At 9:00 a.m. Vice Chair Ashford called the Conservation, Planning, and Zoning Committee meeting to order and certified to be in compliance with the Open Meetings Law.
Adopt agenda: Motion by Polivka/Fish to adopt the amended agenda. Motion carried, all in favor.
Adopt minutes of previous meeting-February 24: Motion by Peterson/S. Johnson to adopt the minutes from the February 24 Conservation, Planning, and Zoning Committee meeting. Motion carried, all in favor.
Public Comment: None.
Communications:
- Using regional/county level information in siting of quarries and mines-CPZ Committee sees no need to pursue this at this time.
Lehman-arrived at 9:07 a.m.
- Wisconsin Land+Water Conservation Association communications-all the resolutions passed at the annual conference.
- Southwest Badger Resource Conservation & Development (RC&D) communications-their Executive Director Cara Carper has accepted another job.
- American Transmission Co. and Xcel Energy for Badger Coulee Transmission Line Project routes-project is moving forward.
Review and authorization for chair to sign notices of noncompliance for Farmland Preservation Program participants: Sadler reported that two participants in noncompliance voluntarily withdrew from the program. If they come into compliance, they can get back in the program.
Motion by Polivka/N. Johnson authorizing Chair Lehman to sign notices of noncompliance for: James Acker, Richard Kaun, David Litscher, Willard McDonough, Nancy McGann/John & Ruth McGann Family Trust, Jon Peterson. Motion carried, all in favor.
Discussion and action regarding review and approval of cemetery plat in the Village of Sauk City for the 2014 Addition to the Sauk City Cemetery Code "E" by the Sauk City Cemetery Association: Motion by Peterson/Fish to approve the cemetery plat. Motion carried, all in favor.
Consideration of approval for the use of Ho-Chunk funds for a project position Community and Public Relations Analyst for trail development activities: Krueger provided information about applying for a grant through the Wisconsin Economic Development Corporation (WEDC) for the Great Sauk Trail (GST) by the April 17 deadline for $250,000 for construction of this trail. Also, need to develop a friends group. Simmert is unable to take on this additional work for the GST. Keri Olson is currently the interim director for the Aging & Disability Resource Center. She could work there 50 percent and do the above mentioned GST responsibilities at 50 percent time until April 17. Motion by Ashford/Polivka to approve hiring Olson at 50 percent time using the Ho-Chunk funds approved in February for this project position. Motion carried, all in favor except Lehman opposed.
Consideration of a conditional use permit pursuant to 7.074(3) of the Sauk County Zoning Ordinance for a dwelling in an area zoned exclusive agriculture on land located in S22,T.9N.R.4,E Town of Franklin, Sauk County for Justin Stanek: Since this is over 40 acres, they have to come through CPZ to build the house. Motion by N. Johnson/Peterson to approve the conditional use permit and all the standards. Motion carried, all in favor.
Presentation on Bear Creek stream restoration: Bergstrom presented on the Bear Creek stream restoration project.
Register of Deeds:
- Department report and updates-Bailey presented the report.
- Review and approval of vouchers-Motion by Polivka/Peterson to approve vouchers in the amount of $12,017.93. Motion carried, all in favor.
Discussion and possible approval of strategic issues for County Board mid-term discussion: Motion by Polivka/Ashford to approve the strategic issues reviewed at the last CPZ Committee meeting. Motion carried, all in favor.
Review and possible approval of Lakes, Rivers and Aquatic Invasive Species (AIS) Control Grant Program: Michalek noted that last year an individual wanted to apply for a grant down in Spring Green to study the oxbow lakes. The grant funding needs to be approved. There will be $30,000 of work brought into the county. Motion by Polivka/Fish to approve up to $10,000 of pass through money from Sauk County for the Lakes, Rivers and AIS Control Grant Program. Motion carried, all in favor.
Discussion and update on Class and Compensation study, appeals, and process, as it relates specifically to the Conservation, Planning, and Zoning Department staff and budget: Michalek handed out his wage and compensation appeal to the committee, he also handed out the salaries of neighboring counties and counties of similar size within the state. He also expressed his concern over the appeal of one of his employees, and has requested to be on the Personnel Committee agenda. The CPZ Committee asked questions that were answered by Michalek.
Conservation, Planning, and Zoning Department:
- Department report and updates-Michalek reviewed the department report.
- Review and approval of vouchers-Motion by Ashford/Fish to approve vouchers in the amount of $36,300.33. Motion carried, all in favor.
Reports:
- Natural Resources Conservation Service (NRCS)-Miller reported that the Regional Conservation Partnership Program (RCPP) is moving forward. Received the first round of funding for Environmental Quality Incentives Program (EQIP), and 22 contracts will be offered. Received 17 applications for the Conservation Stewardship Program (CSP).
- Farm Service Agency (FSA)-Norgard reported that yield updates, reallocation of base acres, and Agriculture Risk Coverage (ARC)/ Price Loss Coverage (PLC) elections must be completed by March 31. Nothing has been heard about any general Conservation Reserve Program (CRP) signup.
- Foresters-None.
- Economic Development Committee-Polivka reported that the Sauk County Development Corporation (SCDC) is discussing the new director’s position. Also, the Economic Development Committee discussed the Great Sauk Trail and placemaking.
- Mirror Lake District-Will meet next Wednesday.
- Lake Virginia Management District-Will meet on March 28. CPZ Department staff will not be able to attend and are asking to be moved to another meeting.
- Lake Redstone Management District-N. Johnson reported they are planning the summer Lake Fair, and Serge Koenig will attend their next meeting.
Next meetings of the Conservation, Planning, and Zoning Committee will be held on Tuesday, March 24, and Thursday, April 9. Motion by Polivka/Ashford to adjourn at 12:03 p.m. Motion carried, all members in favor.
