This meeting is open to the public. In light of the COVID-19 pandemic, however, members of the public may wish to watch the meeting on streaming video which can be found on the Sauk County webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell. Absent: None
At 9:01 am Chair Krueger called the Land Resources and Environment Committee meeting to order and certified the meeting is compliant with the Open Meeting Law.
Adopt agenda - Motion by Curry/Mc Auliffe to adopt the amended amended agenda. Motion carried, all in favor.
Adopt minutes of previous meeting- September 17, 2021, September 26, 2021 and October 1, 2021 - Motion by
Polivka/Curry to approve the September 17, 2021, September 26, 2021 and October 1, 2021 LRE Committee meeting minutes. Motion carried, all in favor.
Public comment – Tommy Brennan, 1508 Parkview Ct., Prairie Du Sac, WI 53578. Representing self in regard to the proposed changes to Chapter 26.
Galen Alwin – Prairie Du Sac, WI 53578. Representing Sauk County Farm Bureau would like updates and input on proposed changes to Chapter 26.
Arch Morton Jr. – 6337 E. Avalon Rd., Janesville, WI 53546. Representing Sauk County Farm Bureau would like the deadline to stay February 22, 2022.
Steven Blakeslee – E6086 Fliske Dr., Reedsburg, WI 53959. Representing self in regard to Chapter 26 and fencing streams.
Mike Turner – S2715A Gillem Rd., Baraboo, WI 53913. Representing Sauk County Farm Bureau agrees with everything that the other individuals brought up and has not seen any updates on the Chapter 26.
Communications Wilson presented various communication items located on Granicus
Surveyor
Review and approval of vouchers – Dederich noted he had no vouchers.
b. Review and consideration of Surveyor 2022 Budget. Dederich provided the 2022 surveyor budget. Motion by Lohr/McAuliffe to accept the proposed budget for Surveyor. Motion carried, all in favor.
Land Records
a. Department Report. Felton presented the Department report
b. Discussion and Review of the LRM 2022 Budget. Pate provided the 2022 Land Records Budget.
Motion by Polivka/Kinsman to accept the proposed 2022 budget for Land Records. Motion carried, all
in favor.
c. Review and approval of vouchers - Motion by Kinsman/McAuliffe to approve the vouchers in the
amount of $299.00. Motion carried, all in favor.
Register of Deeds
a. Department report – Wilson stated Bailey was unable to attend the meeting. If Committee members
have any questions on the report they should contact Bailey directly.
b. Review and approval of vouchers – Wilson presented the vouchers. Motion by Kinsman/Curry to
approve the vouchers in the amount of
$11,769.00. Motion carried, all in favor.
c. Discussion and review of ROD 2022 Budget. Wilson provided the 2022 ROD Budget in Bailey’s
absence. Motion by Curry/Lohr to accept the proposed budget for Register of Deeds. Motion carried,
all in favor.
Land Resources and Environment
a. Department report – Wilson presented the Department Report.
b. Review and approval of vouchers – Wilson noted the amounts of the two separate voucher statements. Motion by McAuliffe/Nelson to approve the vouchers in the amount of $24,276.45 for LRE and $13,933.02 for Parks. Motion carried, all in favor.
c. Presentation and discussion on Chapter 26 Amendment process.
Schlupp presented the Stakeholder meeting notes and Territory meeting notes. Schlupp commented on the Farm Bureau concerns from the letter provided as well as the public comment about Chapter 26 amendments. Schlupp went through all the changes of the Chapter 26 Amendments process. Nelson questioned if the revisions being proposed are making progress or are watered down. Schlupp explained. Polivka stated he was unaware of any Territories meetings posted for Chapter 26. Polivka believes Schlupp has made some good changes, but we need to make sure that the producers have the opportunity to attend these meetings and make sure they are not held during the months of April/May and October/November. Lohr ask Schlupp if she could elaborate on phosphorus index. Schlupp explained. Puttkamer complimented both the LRE staff and the Stakeholders for their hard work. Polivka stated the department has worked hard to get where they are at today. Chair Krueger has heard that the stakeholders were concerned there would be retaliation. Krueger state that in his time on the Board, he is not aware of any retaliation. Krueger stated if it should happen, it needs to be reported to LRE director or Sauk County Administrator. Peper asked if the phosphorus test is for water or soil. Schlupp explained. Peper stated farmers want clean water, clean water makes them money. McAuliffe feels the breakdown in communication is between the towns not the department. Polivka agrees it is not the departments problem it is the towns not communicating.
d. Discussion and possible action to reschedule the public hearing on Chapter 26 Amendments from
February 22, 2022 to November 30, 2021.
Schlupp explained the need to move the Chapter 26 public hearing up to November 30, 2021. Polivka would like to see it moved out not up. Nelson stated at looking at the changes there really is only about 2 paragraphs that has changes so it should be able to be moved to November. Lohr agreed there are not a lot of changes. Chair Krueger thought maybe try for Public Hearing on January 13, 2022. Peper ask if it would be a daytime or nighttime meeting. Polivka thought an evening meeting would work best for attendance of the stakeholders. Nelson felt is someone could not make a daytime meeting they can provide written comment prior to the hearing. Motion by Lohr/Curry to move the Chapter 26 Public Hearing originally scheduled for February 22, 2022 to January 13, 2022 with Board approval scheduled for January 18, 2022, and to have draft ordinance amendments provided to the Sauk County Farm Bureau. Motion carried, all in favor.
e. Review and discussion of LRE 2022 Proposed Budget.
Wilson presented the LRE 2022 proposed budget. Nelson asked if there were concerns of losing LRE interns. Wilson explained the intern positions verus LTE positions. Polivka thanked Wilson for the time spent on 2022 budget. Motion by Polivka/ Kinsman to approve the proposed 2022 LRE Budget. Motion carried, all in favor.
f. Discussion and possible action to award and authorize the LRE Director to enter into a contract for
engineering services for the retaining wall along the Great Sauk State Trail in the Village of Prairie du Sac.
Wilson asked for authorization to enter into a contract with Ramaker for engineering services for the retaining wall along the Great Sauk State Trail in the Village of Prairie du Sac. Motion by Lohr/McAuliffe to enter into contract with Ramaker for the GSST retaining wall. Motion carried, all in favor
g. Discussion and possible action on a Resolution Awarding a Contract for Snowmobile Trail Improvements.
Alt provided background and history of this request. Alt noted that MJ Beck came in with the lowest bid of $11,500. Nelson asked if the improvements solved the private landowner’s issues. Alt explained. Nelson asked if there are any concerns about damage to the woods for the trails. Alt explained. Motion by Lohr/Polivka to award a contract to MJ Beck for improvements to the snowmobile trails and to waive information associated with the bid per section 1.4 of the bid packet. Motion carried, all in favor.
h. Discussion and possible action on a Resolution Adopting Amendments to the LRE Fee Schedule for
Chapter 10 County Parks.
Stieve provide background and history of the request. Motion by Nelson/Polivka to amend the fees
schedule for Chapter 10 County Parks. Motion carried, all in favor.
i. Discussion and possible action on a Resolution Awarding a Contract for a Parking and Land Acquisition Plan for White Mound County Park.
Wilson provided background and history of the request. Motion by Nelson/Polivka to award the contract for the Parking and Land Acquisition Plan for White Mound County Park to Graef in the amount of $23,770. Motion carried, all in favor.
j. Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot
for Brian and Susan Stienmetz, located in Section 35, T12N, R03E Town of Ironton, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances.
Christensen provided background and history of the request. Motion by Polivka/Curry to approve a conditional use permit for a planned rural development lot for Brian and Susan Stienmetz.

b. Farm Service Agency (FSA) Puttkamer stated the Election is November 1, 2021
c. Foresters - None
d. Economic Development Committee - None
e. Mirror Lake District – Krueger noted that group did not meet.
f. Lake Virginia Management District – Nelson stated that the group met on September 11, 2021. Nelson
stated that the algae was down this year, pond leaf was up. Eric Larson was elected to the
committee.
g. Lake Redstone – Kinsman state that the group met on October 13, 2021 but he was unable to attend the
meeting.
Next meeting dates – Tuesday October 26, 2021 and Thursday November 11, 2021
