Conservation, Planning, and Zoning (CPZ) Committee members present: M. Krueger, J. Dietz, G. Johnson, C. Whitsell, B. Newport, C. Spencer, J. Berlin, and R. Puttkamer.
Absent: None.
Others present: L. Wilson, G. Templin, M. Schlupp, W. Christensen, C. Fowler, and J. Bula.
At 9:00 a.m. Chair Spencer, called the Land Resources and Environment Committee meeting to order and Templin certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by C. Whitsell/J. Berlin to adopt the agenda as discussed. Motion carried, all in favor.
Adopt regular and closed session minutes from February 12, 2020: Motion by C. Whitsell/B. Newport to approve the LRE minutes from regular and closed session as presented. Motion carried, all in favor.
Public Comment: None.
Communication: Wilson reviewed the numerous emails received by county staff regarding suggested changes to county ordinances regarding kennels. She also spoke of the municipal dam grant being submitted tomorrow, as well as land by HoChunk to be taken into trust.
Review and approval of vouchers – LRE. Motion by J. Berlin/C. Whitsell to approve the vouchers as submitted. Motion carried, all in favor.
LRE Schedule change – April 28 Public Hearing Date – Wilson reviewed the suggested change to the meeting date due to possible conflicts between the public hearing and having a committee appointed due to the elections. The timing of the county board meeting and selection of a new chair, who appoints the committee members is limited. Motion by G. Johnson/J. Berlin to cancel the LRE Public Hearing meeting date on April 28th. Motion carried, all in favor.
Discussion and possible action on a conditional use permit for a Planned Rural Development (PRD) lot for Steven and Lu Ann Blakeslee, located in Section 2, T11N, R4E, Town of Westfield, Sauk County, pursuant to Chap 7 Subchapter IX, of the Sauk County Code of Ordinances. Christensen appeared and explained the background and history of the PRD request. He also verified the Town of Westfield reviewed and approved the PRD request. Motion by M. Krueger/J. Dietz to approve the PRD as presented. Motion carried, all in favor.
Discussion and possible action on LRE Carryforward request – Wilson stated this item will need to be postponed until the March meeting so that she can meet with Accounting. Motion by M. Krueger/J. Berlin to postpone the item until the March 12th meeting. Motion carried, all in favor.
Discussion and possible action on Clean Sweep modifications – Wilson spoke of the Clean Sweep programs and the struggles with the successfully running the program and reviewed suggested changes for the committee to review. Krueger suggested handling this the same way as the BOMC funding item, in that a small group of committee members work with staff to bring back a framework of suggested changes in a month. Krueger asked how the collection of per/car fee would be handled. He also asked about the tires and the Townships. Bula explained. Krueger suggested speaking to the Town’s at the quarterly Town’s meeting prior to the events. Johnson asked about the price of the larger tires. Bula explained. Whitsell asked how to get the LRE staff out of that commitment. Wilson explained the program is in the department’s budget and programming. Puttkamer spoke of the communication with the townships and having the hazardous waste handled by Veolia. Spencer asked for volunteers to work with Bula to come back with a plan for changes to the program. Dietz, Berlin and Spencer to volunteer and report back to committee by March 24th.
Review of Man Mound and Yellow Thunder master planning work plan. Fowler reviewed the master planning work plan. Consensus of the Committee that the proposed work plan is acceptable.
Discussion and possible action on resolution Authorizing the Director of Land Resources and Environment to Accept Multi Discharger Variance Funding; and Amending the 2020 Budget. Wilson reviewed the background for the resolution. Motion by M. Krueger/C. Whitsell to approve the resolution as presented. Motion carried, all in favor.
Discussion and possible action on conservation camp scholarships Bula spoke about the scholarships and funding for students available in the budget and suggesting 50% cost share for each scholarship. If there are fewer applicants, she would prefer to adjust the funding to pay for more of the scholarship. She would like to post and advertise at 50% but be allowed to adjust if needed. Motion by C. Whitsell/M. Krueger to allow Bula to advertise and present the scholarships as discussed. Motion carried, all in favor.
Next meetings of the Land Resources and Environment Committee will be held on Thursday, March 12th and Tuesday, March 24th, 2020.
Motion by C. Whitsell/M. Krueger to adjourn the meeting at 9:47. a.m. Motion carried, all in favor.
