County Personnel Absent:

Chair Vedro called the meeting to order at 11:00 a.m. and compliance with the open meeting law was verified.
MOTION (Hambrecht/Riek) to adopt the agenda moving item #19 to occur prior to item #12 on the agenda.
Motion carried unanimously.
MOTION (Kriegl/Hambrecht) to approve the minutes of the regular meeting on March 5, 2019.
Motion carried unanimously.
MOTION (Czuprynko/Kriegl) to approve the minutes of the closed session meeting on March 5, 2019.
Motion carried unanimously.
Public Comment:
1) Rob Nurre: Supporting the Man Mound Yellow Thunder process.
Communications:
1) WCA Communication, re: $500.00 donation to a charity.
Jeff Jelinek, Emergency Management:
a) Jelinek presented the monthly report and list of bills for the department.
MOTION (Czuprynko/Kriegl) to approve bills in the amount of $3,450.25. Motion carried unanimously.
b) Consideration of Resolution Adopting 2019 – 2024 Sauk County Hazard Mitigation Plan.
MOTION (Kriegl/Czuprynko) to approve the resolution and forward to April county board for approval. Motion carried unanimously.
Steve Pate, MIS Department:
a) Pate presented the monthly report and list of bills for his department.
MOTION (Czuprynko/Hambrecht) to approve bills in the amount of $258,300.63. Motion carried unanimously.
b) Consideration of computer donation requests.
MOTION (Kriegl/Czuprynko) to approve the computer donation requests with Pate taking a photo of the group receiving the donation to be published in the paper, showing positive things the county is doing. Motion carried unanimously.
c) Consideration of 2018 Annual Report.
MOTION (Kriegl/Czuprynko) to approve the 2018 Annual Report. Motion carried unanimously.
d) Consideration of Mission, Vision and Goals: Pate presented his 2020 Mission, Vision and Goals for the department.
Becky Evert, Sauk County Clerk:
a) Evert presented the monthly report and list of bills for her department.
MOTION (Czuprynko/Riek) to approve bills in the amount of $22,919.46. Motion carried unanimously.
b) Consideration of Mission, Vision and Goals: Evert presented her 2020 Mission, Vision and Goals for the department.
Daniel Olson, Corporation Counsel Department:
a) Olson presented the monthly report and list of bills for his department.
MOTION (Kriegl/Czuprynko) to approve bills in the amounts of $589.63. Motion carried unanimously.
Alene Kleczek Bolin, Administrative Coordinator:
a) Kleczek Bolin presented the monthly report and list of bills for her department.

MOTION (Czuprynko/Kriegl) to approve the 2018 Annual Report. Motion carried unanimously.
iii. Consideration of Mission, Vision and Goals: Kleczek Bolin presented her 2020 Mission, Vision and Goals for
the department.
MOTION (Czuprynko/Hambrecht) to approve the bills in the amount of $188.14. Motion carried unanimously.
b) Kleczek Bolin presented the Criminal Justice Program monthly report and list of bills for the department.

MOTION (Czuprynko/Hambrecht) to approve the 2018 Annual Report. Motion carried unanimously.

the department.
MOTION (Czuprynko/Kriegl) to approve the bills in the amount of $8,825.66. Motion carried unanimously.
c) Review and Consideration of 2018 Administrative and Criminal Justice Program Carryforward requests.
MOTION (Czuprynko/Riek) to approve requests. Motion carried unanimously.
Discussion and Update of a Bike/Pedestrian/Snowmobile Bridge Connecting Sauk and Dane Counties:
Supervisor Krueger gave an update to the committee. (Handout on file)
Consideration of Resolution Requesting Funding from the State of Wisconsin for Road Repairs and Improvements:
Motion (Czuprynko/Vedro) to approve the resolution and forward to the Highway & Parks Committee for
recommendations prior to taking to the April County Board meeting for approval. Motion carried unanimously.
Consideration of Resolution Approving Parks Department and Conservation Planning and Zoning Department
Becoming the Conservation, Parks, Planning, and Zoning Department:
MOTION (Czuprynko/Vedro) to approve the resolution and forward to April County Board for approval.
AYES: (3) Vedro, Hambrecht and Czuprynko. NAYS: (1) Riek. ABSTAIN: (1) Kriegl. Motion carried.
Discussion of District 29 Candidates:
Chair Vedro gave a brief overview. Discussion took place among the committee.
Discussion of Community Development Block Grant Close Program:
a. Federalized Funds
b. De-federalized funds
Kleczek Bolin and Jared Pinkus gave an explanation to the committee. Committee consensus is to move forward with
these programs.
Committee took a break at 1:15 p.m. The meeting resumed at 1:30 p.m.
Chair Vedro announced that the committee will have a special meeting on Friday, April 12th @ 10:00 a.m. to discuss the Proposed Changes to County Board Rules.
Discussion of Courthouse Mural:
Kriegl gave the committee a brief overview.
Discussion of Indigenous Peoples’ Day Celebration:
Chair Vedro and Kleczek Bolin gave updates to the committee.
Discussion of Strategies for Man Mound and Yellow Thunder:
Chair Vedro and Kleczek Bolin gave an overview to the committee.
Discussion of Dark Stores and Possible Interventions by Sauk County:
Kriegl gave committee a brief update. Discussion took place among the committee. Committee consensus was to have staff work on this internally and bring back to the E&L meeting in May.
Consideration of Self-Governance Implementing Ordinance:
Chair Vedro requested to have this item moved to the April 30th Mid Term Assessment.
