Vice-Chair Hambrecht called the meeting to order at 3:00 p.m. and compliance with the open meeting law was verified.
MOTION (Kriegl/Riek) to adopt the amended amended agenda. Motion carried unanimously.
MOTION (Czuprynko/Kriegl) to approve the minutes from the Regular Meeting on November 5, 2019. Motion carried unanimously.
MOTION (Kriegl/Riek) to approve the minutes from the Closed Session Meeting on November 5, 2019.
Motion carried unanimously.
Public Comment:
a) Jeff Spencer: Regarding lack of response on opinions from Corporation Counsel.
Communications:
a) E-mail from Supervisor Lohr: Regarding Spring Green Flooding.
Jeff Jelinek, Emergency Management:
a) Monthly Report/Review and Approval of Vouchers.
Jelinek presented the monthly report and list of bills for his department. MOTION (Riek/Czuprynko) to approve bills in the amount of $611.49. Motion carried unanimously.
b) Discussion of Spring Green Flooding and Ground Water.
Steve Pate, MIS Department:
a) Monthly Report/Review and Approval of Vouchers.
Pate presented the monthly report and list of bills for his department. MOTION (Czuprynko/Kriegl) to approve bills in the amount of $87,386.65. Motion carried unanimously.
b) Consideration of computer donation requests: MOTION (Czuprynko/Kriegl) to approve the computer donation. Motion carried unanimously.
c) Authorizing a Contract with American Data for ECS 10 License and Hosting Services. MOTION (Czuprynko/Kriegl) to approve the resolution and forward to December County Board for approval. Motion carried unanimously.
d) Considerations of Memorandum of Understandings (MOUs) with Local Governments.
MOTION (Czuprynko/Kriegl) to approve the MOU for the Town of Merrimac. Motion carried unanimously.
MOTION (Czuprynko/Kriegl) to approve the MOU for the Town of Westfield. Motion carried unanimously.
MOTION (Czuprynko/Kriegl) to approve the MOU for the Town of Winfield. Motion carried unanimously.
MOTION (Czuprynko/Kriegl) to approve the MOU for the Town of Delton. Motion carried unanimously.
Becky Evert, Sauk County Clerk:
a) Monthly Report/Review and Approval of Vouchers.
Evert presented the monthly report and list of bills for her department. MOTION (Czuprynko/Riek) to approve bills in the amount of $2,696.16. Motion carried unanimously.
Corporation Counsel Department:
a) Monthly Report/Review and Approval of Vouchers.
Olson presented the monthly report and list of bills for his department. MOTION (Czuprynko/Kriegl) to approve bills in the amounts of $203.38. Motion carried unanimously.
Alene Kleczek Bolin, Administrative Coordinator:
a) Administrative Coordinator Monthly Report, Review and Approval of Vouchers.
Kleczek Bolin presented the monthly report and list of bills for her department. MOTION (Czuprynko/Kriegl) to approve the bills in the amount of $17,490.76. Motion carried unanimously.
b) Approval of Donation from Sauk County Art Association.
MOTION (Czuprynko/Kriegl) to approve the donation. Motion carried unanimously.
Amending Sauk Co. Code, Chapter 1, Supervisory District Plan, Changing The Supervisory District Boundary Between District 31 And District 29 Resulting From Village Of Prairie Du Sac Annexation:

Consideration of Resolution for Citizen Advisory referenda for a return of Wisconsin Medicare/Medicaid funds: Committee consensus was to have Corporation Counsel draft a resolution for the January E&L meeting.
Discussion of Changes to Sauk County Code of Ethics:
a. Process for Reimbursement of Costs Associated with Ethics Complaints.
b. Use of Examiner/Hearing Officer instead of or to support multi-member Ethics Board.
c. Specifying particular conduct as noncompliant under existing general categories.
d. Utilizing private sector ethics codes to address non-financial misconduct of public officials and employees.
Olson distributed a handout to the committee and attending supervisors (handout on file). Committee consensus is to have Corporation Counsel continue refining the process with the suggested changes.
Supervisor Czuprynko left the meeting at 5:30 p.m.
Committee consensus was also to expand our Ethics Code to be more than financials and direct the Corporation Counsel to include these changes as well.
Facilitation of Process for Performance Feedback of Administrative Coordinator and Corporation Counsel Positions:
Committee consensus was to move this item to the January E&L meeting.
Possible closed session pursuant to Wis. Stat. Sec. 19.85 (1)(g): Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. Discussion and possible action on Christmas Mountain litigation strategy resolution by settlement agreement for Sauk County case number 15 CV 401. Local government class action opioid litigation update from Corporatoin Counsel. MOTION (Riek/Kriegl) to go into closed session pursuant to Wis. Stat. Sec. 19.85 (1)(g): Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. Discussion and possible action on Christmas Mountain litigation strategy resolution by settlement agreement for Sauk County case number 15 CV 401. Local government class action opioid litigation update from Corporation Counsel allowing Evert to remain. VOTE: AYES (3) Hambrecht, Riek and Kriegl. NAYS: (0). ABSENT: (2) Vedro and Czuprynko.
MOTION (Hambrecht/Kriegl) to reconvene into open session.
MOTION (Kriegl/Riek) to approve the Christmas Mountain Settlement and forward to December County Board for approval. Motion carried unanimously.
MOTION (Riek/Kriegl) to set the next regular meeting for Tuesday, January 7, 2020 at 3:00 p.m. Motion carried unanimously and the meeting adjourned at 6:01 p.m.
