Attendance by supervisors appearing in-person will be limited to members of the Land Resources and Environment Committee. Conservation, Planning, and Zoning (CPZ) Committee members present: M. Krueger, R. Nelson, R. Curry, D. Polivka, V. McAuliffe, B. Lohr, P. Kinsman, and R. Puttkamer.
Absent: None.
Others present: L. Wilson, G. Templin, and P. Dederich. B. Kraemer, M. Kraemer, J. Godfriaux-Leystra in attendance via zoom for public hearing, please see registration slips.
At 9:00 a.m. Chair Krueger, called the Land Resources and Environment Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by D. Polivka/V. McAuliffe to adopt the agenda as discussed. Motion carried, all in favor.
Adopt regular minutes from June 11, 2020: Motion by V. McAuliffe/B. Lohr to approve the LRE minutes from regular session as presented. Motion carried, all in favor.
Communication: Wilson spoke of a letter that was presented at the last meeting from Jill Kane, however, this meeting it is agendized.
Surveyor Department- Motion by R. Curry/R. Nelson to lay this item on the table until the surveyor attends meeting. Motion carried, all in favor. Chair Krueger removed the item from the table for consideration at approximately 9:51 a.m.
a. Department report. Dederich provided a department report.
b. Review and approval of vouchers. Dederich reviewed vouchers in the amount of $4,473.00. Motion by D. Polivka/V. McAuliffe to approve vouchers as submitted. Motion carried, all in favor.
Review and approval of vouchers – LRE. Motion by D. Polivka/R. Curry to approve the vouchers as submitted. Motion carried, all in favor.

Gina Templin, Land Resources and Environment, appeared and provided the background and history of the request. She reviewed the findings of facts and town recommendations.
Brad Kraemer, applicant, appearing via zoom in favor of the request, provided a background and history of the property as well as noted other neighbors with similar uses. He also stated that the previous owner built the detached structure, it is large enough to be added onto and they may do that versus build a new building.
Michelle Kraemer, applicant, appearing via zoom in favor of the request, stated that they understand that the lots were left larger to allow for horses and reviewed all the neighboring parcels that have either had or do have horses.
Lohr provided information regarding animals historically found on properties in this area.
Curry asked about the number of horses they would like to have. Kraemer stated they are unsure at that time, but possibly 1 or 2.
Janine Godfrieux-Leystra, Town of Prairie du Sac Chair, appearing via zoom as interest may appear, stated she also sits on the Planning Commission for the Town and spoke of the meetings that the Kraemer’s have attended and the town requirements that must be reviewed.
Nelson asked if there were any specific concerns from the people that signed the petition. Godfrieux-Leystra stated that they asked about taxes, and an adjacent neighbor that was concerned about the view. She did remind them they are surrounded by ag zoned properties. Krueger verified the Town Board passed the request unanimously. Leystra confirmed.
Seeing as no one else wished to speak, Chair Krueger closed the public portion of this hearing at 9:47 a.m. and the committee went into deliberation and discussed the Findings of Facts.
Motion by D. Polivka/B. Lohr to approve the rezoning request based on the Findings of Facts as presented and reviewed. Motion carried, all in favor.
Sauk Prairie Conservation Alliance update – Wilson provided an update on a draft proposal between the DNR and the Sauk Prairie Conservation Alliance.
Discussion and possible action on department 2021 Mission, Vision and Goals - Wilson reviewed the draft mission, vision and goals.
Next meetings of the Land Resources and Environment Committee will be held on Thursday, July 9th and Tuesday, July 28th, 2020.
Krueger also reminded of the Parks Tour on July 17th.
Motion by P. Kinsman/B. Lohr to adjourn the meeting at 9:54 p.m. Motion carried, all in favor.
