This meeting is open to the public. In light of the COVID-19 pandemic, however, members of the public may wish to watch the meeting on streaming video which can be found on the Sauk County webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell. Masks are encouraged but not required. Social distancing of 6 feet is required.

Petition 16-2021. A petition from Grede, LLC. to consider a conditional use permit pursuant to s. 7.041(4)(i) for landfill, sanitary. Said conditional use is located in Section 23, T12N, R4E, Town of Reedsburg, Sauk County, tax parcel identification numbers 030-0820-00000, 030-0821-00000, 030-0827-00000, 030-0809-00000, 030-0808-20000, 030-0810-10000, and 030-0822-10000.
Petition 17-2021. A petition from John Schmucker to consider a conditional use permit pursuant to s. 7.040(3)(i) for wood fabrication. Said conditional use is located in the E ½, SW ¼, Section 36, T13N, R2E, Town of Woodland, Sauk County, tax parcel identification number 044-0730-00000.
10. Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Myron and Francis Hohl, located in Section 25, T12N, R07E Town of Greenfield, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances.

At 9:00 am Chair Krueger called the Land Resources and Environment Committee meeting to order and certified to be in compliance with the Open Meeting Law.
Adopt agenda - Motion by Curry/Kinsman to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting- July 8, 2021 – Motion by Polivka/Nelson to approve the July 8, 2021 LRE Committee meeting minutes. Motion carried, all in favor.
Public comment - None
Communications Wilson presented the thank you letter from the staff at GLW elementary school for the help from Justine Bula on the pollinator plant project and also a support letter from a resident for the Master plan on the County Farm. Wilson also presented the Sauk Well Trend progress report.
Review and approval of vouchers – LRE Motion by Curry/McAuliffe to approve vouchers in
the amount of $23,988.28. Motion carried, all in favor
Discussion and possible action to set a date to tour Mirror Lake. The Mirror Lake tour will be on
August 23, 2021 at 4:00 p.m. Motion by Curry/Polivka. Motion carried, all
in favor.
Discussion and possible action to set a date for a Fall Parks Tour. The decision on a date for the
Fall Parks Tour has been postponed for consideration of other possible dates in the month of
October. Motion by Kinsman/McAuliffe to postpone to the next Committee meeting. Motion
carried, all in favor.

Petition 16-2021. A petition from Grede, LLC. to consider a conditional use permit pursuant to s. 7.041(4)(i) for landfill, sanitary. Said conditional use is located in Section 23, T12N, R4E, Town of Reedsburg, Sauk County, tax parcel identification numbers 030-0820-00000, 030-0821-00000, 030-0827-00000, 030-0809-00000, 030-0808-20000, 030-0810-10000, and 030-0822-10000.
Christensen appeared and provided a background and history. Nelson asked what kind of materials were going into the landfill and does it meet state standards. Christensen explained. Nelson wondered what the difference was between the NR500 water test vs. the state test. Christensen said that would be a question for the applicant.
Neil Pfaff engineer from Vierbicher representing Grede LLC explained NR500 water test are much more in depth than the state’s water test.
Genord representing Grede LLC explained that the only thing that is put into to landfill is waste sand and slag. No hazardous materials are put into the landfill. Puttkamer wondered when using product does it come directly out of landfill. Genord explained. Polivka asked if the sand is used in casting. Genord stated yes. Nelson asked what they are testing for being it is only sand. Genord explained they test for metal and arsenics which is the biggest concerns. Kinsman wondered if any testing has shown contamination. Genord stated nothing has ever been close to any contamination.
Carl Mundth representing the Town of Reedsburg says the CUP has been approved with the Town and the Town Board. Motion by Kinsman/Polivka to approve the conditional use permit for a sanitary landfill subject to the conditions as noted within the staff memo based upon the Findings of Fact and Conclusion as presented. Motion carried, all in favor.
Petition 17-2021. A petition from John Schmucker to consider a conditional use permit pursuant to s. 7.040(3)(i) for wood fabrication. Said conditional use is located in the E ½, SW ¼, Section 36, T13N, R2E, Town of Woodland, Sauk County, tax parcel identification number 044-0730-00000.
Christensen appeared and provided a background and history. Christensen noted that the applicant was unable to attend meeting. Christian stated there has been no issues or complaints against the property or exiting use. Motion by Curry/Nelson to approve the conditional use permit for the expansion of a wood fabrication business subject to the conditions as noted within the staff memo based upon the Findings of Fact and Conclusion as presented. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural
Development (PRD) lot for Myron and Francis Hohl, located in Section 25, T12N, R07E Town
of Greenfield, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of
Ordinances.
Hillman presented the Conditional Use Permit for a PRD on the Myron and Francis Hohl lot.
Nelson asked for clarification to what lot the PRD was for. Hillmann explained based upon the
maps provided. Hillmann noted that the town of Greenfield has approved the PRD. Motion by
Polivka/Curry to approve the conditional use permit for a Planned Rural Development for Myron
and Francis Hohl. Motion carried, all in favor.
Update on Chapter 26 implementation Schlupp presented the updates on Chapter 26 and the
Potential process for implementation. Puttkamer thought maybe citations may be a better way to
handle the manure storage pit issues rather than putting it on the deed. McAuliffe and Kinsman
questioned if the deed is the best option so future buyers are aware. Nelson was wondering
what the rejection of recording it is. Puttkamer says people don’t want to be put on that pedestal
or singled out later on if there are issues. Chair Krueger commented that he is very disappointed
out of the 22 townships in Sauk County that only 1/3 have come forward with a response on the
manure pits in their township. Krueger is going to talk with the Towns Association to see if they
could help. Polivka applauded Schlupp for all her hard work on the Chapter 26 project.
Next meeting dates - Thursday, August 12, 2021 and Tuesday, August 31, 2021
Motion by Nelson/McAuliffe to adjourn the meeting at 10:45 a.m. Motion carried, all in favor.
