motion by Bach, seconded by Alexander to forward the resolution to the County Board for consideration at the February 16, 2011 meeting. Discussion followed with a motion by Bach, seconded by Alexander to amend the resolution to reword the title to read, “Creating a Special Committee to Study TMG Recommendations for Structural Change in County Government Operations and Governance”; remove the word “implementation” in the fourth paragraph; and change the date in the fifth paragraph (relating to a required report to the County Board) from December 20, 2011 to October 18, 2011. Discussion followed. Amendment carried and amended motion adopted.
MIS Department:
In the absence of S. Pate, MIS Director, the Administrative Coordinator presented the monthly report and list of bills for his department. Motion by Alexander, seconded by Bach to receive the report and list of bills in the amount of $54,579.63 (2010) and $25,664.84 (2011). Motion carried.
Review of MIS Tech Use Policy Updates - Social Media:
Draft copies of the Sauk County MIS Department Technology Use Policy and update notes were distributed to Committee members for review; no action taken at this meeting.
County Clerk:
B. Mielke, County Clerk, presented the monthly report and list of bills for her department. Motion by Bach, seconded by Wenzel to receive the report and list of bills in the amount of $12,944.51 (2010) and $11,934.41 (2011). Motion carried.
Corporation Counsel:
T. Liebman, Corporation Counsel, presented the monthly report, annual report and list of bills for his department. Motion by Wenzel, seconded by Fordham to receive the reports and list of bills in the amount of $593.17 (2010) and $85.70 (2011). Motion carried.
Motion carried.
Administrative Coordinator:
K. Schauf, Administrative Coordinator, presented the monthly report and list of bills for her department. Motion by Bach, seconded by Fordham to receive the report and list of bills in the amount of $5,429.22 (2010) and $519.46 (2011). Motion carried.
County Board Chair:
Chair Krueger reported on his monthly activities, specifically noting:
* Unveiling of report on the Clark Creek study.
* Rails and trails issues.
* Redistricting process.
* Steering Committee for Nelson work in Spring Green area.
* Plans for upcoming mid-term assessment meeting (possibly to be held on 4/27 or 28)
* Seeking location for next intergovernmental meeting.
* Transition work with LCC/P&Z departments.
Possible Closed Session Pursuant to Wisc. Stat. S19.85(1)(g), Conferring with Legal Counsel for the Governmental Body who is Rendering Oral or Written Advice Concerning Strategy to be Adopted by the Body with Respect to Litigation in Which it is or is Likely to Become Involved: Baraboo News Republic v. Sauk County:
Motion by Alexander, seconded by Bach to go into closed session pursuant to Wisc. Stat. S19.85(1)(g), conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved: Baraboo News Republic v. Sauk County and allow the following to remain: Liebman, Schauf and Mielke. Roll call vote was taken on the motion with the following results: AYE: (5) Krueger, Fordham, Alexander, Wenzel, and Bach. Motion carried and the Committee went into closed session at 10:00 A.M. At 10:35 A.M. the Committee returned to open session.
Possible Closed Session Pursuant to Wisc. Stat. 19.85(1)(c) Considering Employment, Promotion, Compensation or Performance Evaluation Data of any Public Employee Over Which the (Governmental) Body has Jurisdiction or Exercises Responsibility: Performance Evaluation of the Corporation Counsel:
Motion by Bach, seconded by Fordham to go into closed session pursuant to Wisc. Stat. S19.85(1)(c), considering employment, promotion, compensation or performance evaluation data of any public employee over which the (governmental) body has jurisdiction or exercises responsibility: performance evaluation of the Corporation Counsel. Roll call vote was taken on the motion with the following results: AYE: (5) Krueger, Fordham, Alexander, Wenzel, and Bach. Motion carried and the Committee went into closed session at 10:36 A.M. At approximately 11:30 A.M. the Committee returned to open session followed with a motion by Wenzel, seconded by Alexander to adjourn. Motion carried.
Committee confirmed the next, regular meeting date for Thursday, March 3, 2011 at 8:00 A.M.
