This meeting is open to the public. In light of the COVID-19 pandemic, however, members of the public may wish to watch the meeting on streaming video which can be found on the Sauk County webpage at https://www.co.sauk.wi.us/meetings. No one should attend the meeting if they are experiencing COVID- or flu-like symptoms, have a fever, sore throat or recently experienced a loss of taste or smell. At 9:00 am Chair Krueger called the Land Resources and Environment Committee meeting to order and certified to be in compliance with the Open Meeting Law.
Adopt agenda Krueger informed the committee that there would be no closed Session today. Motion by McAuliffe/Curry to adopt the agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-May 25, 2021– Motion by Nelson/Curry to approve the May 25, 2021 LRE Committee meeting minutes. Motion carried, all in favor
Public comment none
Communications Schlupp introduced Andrew Shep as the land conservation intern. He is currently a graduate student at the University of Wisconsin Milwaukee. Gina introduced Tate Hillmann the LRE new Land Use/Sanitary Technician.
Schlupp presented the Towns Chapter 26 Awareness Survey. The survey will be sent to the towns and potentially to farmers and farm organizations. Schlupp stated that there is a need to do an inventory on manure pits in Sauk County. Schlupp believes there are more pits than what we are aware of.
Fowler presented the White Mound County Park Master planning event to be held on June 23, 2021 at White Mound. Fowler invited everyone to attend.
Simmert explained that the US 12 construction was communication received by the department.
Register of Deeds
Department report – Bailey provided an update on budget. Bailey stated he became a member of Property Recorders Industry Association and will be attending the Property Recorders Industry Association National Conference in Milwaukee. Bailey stated that this conference is a little more costly than other Conferences, but. he has included the $1100 in his budget and there are some scholarships that he can apply for to help offset some of the cost.
Review and approval of vouchers – Motion by Kinsman/McAuliffe to approve the vouchers in
the amount of $10,010.00. Motion carried, all in favor.
Land Resources and Environment
Department report. Schlupp presented the department report. Schlupp stated that the 2021 Tree
Sale went very well this year and the department has started to make plans for the 2022 Tree
Sale. Schlupp indicated that staff hosted the final garden club program at Al Behrman
Elementary School in Baraboo and students were able to prepare food for school staff.
Conservation on the Lake will be held on June 19, 2021 with the dairy brunch in the morning.
There was a field day on May 20th which included discussion on planting green, rotational
grazing Kernza and incorporating grass into alfalfa fields. Nelson was curious what Kernza was
and Schlupp explained it is a perennial wheat grass that is currently planted in two locations in
Sauk County. Stieve from parks spoke that Discover Wisconsin will be filming an episode of
“Into the Outdoors” at White Mound on an introduction to fishing for kids.
Review and approval of vouchers - Motion by McAuliffe/Curry to approve the vouchers in the
amount of $7,368.22 for Parks and $17,536.79 for LRE. Motion carried, all in favor.
Discussion and possible action on a Resolution Authorizing the Director of Land
Resources and Environment to sign a Hazardous Waste Collection Agreement with
Dane County. Schlupp stated the agreement would authorize vouchers for Sauk County residents
to dispose of their hazardous waste at Dane County. There would be a $10 fee for entering the
facility and Sauk County would be responsible for the remaining $65. Curry was wondering if
the vouchers would have a limit per person. Schlupp thought it would not be a problem to set the
program up that way.
Discussion and possible action on a Resolution Awarding contract for an ADA Access
Audit and Transition Plan for Sauk County Parks and Recreation Facilities. Fowler stated there
were nine bids that came in. MSA Professional Services, Inc. came with the lowest bid of
$18,600. Stieve wanted to make sure the county is protected from liability concerns. Motion by
Nelson/Polivka to approve contract for an ADA Access Transition Plan for Sauk County Parks
and Recreation Facilities to MSA Professional Services, Inc. for $18,600. Motion carried, all in
favor.
Presentation on Chapter 26 Cropland Performance Standards. Schlupp provided a slide
presentation, in which she covered the cropland performance standards. Puttkamer asked if
conservation plans are still required. Schlupp explained that they are not and that nutrient
management plans can act as a conservation plan. Polivka also stated that it takes a lot of time to
build up the soil and we should also recognize the efforts farmers put forth in managing their
land for productivity. Kinsman thought consistence of enforcement is necessary.
Discussion and possible action on a conditional use permit for a Planned Rural
Development (PRD) lot for Bindl Family Trust, Rodney & Ruth Bindl, located in
Section 17, T09N, R04E Town of Franklin, Sauk County, pursuant to Chap 7
Subchapter IX, of the Sauk County Code of Ordinances. Templin provided background and
history of the request. Nelson questioned if we were stretching our 5% allowance. Templin
explained that as the year goes on, larger easements may be offered helping to balance the total
acreage. Motion by Polivka/Kinsman to approve a conditional use permit for a Planned Rural
Development (PRD) lot for Bindl Family Trust, Rodney & Ruth Bindl. Motion carried, all in
favor.
Discussion on Access Ability Wisconsin. Stieve spoke on the Access Ability Wisconsin. Stieve
stated that Access Ability Wisconsin will be visiting White Mound County Park to look at
providing an all-terrain wheelchair at the park.
Discussion on potential park tour. Stieve spoke and asked when the park tour should be offered.
Stieve thought the fall would be best. Committee suggested that he provide committee with
some dates that would work.
Kinsman was excused to leave the meeting at 10:02 am.

* Economic Development Committee – Krueger referenced Jared Pinkus’ report regarding issues
at the Bluffview Community Park. Polivka spoke of the public hearing being held on Monday,
June 14th regarding the Tri County Airport federal funding. Polivka noted that a resolution
approving the funding will be up for approval at the next board meeting.
* Mirror Lake District- Krueger stated the next meeting is June 17, 2021. Krueger also requested
permission from the committee to explore organizing a tour on Mirror Lake this summer.
* Lake Virginia Management District-none
* Lake Redstone Management District – Kinsman stated they have not met.
Next meeting dates -Tuesday, June 29th and Thursday, July 8th, 2021
Motion by Curry/Lohr to adjourn at 10:15 am. Motion carried, all in favor
