This meeting is open to the public. In light of the COVID-19 pandemic, however, members of the public may wish to watch the meeting on streaming video which can be found on the Sauk County webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell. Masks are encouraged but not required. Social distancing of 6 feet is required.

A roll call vote will be taken to go into closed session. (Topic: Hemlock Lake Dam Land Use Agreement).

At 9:00 am Chair Krueger called the Land Resources and Environment Committee meeting to order and certified to be in compliance with the Open Meeting Law.
Adopt agenda - Motion by Curry/Kinsman to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting- August 31, 2021 - Motion by Nelson/Puttkamer to approve the August 31, 2021 LRE Committee meeting minutes. Motion carried, all in favor.
Public comment - None
Communications Wilson presented the monthly pollen flyer for the month of August. Wilson informed the committee about the International Crane Foundation Event and the Bula Pasture Walk.
Register of Deeds
Department report – Bailey provided the department report.
Review and approval of vouchers - Motion by Polivka/Curry to approve the vouchers in the amount of $10,207.57. Motion carried, all in favor.
Land Resources and Environment
Department report - Wilson provided the department report.
Review and approval of vouchers - Motion by Kinsman/Nelson to approve the vouchers in the amount of $21,410.81 for LRE and $22.962.71 for Parks. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for William and Helen Birkemeier, located in Section 28, T09N, R04E Town of Spring Green, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances.
Templin presented background and history of the request. Polivka asked if they were just separating the home. Templin explained. Kinsman asked if the well and septic were going to be separated. Templin explained. Motion by Polivka/Nelson to approve a conditional use permit for a Planned Rural Development lot for William and Helen Birkemeier. Motion carried, all in favor.

Christensen presented background and history of the request. Motion by Kinsman/McAuliffe to approve a conditional use permit for the construction of a dwelling in an Exclusive Agriculture zoning district on a parcel greater than 35 acres. Motion carried unanimously.
Discussion and possible action on updates to the LRE Code Enforcement Process and Policy.
Simmert presented background and walked the Committee through the process. Curry asked how much the fines are and do they cover the cost. Templin explained. Nelson asked if it is correct that we issue 6 notices before we issue citations. Templin explained the ordinance provisions versus the policy set by past Committee. Nelson asked once we reach step 11 what happens and why do things fall apart. Simmert explained the issues with past Corporation Counsel. Nelson noted there was a typo on 3A. Kinsman asked why the Inspector/Pumper would ever get a citation. Templin explained. Motion by Nelson/Kinsman to accept and approve the LRE Code Enforcement Process and Policy. Motion carried unanimously.

Wilson presented the Resolution for program grant. Motion by Polivka/Puttkamer to approve the Resolution Authorizing Participation in the County Conservation Aids Grant Program. Motion carried, all in favor.

d. Economic Development Committee – Chair Krueger stated the Committee was given an update on the status of Mr. Pinkus’s projects.
e. Mirror Lake District – Chair Krueger stated that The Town of Delton held a meeting on 8/31/2021 and decided to not partner with Mirror Lake District and Sauk County on the renovations to the Town’s boat landing. Curry stated he was in favor of the renovations, but the officials do not want to spend the money and would have a lot of restrictions placed on any approval. Polivka would like to extend his appreciation for the time spent on the Mirror Lake boat tour. Polivka stated it was his first time on the lake and learned a lot. Krueger stated the district approved their budget and it will remain the same as last year.
f. Lake Virginia Management District – Nelson noted that the annual meeting is scheduled for Saturday 9/11/2021.
g. Lake Redstone – Kinsman gave an update on the FEMA funding the district was pursing. Kinsman noted that final payment was made to the dredger. Kinsman reported that the group had positive feedback on the Watershed Field Day and are looking to do something in the future. Polivka suggests that Redstone invite farmers to the field day to build relationships with them. Kinsman stated that Redstone would like to get NRCS and FSA involved to hold discussion with landowners that have erosion. Nelson asked do lake districts get together ever to share each other’s ideas. Krueger explained the history but noted that could be tried again.
Chair Krueger called for a closed session on the Hemlock Lake Dam Land Use Agreement. Motion by Nelson/Kinsman to go into closed session along and include LRE Director Wilson, Administrator Miller, and Park and Recreation Manager Stieve in the discussion. Roll call: Nelson – yes, McAuliffe – yes, Puttkamer – yes, Curry = yes, Kinsman – yes, Krueger – yes, and Polivka – yes. LRE Committee entered closed session at 10:07 a.m.
Motion by Nelson/Curry to reconvene in open session. Roll call: Nelson – yes, McAuliffe – yes, Puttkamer – yes, Curry = yes, Kinsman – yes, Krueger – yes, and Polivka – yes. LRE Committee reconvened in open session at 11:04 a.m.
Next meeting dates – Friday, September 17, 2021 and Tuesday, September 21, 2021. Polivka requested that updates to the zoning ordinance regarding kennels be placed on upcoming agenda for discussion.
Motion by Curry/Nelson to adjourn at 11:06 a.m. Motion carried, all in favor.
