Land Resources and Environment Committee members present: J. Berlin C. Spencer, M. Krueger (9:07 a.m.), B. Newport, and R. Puttkamer
Absent: J. Dietz and G. Johnson.
Others present: L. Wilson, G. Templin, S. Pate, B. Bailey, M. Stieve, M. Keenan, J. Bula, C. Miller, C. Norgard
At 9:03 a.m. Spencer called the Land Resources and Environment Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by C. Whitsell/R. Puttkamer to adopt the amended agenda as presented. Motion carried, all in favor.
Adopt minutes: Motion by J. Berlin/B. Newport to approve the May 28 and June 5, 2019 minutes LRE Committee meeting minutes. Motion carried, all in favor.
Public Comment:
None.
Communications:
Wilson reviewed email correspondence in support of a possible outside agency request of Lake Redstone funding in the 2020 budget.
Land Records
Department report. Pate appeared and presented the department report.
Review and approval of vouchers. Pate appeared and presented vouchers in the total amount of $28,739.39. Motion by C. Whitsell/J. Berlin to approve vouchers in the amount of $28,739.39. Motion carried, all in favor.
c. Discussion and possible action on Land Records 2020 Mission, Vision and Goals. Pate appeared and reviewed the Land Records mission, vision and goals for approval. Motion by J. Berlin/C. Whitsell to approve the Mission, Vision and Goals, as presented. Motion carried, all in favor.
Register of Deeds
a. Department report. Bailey appeared and presented the committee to the ROD department report.
b. Review and approval of vouchers. Bailey reviewed vouchers in the amount of $9,834.06. Motion by J. Berlin/B. Newport for vouchers in the amount of $9,834.06. Motion carried, all in favor.
c. Discussion on 2020 Budget projections. Bailey reviewed 2020 budget projections.
Land Resources and Environment
a. Department report. Wilson appeared and reviewed the department report.
b. Review and approval of vouchers. Templin reviewed the vouchers in the amount of $31,074.52 for the CPZ section of the department and $20,570.21 for the Parks section of the department. Motion by C. Whitsell/B. Newport to approve vouchers for the entire Land Resources and Environment Department. Motion carried, all in favor.
c. Discussion and possible action on resolution Commending Brent Bergstrom for 32 Faithful Years of Service to the People of Sauk County. Motion by J. Berlin/R. Puttkamer to approve the resolution Commending Brent Bergstrom for 32 Failthful Years of Service to the People of Sauk County. Motion carried, all in favor.
d. Discussion of 2020 Budget Projections. Wilson reviewed the 2020 budget projections.
e. Discussion and possible action on resolution Authorizing the Sauk County Groundwater Quality Trend Data Project. Wilson reviewed the Sauk County Groundwater Quality Trend Data Project and resolution. The committee discussed finances, the partnership with other departments and other issues that could arise over the next five years. Motion by M. Krueger/C. Spencer to approve the resolution Authorizing the Sauk County Groundwater Quality Trend Data Project. Motion carried, all in favor.
f. Discussion and possible action on Revolution Plastics alternatives. Wilson and Bula discussed the changes and possible alternatives to working with Revolution Plastics and the ag plastics program for the county. Wilson noted that due to future meetings with other stakeholders to look at options, information will be brought back to the committee for further discussion.
*g. Discussion and possible action on Hemlock Dam Engineering Report. Discussion of Hemlock Feasibility Report and next steps. Wilson discussed the opportunity to have a meeting where the study can be presented to the committee and the public by the engineer, proposing the July 11th meeting at the a location in the Town of LaValle, The Department will contact the Town to arrange the first meeting in July to be held at the Town hall and present that for approval at the next committee meeting as a “next meeting date”.
h. Discussion and possible action on design and construction at Douglas Landing utilizing the Highway Department. Stieve appeared and discussed the construction at Douglas Landing and utilizing the Highway Department for the construction work. Motion by M. Krueger/C. Whitsell to approve the construction project at Douglas Landing utilizing the Highway Department at a cost not to exceed $30,000. Motion carried, all in favor.
*i. Discussion and possible action on improvements/conservation practices on newly expanded pasture at the County Farm. Wilson reviewed the change in cost on improvements/conservation practices on newly expanded pasture at the County Farm. Motion by M. Krueger/R. Puttkamer to approve the change in costs on improvements/conservation practices on newly expanded pasture at the County Farm. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Gerry and Katherine Rosenbaum, located in Section 33, T10N, R5E, Town of Honey Creek, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances. Templin appeared and provided the history and background on the conditional use permit for Planned Rural Development lots for Gerry and Katherine Rosenbaum. She also verified the PRD/conditional use was approved by the Town of Honey Creek. Motion by J. Berlin/B. Newport to approve the PRD/conditional use permit with the recommended conditions, as presented. Motion carried, all in favor.
* Consideration of a Development Plan and review and possible approval of the preliminary plat for Timber Run subdivision located in Section 11, T8N-R3E, Town of Spring Green, Sauk County Wisconsin and owned by Jeff Maier.
Reports
a. Natural Resources Conservation Service (NRCS). Miller appeared and provided a department report.
b. Federal Service Agency (FSA) - Norgard appeared and provided a department report.
c. Foresters - No report.
d. Economic Development Committee. Krueger discussed a recent meeting discussing new logo, placemaking grants, housing and redevelopment, and broadband.
e. Mirror Lake District – Wilson spoke of a 9 key element plan that the group would like to undertake; however, there are a lot of decisions that the district needs to make first. Wilson noted that assistance from the LRE department was requested and will be reviewed at a later date. Krueger followed up with additional information about the lake itself.
f. Lake Virginia Management District – No report.
g. Lake Redstone Management District – Wilson spoke about a meeting held regarding the Lake Redstone dredging project and a district approved special assessment, but also a potential request for a million dollars in county funding.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Wednesday, June 19th and Tuesday June 25th, 2019, at 9:00 a.m. Motion by C. Whitsell/R. Puttkamer to adjourn the meeting at 11:00 a.m. Motion carried, all in favor.
