County Personnel Absent:

Chair Vedro called the meeting to order at 9:03 a.m. and compliance with the open meeting law was verified.
MOTION (Wenzel/Kriegl) to adopt the amended agenda moving item #11 to occur after communications.
Motion carried unanimously.
MOTION (Czuprynko/Kriegl) to adopt the agenda as amended. Motion carried unanimously.
MOTION (Czuprynko/Kriegl) to approve the minutes of the Regular Meeting on October 2, 2018 and the
Special Meeting on October 16, 2018. VOTE: AYES: (3) Wenzel, Czupyrnko and Kriegl. NAYS: (0). ABSTAIN: (1) Vedro. ABSENT: (1) Hambrecht. Motion carried.
Public Comment:
a) Andrea Lombard, re: support of referendum on self-governance.
b) Rob Nurry, re: Support of resolution declaring the second Monday in October as Indigenous Peoples’ Day in Sauk County.
Communications:
a) Letter from Department of Workforce Development regarding Disaster Unemployment Assistance.
b) Letter of interest from Ross P. Curry regarding the vacancy in Supervisory District #12.

a) Clean Up Needs and Funding.

a) Jelinek presented the monthly report and list of bills for his department.
MOTION (Czuprynko/Wenzel) to approve bills in the amount of $595.58. Motion carried unanimously.
Steve Pate, MIS Department:
a) Pate presented the monthly report and list of bills for his department.
MOTION (Czuprynko/Wenzel) to approve bills in the amount of $129,922.99. Motion carried unanimously.
b) Consideration of computer donation requests: None.
Becky Evert, Sauk County Clerk:
a) Evert presented the monthly report and list of bills for her department.
MOTION (Czuprynko/Kriegl) to approve bills in the amount of $28,546.51. Motion carried unanimously.
Daniel Olson, Corporation Counsel Department:
a) Olson presented the monthly report and list of bills for his department.
MOTION (Wenzel/Czuprynko) to approve bills in the amounts of $306.51. Motion carried unanimously.

Alene Kleczek Bolin, Administrative Coordinator:
a) Kleczek Bolin presented the monthly report and list of bills for her department.

b) Kleczek Bolin presented the Criminal Justice Program monthly report and list of bills for the department.
i. Department Output and Outcome.
MOTION (Wenzel/Czuprynko) to approve the bills in the amount of $36,898.58. Motion carried unanimously.
Discussion and Possible Action to Hold Special Election to Fill Vacancy for District 12:
Chair Vedro gave a brief overview to the committee.
Discussion Of The Impact Of The Dark Store Lawsuits On Local Government And Taxpers And What Could Be Done To Protect Taxpayers From This Impact:
Supervisor Kriegl spoke to the committee regarding this item (Handout on file). Discussion took place among the committee. Committee consensus was to have the Corporation Counsel and the Administrative Coordinator put together some data for the committee to move forward on this matter.
Review and Discussion of Public Comment Practices and Procedures from other Wisconsin Counties or Local
Governments:
Olson gave a brief overview on this item (Handout on file). Discussion took place among the committee. Committee consensus was to have the Corporation Counsel draft a paragraph outlining guidelines and directions for the general public giving public comment and then have the committee review prior to moving the proposal to county board for approval.
Resolution To Conduct Countywide Advisory Referendum On Establishment Of Sauk County As A Statutorily Self-
Organized County:
Supervisor Czuprynko gave a brief overview on this item.
MOTION (Czuprynko/ ) to discuss self-organization at the mid-term before the county takes any
formal action on self-organization and that this item get put forward to a referendum. Motion failed due to a lack of a
second.
MOTION (Czuprynko/ ) to approve the resolution and forward to the November county board for approval.
Motion failed due to the lack of a second.
Resolution Honoring And Commending The Sauk County Employees And Residents For Their Assistance And Response
To The August 2018 Flood:
MOTION (Wenzel/Kriegl) to approved the resolution and forward to the November county board meeting.
Motion carried unanimously.
Declaring The Second Monday In October As Indigenous Peoples’ Day in Sauk County:
MOTION (Kriegl/Czuprynko) to approve the resolution and forward to the November county board meeting. Motion carried unanimously.

Review of Daniel Olson, Corporation Counsel allowing Kleczek Bolin to remain.
Roll Call: AYES: (4) Vedro, Czuprynko, Kriegl and Wenzel. NAYS: (0). ABSENT: (1) Hambrecht.
Motion carried unanimously.
