Discussion and possible action on Christmas Mountain litigation strategy resolution by settlement agreement for Sauk County case number 15 CV 401.  Local government class action opioid litigation update from Corporation Counsel.

MINUTES

 

Executive & Legislative Committee

Tuesday, November 5, 2019 at 3:00 p.m.

Sauk County West Square Building, Room 213, 505 Broadway, Baraboo WI

 

Members Present:  Hambrecht, Czuprynko, Kriegl and Riek

Members Absent:   Vedro

County Personnel:  Jeff Jelinek, Emergency Management; Steve Pate, MIS Coordinator; Daniel Olson, Corporation Counsel; Alene Kleczek Bolin, Administrative Coordinator and Becky Evert, Sauk County Clerk  

County Personnel Absent:                          

Others Present:  Ian Crammond, Pat Rego, Chuck Spencer, Lisa Wilson and Brian Simmert

 

Vice-Chair Hambrecht called the meeting to order at 3:00 p.m. and compliance with the open meeting law was verified.

 

MOTION (Czuprynko/Riek) to adopt the agenda removing items #12, 13, 14, 16, 17 and limiting item #15 to 5 minutes of 

discussion.  Motion carried unanimously.

 

MOTION (Czuprynko/RIek) to approve the minutes from the Regular Meeting on October 1, 2019 and the minutes from the Special Meeting on October 15, 2019.  Motion carried unanimously.

 

Public Comment:  None.

 

Communications:

a)  Letter from Dave Considine.

b)  Village of Prairie du Sac Tax Increment District Number 3.

c)  Village of Prairie du Sac Tax Increment District Number 4.

d)  E-mail from Chief Deputy Spencer regarding Corporation Counsel.

 

Jeff Jelinek, Emergency Management:

a)  Monthly Report/Review and Approval of Vouchers.

Jelinek presented the monthly report and list of bills for his department. 

MOTION (Czuprynko/Kriegl) to approve bills in the amount of $390.45.  Motion carried unanimously.

b)  Discussion of Possible Emergency Management 2020 Budget Changes.  No changes.

 

Steve Pate, MIS Department:

a)  Monthly Report/Review and Approval of Vouchers.

Pate presented the monthly report and list of bills for his department.  MOTION (Czuprynko/Kriegl) to approve bills in the amount of $76,670.85.  Motion carried unanimously. 

b)  Consideration of computer donation requests:  None.

c)   Discussion of Possible MIS 2020 Budget Changes:  No changes.

d)  Authorizing a Contract with Hill’s Wiring, Inc. for Modifications Required to Install Additional Electrical Outlets in the County Board Room and Amending the 2019 County Board Budget to Transfer $18,450 from the Contingency Fund. 

Pate and Crammond spoke to committee regarding this resolution.  MOTION (Czuprynko/Riek) to approve the resolution and forward to the November 12, 2019 County Board Meeting for approval.  Motion carried unanimously.

e)  Considerations of Memorandum of Understandings (MOU’s) with Local Governments.

MOTION (Kriegl/Czuprynko) to support the Memorandum of Understandings (MOU’s) with Town of Dellona and Town of

Greenfield.  Motion carried unanimously.

 

 

 

f)  Possible closed session pursuant to Wisc. Stats. 19.85 (1) (c) Considering employment, promotion, compensation or performance evaluating data of any public employee over which the body has jurisdiction or exercises responsibility.  Review of Steve Pate, MIS Director.  MOTION (Czuprynko/Riek) to go into closed session pursuant to Wisc. Stats. 19.85 (1) (c) Considering employment, promotion, compensation or performance evaluating data of any public employee over which the body has jurisdiction or exercises responsibility.  Review of Steve Pate, MIS Director allowing Kleczek Bolin and Evert to remain.  Vote to go into closed session:  AYES (4):  Hambrecht, Czuprynko, Kriegl and Riek.  NAYS (0).  ABSENT (1)  Vedro.

g)  Reconvene in open session immediately following closed session:  MOTION (Czuprynko/Riek) to reconvene in open session at 3:50 p.m. 

 

Becky Evert, Sauk County Clerk:

a)  Monthly Report/Review and Approval of Vouchers. 

Evert presented the monthly report and list of bills for her department.  MOTION (Czuprynko/Riek) to approve bills in the amount of $876.93.  Motion carried unanimously.

b)  Discussion of Possible County Clerk 2020 Budget Changes.  No changes.

 

Corporation Counsel Department: 

a)  Monthly Report/Review and Approval of Vouchers. 

Olson presented the monthly report and list of bills for his department.  MOTION (Czuprynko/Riek) to approve bills in the amounts of $256.19.  Motion carried unanimously.

b)  Discussion of Possible Corporation Counsel 2020 Budget Changes.  No changes.

 

Alene Kleczek Bolin, Administrative Coordinator:

a)  Administrative Coordinator Monthly Report, Review and Approval of Vouchers. 

Kleczek Bolin presented the monthly report and list of bills for her department.  MOTION (Czuprynko/Kriegl) to approve the bills in the amount of $759.05.  Motion carried unanimously. 

b)  Discussion of Possible Administrative Coordinator 2020 Budget Changes.  No changes.

 

Discussion and Possible Action on Comprehensive Plan Strategy: 

Wilson and Simmert from Land Resources and Environment gave a brief overview to the committee. 

 

Cost of Increasing Staffing to Sauk County:

Supervisor Kriegl spoke to the committee regarding the attachments he provided (handouts were also attached to Granicus). 

 

MOTION (Czuprynko/Riek) to set the next regular meeting for Tuesday, December 3, 2019 at 3:00 p.m. Motion carried

unanimously and the meeting adjourned at 4:40 p.m.
