Chair Krueger called the meeting to order at 8:00 A.M. and compliance with the Open Meetings Law was verified.
Motion by Wenzel, seconded by Bach to approve the agenda. Motion carried.
Motion by Fordham, seconded by Alexander to approve the minutes from the following meetings: March 3, 2011; March 8, 2011; and March 29, 2011. Motion carried.
Public Comment:
The Committee agreed to hear Supervisor Murray’s comments under consideration of agenda item #10 (Possible Change to Board Structure/Addition of Subcommittee for Recreation Trail Development).
Communications:
Chair Krueger displayed a budget repair kit recently sent to Wisconsin counties from the WCA and noted the information is currently available on the WCA web site.
Consideration of Resolution Denying Claim of Christopher Riechman:
A. Kleczek, Assistant Corporation Counsel, distributed draft copies of a resolution denying the claim of Christopher Riechman and reviewed same with Committee members. Discussion followed. Motion by Bach, seconded by Fordham to forward the resolution to the County Board for consideration at the April 19, 2011 meeting. Motion carried.
Consideration of a Resolution National County Government Month - April 2011, “Serving Our Veterans, Armed Forces and Their Families”:
K. Schauf, Administrative Coordinator, distributed draft copies of a resolution honoring National County Government Month and reviewed same with Committee members. Committee members drafted minor changes in the “Whereas” paragraphs of the resolution resulting in the information contained therein being more specific to Sauk County. Motion by Bach, seconded by Wenzel to forward the resolution, with changes, to the County Board for consideration at the April 19, 2011 meeting. Motion carried.
Consideration of a Resolution Amending the 2011 Budget to Accept a CDBG-EAP Grant to Assist in Business Mitigation and Lidar Data Collection:
Draft copies of a resolution amending the 2011 budget to accept a CDBG-EAP Grant to assist in business mitigation and lidar data collection were distributed and discussed with Committee members, K. Schauf and S. Pate. Motion by Fordham, seconded by Wenzel to forward the resolution to the County Board for consideration at the April 19, 2011 meeting. Motion carried.
Consideration of a Third Party Vendor for Administration of the CDBG-EAP Lakeside Foods Grant:
K. Schauf explained the need for a third party vendor for administration of the CDBG-EAP Lakeside Foods Grant, noting RFP’s had been received and a successful vendor recommended.
Discussion followed with a motion by Fordham, seconded by Alexander to approve the use of a third party vendor, contingent upon Vierbecher Associates being awarded the contract. Motion carried.
Possible Change to Board Structure/Addition of Subcommittee for Recreation Trail Development:
Supervisor Peter Murray distributed copies of an article from Smithsonian.com relative to establishment of a bike trail in Lanesboro, Minnesota. Mr. Murray addressed the Committee and encouraged a change to Board Structure for the addition of a committee for Recreation Trail Development. Considerable discussion followed and Committee members agreed the creation of a subcommittee of the Economic Development Committee would best serve the intended purpose relative to future issues related to multi-use trail development in Sauk County.
Evaluation of March 29, 2011 Intergovernmental Meeting:
Favorable reports were given by those who attended the recently held intergovernmental meeting; municipalities will also be invited to attend the upcoming mid-term assessment meeting of the County Board.
MIS Department:
S. Pate, MIS Director, presented the monthly report and list of bills for his department. Motion by Wenzel, seconded by Fordham to receive the report and list of bills in the amount of $58,465.40. Motion carried.
Pate distributed draft copies of a resolution entitled, “Authorizing the Purchase ESRI ArcGIS Server Software and Related Services” and reviewed same with Committee members. Motion by Wenzel, seconded by Bach to forward the resolution to the County Board for consideration at the April 19, 2011 meeting. Motion carried. Pate distributed the 2011 MIS listing of carry forward requests. Motion by Alexander, seconded by Bach to approve the total, all departmental, list in an amount of $750,882.00. Motion carried.
Motion by Bach, seconded by Fordham to approve the following Sauk County surplus computer donation requests: Sauk County Community Support Program and Baraboo District Ambulance Service. Motion carried.
County Clerk:
B. Mielke, County Clerk, presented the monthly report and list of bills for her department, including 2010 Wisconsin census population counts. Motion by Fordham, seconded by Bach to receive the report and list of bills in the amount of $28,530.93. Motion carried.
Corporation Counsel:
A. Kleczek Bolin, Assistant Corporation Counsel, presented the monthly report and list of bills for her department. Motion by Fordham, seconded by Bach to receive the report and list of bills in the amount of $1,992.57. Motion carried.
Administrative Coordinator:
K Schauf, Administrative Coordinator, presented the monthly report and list of bills for her department. Motion by Alexander, seconded by Fordham to receive the report and list of bills in the amount of $45,275.93. Motion carried, with Supervisor Wenzel voting nay in specific opposition to the $1,620.00 amount listed for consultant and contractual expenses.
County Board Chair:
Chair Krueger reported on his monthly activities, specifically noting:
* WCA regional meeting.
* Nelson Institute study.
* SCDC annual banquet and upcoming retreat.
* MATC appointment board upcoming meeting.
* Redistricting meeting/s and related issues.
* Preparation work for the mid-term assessment meeting.
Motion by Wenzel, seconded by Fordham to adjourn and set the next, regular meeting date for Tuesday, May 3, 2011 at 5:00 P.M., including the programmatic evaluation process to be used in preparation for the 2012 budget. Motion carried and meeting adjourned at 11:15 AM.
