This meeting is open to the public. In light of the COVID-19 pandemic, however, members of the public may wish to watch the meeting on streaming video which can be found on the Sauk County webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell. Masks are encouraged but not required. Social distancing of 6 feet is required.

Land Resources and Environment (LRE) Committee member present: M. Krueger, R. Nelson, P. Kinsman, V. McAuliffe, R. Puttkamer, D. Polivka, B. Lohr, R. Curry
Others Present: L. Wilson, M. Schlupp, G. Templin-Steward, L. Digmann, B. Bailey, B. Miller
Absent: P. Dederich
At 9:00 am Chair Krueger called the Land Resources and Environment Committee meeting to order and certified the meeting is compliant with the Open Meeting Law.
Adopt agenda – Motion by McAuliffe/Polivka to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting- November 30, 2021 - Motion by Curry/Kinsman to approve the November 30, 2021 LRE Committee meeting minutes. Motion carried, all in favor.
Public comment None
Communications Wilson presented the Bear Creek AEA Snapshot. Kinsman inquired if this is for Township and/or Watershed. Schlupp explained. Nelson wondered if there were notices sent out to eligible landowners in the Township. Schlupp explained. Wilson stated that SSWIG will have an extra $25,000 for next year’s programs.
Surveyor – Krueger stated that Dederich from the Surveyor Department was not present. Motion by Kinsman/Puttkamer to lay on the table to give Dederich time to appear.

Register of Deeds
a. Department report – Bailey presented the Department Report.
b. Review and approval of vouchers – Motion by Polivka/Curry to approve the vouchers in the amount
of $10,690.24. Motion carried, all in favor.
Land Resources and Environment
a. Department report – Wilson presented the Department Report. Nelson asked if there were any updates on the GSST
retaining wall. Wilson stated that the report was just received from the engineer. Polivka asked if there were any
updates on the Hemlock Dam. Wilson explained. Krueger noted they met with the State Legislators. Chair Krueger
felt the meeting went well and Senator Erpenbach stated he will have a discussion with the DNR regarding Hemlock
Dam.
b. Review and approval of vouchers. Motion by McAuliffe/Kinsman to approve the vouchers in the
amount of $26,231.95 for Parks and $36,697.35 for LRE. Motion carried, all in favor.
c. Discussion and possible action on 2022 LRE Meeting Schedule. Wilson introduced the item. Motion by
Polivka/McAuliffe to approve the 2022 LRE meeting schedule. Motion carried, all in favor.
d. Discussion and possible action on 2022 Lake Management Grant Funding criteria. Wilson introduced the item.
Nelson asked if there would be any way of expanding this project to include the Baraboo River. Wilson stated we
would probably need more funding to expand the program to include the Baraboo River. Puttkamer stated that the
reason it was developed the way it is, is because the Baraboo River already receives funds. Chair Krueger explained
the rationale for the funds when Lake Redstone came forward and need funds. Polivka stated that the Baraboo
River already receives funding and lakes need more funding. Motion by Kinsman/McAuliffe to approve the 2022
Lake Management Grant Funding. Motion carried, all in favor.
e. Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Scott
Fuchs, located in Section 19, T09N, R06E Town of Prairie du Sac, Sauk County, pursuant to Chap 7 Subchapter IX,
of the Sauk County Code of Ordinances.
Templin provided the background and history of the request. Motion by Polivka/Curry to approve the conditional use
permit for a Planned Rural Development lot for Scott Fuchs. Motion carried, all in favor.
f. Discussion and update from the 2021 Clean Sweep Event. Wilson presented an update from the 2021 Clean Sweep
Event. Nelson asked if we were within budget. Wilson stated that the had around $50,000 for Clean Sweep and Ag
Plastics. Wilson stated that the contract has been signed to partner up with Dane County Clean Sweep to allow
residents to take their items to their facility with a voucher. Nelson asked if we have had anyone use the voucher
program yet. Digmann noted that several people have received vouchers. Polivka stated that this is one of the better
programs.
Reports
a. Natural Resources Conservation Service (NRCS) - None
b. Farm Service Agency (FSA) Puttkamer stated there was an election held on December 8, 2021. Robin Craker was
elected for the Northeastern part of the county. Polivka stated that he was talking with a producer and has heard there
was money appropriated to the farmers but about the funds are not getting out to the farmers.t distributed to the
farmers. Puttkamer explained.
c. Foresters - None
d. Economic Development Committee – Krueger updated everyone on the marketing project that has been happening.
Miller stated that the marketing is moving forward and is very impressed with what is coming from it. Polivka stated
that hard wiring has been laid for Broadband in Spring Green and it should be up and running in the next couple
months.
e. Mirror Lake District – Krueger stated they met November 18. Vierbicher gave district updates on the dredging
projects and plans should be completed by the first of the year. The district received updates on the Healthy Lakes
grant. Krueger stated the district is getting ready for next season for clean boats, clean waters program.
f. Lake Virginia Management District – Nelson stated they will meet on Saturday.
g. Lake Redstone – Kinsman stated they will be meeting next week.
Closed session pursuant to Wis. Stat. § 19.85(1)(c) considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility: Performance evaluation of the Land Resources & Environment Director. Motion by Polivka/Kinsman to enter into closed session at 9:55 a.m. Roll call: Krueger – yes, Kinsman – yes, Curry – yes, Nelson – yes, Polivka – yes, Lohr – yes, McAuliffe - yes, and Puttkamer – yes. Motion carried unanimously.
Motion by Nelson/Kinsman to reconvene in open session at 10:26 a.m. following the closed session. Motion carried, all in favor.
Next meeting dates – Tuesday, December 28, 2021 and Thursday, January 13, 2021.
Motion by Kinsman/Curry to adjourn at 10:27 a.m. Motion carried, all in favor.
