Absent: None.
At 9:03 a.m. Chair Krueger called the Land Resources and Environment Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt amended agenda: Motion by Curry/McAuliffe to adopt the amended agenda. Motion carried, all in favor.
Adopt minutes of previous meetings – February 23, 2021: Motion by Curry/Kinsman to approve the February 23, 2021 LRE Committee meeting minutes. Motion carried, all in favor.
Public comment: None
Communications
Committee Training - Wilson presented the Planning and Zoning Webinars that are coming up. Suggested Committee to take a look at them if they are interested.
Chapter 26 Update - Wilson notified Committee that there has been no response or feedback provided to the Department in regards to Chapter 26, outside of the two supervisors. Wilson noted that while the public hearing was noticed per the motion of Committee, staff will be requesting that the item be tabled to a future date to allow staff to work with the farming agencies and landowners
Land Records:
a. Department Report - Felton provided a report of department parcel updates.
b. Review and approval of vouchers. Felton reviewed vouchers in amount of $24,532.37 Motion by McAuliffe/Kinsman to approve the vouchers in the amount of $24,532.37. Motion carried, all in favor.
Register of Deeds:
a. Department Report - Bailey provided a report on budget.
b. Review and approval of vouchers - Bailey reviewed vouchers in the amount of $12,823.72. Motion by Kinsman/McAuliffe to approve the vouchers in the amount of $12,823.72. Motion carried, all in favor.
Land Resources & Environment:
a. Department Report - Wilson presented the department report.
b. Review and approval of vouchers – Wilson reviewed vouchers in the amount of $28,319.59. Motion by Curry/Lohr to approve the vouchers in the amount of $28,319.59. Motion carried, all in favor.
c. Review and approval of a shared access easement/maintenance agreement between Sauk County and United Cooperative CCP for Lot 1 CSM 6981 and Lot 1 CSM 6880 located in the Town of Prairie du Sac. Simmert reviewed access easement/maintenance agreement. Motion by McAuliffe/Lohr to approve the shared access easement/maintenance agreement as presented. Motion carried, all in favor.
d. Discussion and possible action on Clean Sweep Updates – Partnership with Dane County for HHW. Bula gave an update on the 2021 Clean Sweep event and the Partnership with Dane County for HHW and on Ag Plastics Collection Program. Discussions were presented and staff will look into further with Dane County. Motion by Nelson/Kinsman to approve the in-county event date of September 25, 2021 and to direct staff to explore options with Dane County. Motion carried, all in favor.
e. Update on Ag Plastic Collection Program. Discussed with item d.
f. Discussion and possible action on 2021 LRE Department Carryforwards. Wilson reviewed with committee. Motion by Nelson/Kinsman to approve carry forwards in the amount of $1,355.237. Motion carried, all in favor.
g. Discussion and possible action on Financial Policy for Cost Share projects. Schupp reviewed the policy with committee. Motion by McAuliffe/Curry to approve the Financial Policy for Cost Share projects as presented. Motion carried, all in favor.
h. Discussion and possible action on a Resolution Authorizing Participation in the State of Wisconsin
Motorized Recreation, Grant program for ATV/UTV trails. Alt reviewed the program with the Committee. Motion by Curry/Kinsman to approve the Resolution Authorization participation in the State of Wisconsin Motorized Grant Programs for ATV/UTV’s. Motion Carried, all in favor.
i. Discussion and possible action on a Resolution Authorizing the Purchase of a Pickup Truck and
Accessories for the Land Resources and Environment Department. Stieve presented the information.
Committee members asked for clarification on how the vehicle is chosen. Motion by Lohr/McAuliffe to
authorize the purchase of the pickup truck with accessories. Motion carried, all in favor.
j. Discussion and possible action on authorizing the leasing of a tractor. Meyer presented the information. Lohr
questioned the value at trade-in. Committee members discussed the difference in value for older tractors
versus more technologically advanced tractors. Motion by Lohr/McAuliffe to authorizing the leasing of a
tractor. Motion carried, all in favor.
k. Discussion and possible action on and Approval on a Resolution Authorizing an Amendment to the Contract with Ayers Associates for Engineering of Hemlock Dam. Stieve provided background information. Motion by McAuliffe/Nelson to authorize an amendment to the contract with Ayres for Hemlock Dam. Motion carried, all in favor.
l. Discussion and possible action on an agreement between Sauk County and the Town of LaValle for
Patrol Services. Stieve reviewed the agreement. Motion by Lohr/Puttkamer, Motion carried, all in favor.
*m. Discussion and possible action on a Resolution Authorizing Participation in the State of Wisconsin
Motorized Recreation, Grant program for snowmobile trails. Alt presented information on the snowmobile grant. Motion by Lohr/Curry to authorizing participation in the State of Wisconsin Grant program for snowmobile trails. Motion carried, all in favor.

Economic Development Committee. Marty gave an update from the 2/25 meeting.
Mirror Lake District. No Report
Lake Virginia Management District. Nelson informed that their next meeting will be the week of March 15.
Lake Redstone Management District. Kinsman informed us that their next meeting will be the week of March 15 as well. Kinsman noted that they are working on the project for which they received grant funds from the County and continue to work with the contractor of the dredging project.
Next meeting dates of the Land Resources & Environment Committee will be held on Tuesday March 30, 2021 and Thursday April 8, 2021, at 9 a.m.
Motion to Polivka/Puttkammer in adjourn at 10:44 am. Motion carried, all in favor.
